PRESENT: Mayor Craig Rockwood, Council members: Dave Huntsman, Susan Barnes, Dee Johnson, and Brad Andersen, Treasurer — Ron Nelson, City Clerk — Betty McKinlay. VISITORS: Dave Benton and Ellie Winfield, William and Helen Krantz, Steve Tuck, Louanne Lucues, Garth Cunningham from Mt. River Engineering, Jim Carson, David Harker, Steve Ryan. The minutes were approved. Council member, Dave Huntsman moved and Council member Dee Johnson seconded. All were in favor. Garth Cunningham from Mountain River Engineering showed a map of Simmons Heights. It is in our impact area. It needs approval of the Council. The septic systems is a concern and there was some discussion about it. Steve Serr said it should never have been approved by the County. Council member, Brad Andersen is opposed to it. He has questions about the heath standpoint. After some discussion it was moved by Council member, Dee Johnson, and seconded by Council member Susan Barnes to accept the Simmons Heights Division #2, and give authorization for the Mayor to sign the Simmons Heights Division #2. Roll call as follows: Aye: Council member Johnson Council member Barnes Council member Huntsman Nay: Brad Andersen Motion carried. Dave Benton from Benton Engineering showed a map of the Brown Estates Division #2. The restriction that limited the right-of-way to be used for utilities only was removed. It needs to be approved by the County before any development is made. The right-of-way is 60' and if ever developed it needs to be 70'. Council member, Dave Huntsman moved to accept the Brown Estates Division #2 and have Mayor Rockwood sign. Council member Dee Johnson seconded. All were in favor. Speed limit on 41st (Rushton) was discussed. The road (Rushton) will be black topped next week. Jim Carson and David Harker discussed the standing water in the Barnes Addition. Putting in a French Drain was discussed. Mayor Rockwood will go look at it. The borrow pits on Scoresby were discussed. Council member, Dee Johnson said they still have a few people to talk to about it. Council member, Brad Andersen said he is talking to people on the west side of Main street. Council member, Susan Barnes seconded. All were in favor. Financial report was reviewed. The Annual Appropriation Ordinance for fiscal year 1998-1999 was discussed and then approved. Council member, Dave Huntsman moved and Council member, Susan Barnes seconded. All were in favor. The delinquent water list was reviewed. Council member, Susan Barnes read the description of the Annexation Ordinance and moved to accept it. Council member, Dave Huntsman seconded. All were in favor. The Master Water Plan was discussed. CH2MHILL has proposed the scope of the work. Mayor Rockwood recommended that we go ahead with them. They will put together a book telling us all about our water system. It will cost $7500. It was moved by Council member, Brad Andersen and seconded by Council member, Susan Barnes to have the Mayor sign the contract. All were in favor. The CHC Grant deadline was last Friday. With Council members, Susan Barnes and Brad Anderson's help, the Mayor put together a grant for $25,000 to put new steps and concrete and maybe a walking path around the park. A new proposal from the County for Law Enforcement was reviewed. Council member, Dave Huntsman moved to approve $4725 for the fiscal year. Council member, Brad Andersen seconded. All were in favor. Street work was discussed. Main Street, Steele Ave., Rockwood Ave., and Dayton Street are being chipped. Reimbursing Joyce Knowles for the Eagle Project her son did was discussed. The bill was added to the other bills for payment. Other Eagle Scout projects were discussed. Mayor mentioned that Dale Storer (Attorney) would up date the Manufactured Home Ordinance. Council member, Susan Barnes is checking into the Recreation Enhancement Money - BMPO. The Mayor mentioned a couple of grants available if anyone would like to work on them. Council member, Susan Barnes prepared a report on the Iona Days. It was viewed and discussed. Steve Ryan mentioned a water leak by the bridge over by his home. Mayor will have Ross look at it. The street lights on Rockwood and Iona North Road, and also Rockwood and Olsen were discussed. COUNCIL REPORTS: Council member, Dee Johnson mentioned a couple of vacant lots that might catch on fire if a match is dropped. The entrance to the Barnes Addition on who has the right-of-way was discussed. Council member, Brad Anderson mentioned that Rod Gardner would like to buy the City lot by the school and put a duplex on it. He would need a re -zone. Lynden Kunde would like to put a multi -family dwelling there and single housing behind. The Stop sign on Crook Road was discussed. Council member, Dave Huntsman mentioned that he is still getting Ross to get the RV's off the streets and right-of-ways. Mayor Rockwood mentioned that if the Council has anything they want Ross to do that they should tell him and he will talk to Ross about doing it. Council member, Susan Barnes said she is glad to have Iona Days over. Treasurer, Ron Nelson is interested in the old computer. The Council decided to let him take it for $5.00. Mayor Rockwood handed out a sheet on levy increases and it was discussed. The speed limit on Rushton Road was discussed some more. Some of the citizens who live on that road have complained of speeders. The Mayor will have Ross do a radar check. Stop signs throughout the town was discussed. The next meeting will be Sept. 23rd. Council member, Dee Johnson will be teaching classes on the regular date that the Council meets. Council member, Dee Johnson moved to adjourn. Time: 10:35 p.m.
