PRESENT: Craig Rockwood - acting Mayor, Dee Johnson, Deb Sorenson, Dave Huntsman, Ron Nelson, Betty McKinlay, Ross Johnson. VISITORS: Susan Barnes, Dave Benton, Steve Murphy and his 2 little boys. Craig welcomed the Council and visitors. The Minutes were handed out early for the Council to read. Dee motioned to approve the Minutes and Craig 2nd. All were in favor. Craig passed out the State of the City Address he had and read through it with the Council and presented ideas for 1997. Council Assignments were disscussed for the year. Susan Barnes reported on ICAT. It was suggested to combine the "Lighting of Iona" and the Lions Club Christmas Party next year. The Christmas lights needs to be discussed in the future, some of them are not working and it was suggested to put them on the building instead of the trees. Cost of living increases was discussed. A 3% increase was approved beginning with Jan. 1997. The Financial Report was discussed. As well as the Delinquent Water Bills. Pictures were viewed of the water problem. The barrow pits have been filled in. The Contractor needs to dig them out next Spring. The City Council will reclaim the barrow pits properly. The Council approved sending Frances Priest a letter with the requirements of what is expected. Steve Murphy lives in the Barnes Addition and is concerned about the water drainage problem. Dave Benton from Benton Engineering showed the Council the map he has been working on for our office with house numbers on and water and sewer connections. The Curfew Ordinance was discussed. It has been changed since the first time it was discussed. Dale Storer suggested reading it in 3 meetings. Deb motioned to approve the Curfew Ordinance on 1st reading only. Dee 2nd. A11 were in favor. Council Reports were given. The rail for the Council Room was discussed. World Series (BBA) will probably go to IF. It was suggested to call Frank Smith and see for sure about the BBA. The Code Book is still waiting for the Logo. With great delight Dave is over the Animal Control. He has a proposal to "take our City back from the dogs". The proposal and sample letter was discussed. The Dog Ordinance needs to be reviewed before it is passed in the Code Book. Dave will talk to Kelley Walker our Animal Control Officer and get his opinion on what he can do. If Kelley can not do it then hire someone who can so we can get more coverage. Dave wants to order some traps and send a letter out to people. Craig motioned to adjourn. Time: 9:45 CITY OF IONA State of the City Address by Craig Rockwood - Council Member January 23, 1997 It is pleasure to welcome you to this council meeting. It is customary that at the first meeting of a new year a "State of the City" address be given. I have prepared a few remarks that will hopefully give us an opportunity to reflect on our accomplishments during 1996, and to prepare for 1997 by identifying our goals and the needs of the City. First let me congratulate Mayor Hansen and wish her well on her new endeavor. She has spent many years serving the citizens of Iona and we thank her for that service. I would also like to thank the City Council members for the many hours they have spent this past year serving this great community. I thank, for their service, our paid employees, Betty, Ross, and Ron. Although they are paid they are never fully compensated for all they do for the City. I also thank all of the citizens of this community who freely gave of their time, serving on committees and completing projects which could not have been accomplished without their efforts. Let me state that despite loosing a Mayor, the City is in good hands and will continue to be administered in an efficient and prudent manor. In 1996 we saw unprecedented growth in the City of Iona. As a result of this growth we have been presented with many new and unfamiliar challenges. The City's administration has dealt with many of these challenges successfully while others have been a new learning experience, but despite any problems we may have encountered we are better prepared to deal with future growth and development in the City. We welcome all newcomers to this great community and ask only that they get involved and make this community their home. Citizen involvement in community activities has continued to increase and we thank everyone who has given of their time and we ask others to step forward and get involved. The Community Center has continued to be restored at a fairly rapid pace thanks to the many donations of time and money as well as the grants we have received. Development on the Center will continue as funds become available. I also think it is important that we let our citizens know that very little, if any, of their tax dollars have gone to the renovation of the Community Center. We have recently installed an underground sprinkler system in the park surrounding the Community Center and we will continue to make other landscape improvements as time and funds allow. Thanks to a CHC Foundation grant we will replace the playground equipment in the park with new modern equipment this year. In 1997 we will appoint or elect a new mayor. We will hold a City election in November to elect several council members also. We will approve and adopt a new City code which will establish and clarify many City laws and policies and dramatically aid in the administration of the City. We will hire an engineering firm to complete a detailed study of our water system. A system which I feel is second in importance, only, to the citizen of our Community. The results of this study will enable us to develop a master plan for the immediate and long range operation and maintenance of our water system. Our city streets are in as good a shape as they have been for years but we are very concerned with the deterioration of our borrow pits. I will propose to the council that we develop a long range plan for the restoration of our city borrow pits. This will involve a partnership between the city and the individual property owners affected. We will also continue this year, with the annual seal coating of a portion of the City's streets. In closing I would like to make the observation that although the condition and future of Iona has never been better or brighter, never has there been a greater need for the citizens of Iona to get involved. Not only with local government but also with the county and state governments. Idaho ranks almost last when compared with other States who have given more power to local governments to govern their communities. Darlene DeSomer reported on the "Light Up Iona" project for which she acted as Co -Chair along with Lois Steele, and which took the place of a December ICAT meeting. Our committee felt this activity was successful and worth the effort. After review, the most important recommendations we have are: Work is needed on electrical outlets - often not all the lights were working Co-ordinate, and combine if possible, next year's lighting ceremony with the Iona Lions Club Santa Claus party so the two events are not in competition. Invite children's groups to perform ----nothing like kids to bring the whole community together, parents, grandparents, aunts, uncles, cousins, brothers and sisters! Expect a large crowd and set up refreshments for a more orderly traffic flow; have hot chocolate pre -mixed. Many thanks to Darlene and Lois for their efforts to improve community participation; also to Jim and Cindy Carson who are always there with their endless energy and who rounded up the people to get the lights checked and strung (and taken down). Darlene has written thank -you letters to the individuals and merchants who participated in the lighting contest; I've written thank-yous to Jeff Wheeler whose help we appreciated so much in getting the lights hung in the trees and who brought his scouts to help; and to Lynn Adele Nielsen and her Laurels for their help. As John Price was not at our meeting, we had an informal discussion about life in Iona and what our hopes are for the future. We each took a copy of the major recommended components of a comprehensive plan and will write down our thoughts regarding each of these items for discussion at next month's meeting. Committee members were reminded that we need work on new -member recruiting. Future success of the Gem Community effort will depend on not burning out the same volunteers. Election of 1997/1998 ICAT officers will be coming up soon and members were encouraged to have an idea for future ICAT leadership. The Iona Gem Community status will be up for two-year recertification this summer and we need to make sure we are on track with our one-year plan of action as well as the long-term plans for the committee. CITY OF IONA State of the City Address by Craig Rockwood - Council Member January 23, 1997 ANIMAL CONTROL PROPOSAL 1/23/96 At the current time the City of Iona has animal control in effect for 3% of the total hours during the week Kelly Walker is working 5 hours each week and at that rate it is not even a "show of force." Now is the time to use some of the money budgeted for the imfilled mayor's position to increase the animal control efforts in the community. Additional funding can be found with effective enforcement of the current animal control ordinances of the community. At the current time most of the animal control ordinance violations in the community are not resolved via citations. Frankly, most animal control ordinance violations are not even being resolved period . 1) Provide the animal control officer with a citation book and the authority to use it so he can do the job he has been hired to do 2) Increase animal control's current hours. If Kelly is unable to work more hours and varied hours and days then advertise and hire additional animal control help. 3) Open discussions with Kelly Walker for contracting animal control services for the City of Iona. Kelly has started a company specializing in animal control services. 4) Purchase dog traps which can be used by the community residents to trap the animals which are running loose in violation of the animal control ordinance. Have the city employee(s ) pick up and deliver the trapped animals to the pound with a citation attached to the animal. 5) Have the animal control officer canvas the community collecting fees for dog tags. Give the animal control officer 50% of all fees collected as an incentive to get the task completed. 6) All dogs which are picked up are to be delivered to the pound with a citation attached for the violation of the animal control ordinance No warning citations, verbal or written are to be issued . 7) All dogs and other animals observed in violation of the animal control ordinance of the City of Iona shall have citations issued for the violation. Follow/determine the animal's current owner and issue citations for the violation. No warning citations, verbal or written are to be issued. 8) City employee(s ) shall have job descriptions re -affirmed to understand that animal control is an integral and valid expectation of the current job assignments. Current and future city employees shall be expected to fulfill the expectations of animal control duties when the contracted animal control officer is unavailable. 9) Provide a letter (sample attached) of Notification/Responsibility of Animal Owners when they purchase dog tags and or move into the City of Iona, detailing the owners responsibility of animal ownership within the community of Iona and attach a copy of the current animal control ordinance and schedule of fines to be levied by the courts for the violation of the City of Iona animal control ordinance. These options if implemented as detailed will mark a major improvement in the quality of life in the community of Iona. If we as a council do not take the necessary steps at this time to resolve the animal control issues facing this community, they will only continue to grow larger and cause more and more problems. sample letter -draft form City of Iona Notification/Responsibility of Animal Owners The City of Iona has an animal control ordinance in effect within the city limits. All property owners and residents of the community are expected to adhere to the animal control ordinance to ensure a quality life experience while living in the community. Yes, Iona has a country atmosphere and a country way of life that many people seek out when looking for a home, but that does not mean everybody wants to share their property with somebody else's pets and to have their peace and quiet disturbed by the =relentless barking day and night of someone else's pet. The attached copy of the Iona Animal Control ordinance details the regulations which will be enforced within the community. Animal owners who do not adhere to the Animal Control ordinance will face citations with fines ranging from $100-$300 assessed by the magistrate courts of Bonneville County The Iona Animal Control ordinance requires all dogs within the city limits to be licensed by the City of Iona and the dog to have the dog tag attached to the animal. Failure to purchase dog tags for your dog(s) will result in a violation of the ordinance and a citation issued. The Iona Animal Control ordinance requires property/dog owners who have more than two dogs per household to apply annually for a non- commercial kennel permit. Failure to apply for and receive the non-commercial kennel permit on an annual basis is a violation of the ordinance and a citation will be issued. The areas of animal control enforcement that the City of Iona. places extra emphasis on are: 1) Animals running at large Animal owners who allow their animals to run at free will around the neighborhood and community unrestrained and animals unleashed/unchained on the animal owners unfenced property. These animals will be picked up and delivered to the City of Idaho Falls Animal Control Center with a citation(s) issued to the animal owners for the violation(s) of the City of Iona Animal Control ordinance. 2) Barking so as to disturb the peace Animal owners who allow their animals to cause a disturbance/disrupt the peace by continuous barking during the daylight and/or nighttime hours within the City of Iona will be issued a citation(s) for the violation(s) of the Animal Control ordinance. 3) The City of Iona has purchased and is using animal control traps/pens. These traps are set in areas where complaints are received concerning animals running at large/unrestrained Animals trapped in the pens will be delivered to the City of Idaho Falls Animal Control Center and citation(s) will issued to the animal owners for the violation(s) of the City of Iona Animal Control ordinance. Extra city personnel have been hired to enforce the Animal Control ordinance and the duties of the full time personnel of the city have been extended to include animal control enforcement. The personnel will be placing extra emphasis on these above animal control issues.
