GREENCASTLE BOARD OF WORKS
EMERGENCY SESSION,FEBRUARY 28, 1996, 6:45 P.M., TZOUANAKIS
The Board of Works met in emergency session on February 28, 1996 at 6:45 p.m. at Tzouanakis
Intermediate School. On the roll call, the following were found to be present: Sue Murray and
George Murphey. Also in attendance was Mayor Nancy Michael and Attorney John Zeiner.
Mayor Michael called the meeting to order.
Attorney Zeiner presented Resolution 1996-1, A Resolution Authorizing Expenditures of
Industrial Development Funds. The Resolution states that the Common Council approved on the
16th day of November, 1995 to loan$300,000.00 to the Redevelopment Commission from
Industrial Development Funds for the purpose of acquisition of land contiguous to the Putnam
County Airport. Board Member Sue Murray stated that the Council agreed to loan$200,000.00
in Industrial Development Funds to the Redevelopment Commission for purchase of land, but
$100,000.00 was suppose to be a loan to the County for their portion because of a cash flow
problem. Ms. Murray asked if an agreement had been signed with the County. Attorney Zeiner
stated that there was not, but that he and Bill Dory are working on it and answering questions
that the County has raised. Attorney Zeiner also stated that the County wants to be sure that they
have a long term lease on the Airport.
Sue Murray made a motion to approve Resolution 1996-lwith a stipulation that the minutes
reflect that it was not a$300,000.00 loan, but a$200,000.00 loan to the RDC and$100,000.00
loan to cover the shortfall for the County. George Murphey seconded the motion. Motion
passed unanimously. These transactions will be reflected on the Claim Docket for the meeting
scheduled March 20, 1996.
With no further business the meeting was adjourned on a motion by George Murphey, seconded
by Sue Murray. Vote was unanimous.
