~ AUTHORIZING THE` CITY MANAGER TO ENTER INTO '
, `~ AGREEMENT WlTH THE L. A. COUNTY PROBATION
DEPARTMENT; AUTHORIZING THE CITY MANAGER TO ~ .

. ~ HIS DESIGNEE TO MAKE THE NECESSARY FUND
APPROPRIATIONS AND TRANSFERS. ~- ~
: ` ~ WHEREAS, The 1998 Congress autliorized the~Federal Juvenile~ ~ ~
.' Accountability'Incentive Block Grant P.rogram (JAIBG); and .~
.~ WHEREAS, This program was created to promote greater accountability
of juveniles in the justice ~system and hold juv'enile offenders accountable for their ~
' criminal activities, and : ~ ' ~ - ~
' ; " -
WHEREAS, Funds are being made available on a formula basis and the .
. •. amount available to the Gity of Lynwood is $24,421; and
~.. WHEREAS, due to time constraints, the City is unable to meet:the grant ~
requirements in establishing a Juvenile Crime Enforcerrienf Coalition and Coordinated~ ~
` Enforcement plan; and~ : ~ , ' " ~
WHEREAS, iri orde~r not to lose the grant funds the City can enter i~nto ~ .
~; an agreement with the Los Angeles County Probation department to create a program ~,•
~! that will reduce juvenile delinquency; ahd
, . .
WHEREAS, the City of Lynwood needs to decline to directly accept funds
,, . made available through the Juvenile Accountability Incentive Block Grant (JAIBG) '
: Frogram administered by the Office of Criminal Justice Planning~ (hereafter referred to
as~ OCJP); :and ~ ~
~ ~ , ;
, ~ WHEREAS, a fund appropriation and transfer is. needed to cover the 10
~ ~ percent city match. ~ : ~
. NOW, THEREFORE, the City Council of the City of Lynwood does hereby
, find, proclaim, order and resolve as follows:.
, ..
~ Section 1: That the C'ity of Lynwood .waives its right to ifs direct . :
; subgrant~ award and authorizes the funds to be expended by the Gounty of Los ~
Angeles; Probation Department for the mutual benefit of both units of local government.
- Section 2. 'That it is agreed that any liability arising out of the performance
~~ of this Grant Award Agreement, including civil court actions for damages, shall be the
~'~' " responsibility of the grant recipient and the authorizing agency. The State of California
and OCJP disclaim responsibility t'or any such Jiability.
: Section 3. That the grant funds received here~mder shall not be used to ~
supplant expenditure controlled by this body. :
; ~;. Section 4. Tfiat the City .Manager is authorized to establish a Juvenile
. , , - Crime Enforcement Coalition.
Section 5. ` That the City Manager or his designee is authorized to make
the following fund appropriations and transfers:
