AUTHORIZING THE APPROPRIATION OF EIGHTEEN THOUSAND TWO HUNDRED AND FIFTY DOLLARS FROM THE UNAPPROPRIATED GENERAL FUND BALANCE FOR THE 1998/99 FISCAL YEAR TO IMPLEMENT BLACK HISTORY MONTH ACTIVITIES WHEREAS, the City of Lynwood has recognized its ethnic diversity and has sought to bring about cultural awareness through diverse programs and celebrations; and ~ ' WHEREAS, Black History Month, a tradition in the United States for seven decades, is celebrated each February in cities and towns across the United States; and WHEREAS, Dr. Carter G. Woodson, a noted African-American author and scholar, in . 1926 began what was then Negro History Week for two purposes. To educate non-black Americans about ~~ `~ Black American culture and history and to engender pride among African Americans; and ~ i . WHEREAS, Dr. Carter G. Woodson, hoped that all Americans would celebrate their roots, and in so doing, develop mutual respect for one another; and WHEREAS, in 1976, during the nation's bicentennial, the week was expanded to National Black History Month; and ~ WHEREAS, the celebration of Black History Month provides an occasion to focus on African-American Heritage and culture and ways in which we can learn from each other and come to a common understanding of ourselves as a multi-cultural community with shared goals and values; WHEREAS, the City of Lynwood has celebrated Black History Month through the implementation of various youth and adult education and entertainment events; and WHEREAS, the City of Lynwood again plans on honoring this month with a youth extravaganza entitled "The Best of Black Histoiy" ~vhich will be coordinated in conjunction with the Lynwood Unified School District on February 25 through February 28, 1999 at Bateman Hall. WHEREAS, these funds were not included as part of the adopted budget for the 1998/99 fiscal year; ~ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lynwood that: ~ . ~ Section 1.
