moved its adoption:
RESOLUTION NO.
RESOLUTION PROVIDING FOR A PUBLIC HEARING TO DETERMINE
THE NEED FOR A HOUSING AND REDEVELOPMENT AUTHORITY
TO FUNCTION IN THE CITY OF MEDINA, MINNESOTA
WHEREAS, the Minnesota Housing and Redevelopment Act, Minnesota
Statutes, 5462. 411 et seq. , authorizes the creation of a Housing and Redevelop-
ment Authority in each municipality within the State and provides that such
Authority shall not transact any business or exercise any powers until the
governing body of the municipality, by resolution, determines that there is a
need for a Housing and Redevelopment Authority; and
WHEREAS, interest has been expressed within the City of Medina for the
establishment of a Housing and Redevelopment Authority;
NOW, THEREFORE, BE IT ESOLVED by the City Council of the City of
Medina that on the I day of ro / , 1975 at 7:30 P.M. at the City Hall,
2025 County Road 24, being the tim and place of a regular meeting of the City
Council, the City Council shall consider:
1. Whether there presently exists or is a need to prevent the
development of, substandard, slum and blight areas in the
City of Medina which cannot be redeveloped without govern-
ment assistance;
2. Whether there presently exists or whether there is a need to
prevent a situation where adequate housing accommodations
would not be available to veterans or servicemen or their
families;
3. Whether there is a shortage of decent, safe and sanitary dwelling
accommodations available to persons of low income and their
families at prices they can afford.
BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to
cause this resolution to be published in the Crow River News, the City's official
newspaper, to ascertain that all interested persons are aware of the hearing and
able to be present and present opinions and comments.

EXTRACTS TS FROM THE MINUTES OF A REGULAR COUNCIL
MEETING OF THE CITY OF' MEDINA HELD ON THE 18th
DAY OF MARCH, 1975.
The City Council of the City of Medina, Minnesota, met in regular
session at 7:50 P.M. on the 18th day of March, 1975. Those present were
Mayor Wayne Neddermeyer and Councilmen Donald Des Lauriers, Robert
Franklin, Thomas Stevens, and Arthur Theis. None were absent and Mayor
Neddermeyer presided.
XXII. HOUSING REDEVELOPMENT AUTHORITY
MOTION by Hobert Franklin, seconded by Arthur Theis to approve
resolution 75-14, attached herewith, regarding establishment of an HRA in
Medina and to set a hearing for same on April 1, 1975 at 7:30 P.M. Motion
carried unanimously.
