. ~ ~A RESOLUTION OF THE CITY OF LYNWOOD AUTHORIZING THE
. APPROPRIATION OF EIGHT THOUSAND DOLLANRS FROM THE
UNAPPROPRIATED GENER.AL FUND BALANCE TO ALLOCATE ADDITIONAL ~
~ FUNDS FOR THE SERVICE CONTRACT WITH TELECOMMUNICATIONS '
, MANAGEMENT CORPORATION -
_. i , V~-HEREAS.` Telecommunications Management Corp. (TMC), a cable television
° consultant has had a°contractual agreement with the City of Lynwood since August 1996, °
, to pro~ ide consultin~ services in the franchise renewal process; and .
~'HEREAS, TMC is a reputable firm with only local government clients, and has
no ties to cable television system operators or equipment manufacturers; and
._ . WHEREAS. TMC is experienced in cable television and communications aspects,
including consulting and support services relative to franchise awards, renewals and
. transfer processes; and -
• V~'HEREAS, the City's agreement with TMC includes the performance of three
_ tasks. (1) updating the city of Lynwood's cable television regulatory ordinance, (2)
~ • z~ aluatin~` the NlediaOne system and recommending renewal objectives and (3)
participatin~ in the franchise renewal negotiations; and - ~
~'~'HEREAS, the, initial funds allocated by, the City to cover the services of TMC
a~~reement ~t~ith the Citv of Lynwood have been exhausted, though the City and Media -
One are still «-orking to arrive at an agreement suitable for both entities; and
~~, ~'HE;REAS, urider the existing service agreement, TMC has completed

,. .' .. Perforn~ance_Tasl.s One and Two and continues to.provide technical support and
.~ . .
ezpertise in the franchise renewal negotiations, which is Performance Task Three; and
~ , .
~ WHE'REAS, is estimated that an additional 64~hours of TMC service, at the rate
of ~ 12~.00 per hour, totaling $8;000 is needed for completion of the cable franchise
", rene~~al process between the City of Lynwood and MediaOne, and
" WHEREAS, TMC is an intricate participant in this process providing the "
technical support and expertise necessary to negotiate with the MediaOne; and
WHEREAS, These funds were not included as a part of the 1998/99 fiscal budget
~ b~~ the Citv Council; and
~ WHEREAS; an appropriation is needed to cover the service costs.
~ NOW, THEREFORE, THE City council~of the city of Lynwood does hereby find,
- - ~ ~ proclaim, order and~resolve as follows: ~

~, Section l. That the Lynwood City Couricil authorizes and approves the
~'-` appropriation of $8,000 for the continuance o`f the ,service agreement with TMC for
franchise renewal services. .
Section 2. That the City Manager or his designee is hereby authorized to make
the following'appropriations: ~
