HomeMy Public PortalAbout1975-015r Member eo6e.ri G11.444)1 in its adoption: introduced the following resolution and moved RESOLUTION NO. 7-5-- /S RESOLUTION DECLARING THE NEED FOR A HOUSING AND REDEVELOPMENT AUTHORITY IN MEDINA, MINNESOTA WHEREAS, the City Clerk has repoyted that pursuant to Resolution No. rs/S, adopted on the / day of J., / , 1975, Notice of Hearing directed therein was published in the row River News on the � 9 day of , 1975; and WHEREAS, the Clerk has submitted an affidavit of publication of said Notice, which affidavit was ordered placed in the Clerk's file; and WHEREAS, pursuant to said Notice, a public hearing was held, granting full opportunity to be heard on all questions set forth therein to all residents of Medina, Minnesota, and to all other interested persons; and WHEREAS, facts have been submitted to the governing body of the City of Medina showing that there is a need for a Housing and Redevelopment Authority to function in the City of Medina, Minnesota; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota, that said City Council, pursuant to "Municipal Housing and Redevelopment Act", of the State of Minnesota, hereby finds, determines and declares: 1. There exists in Medina, Minnesota, substandard or blighted areas which cannot be redeveloped without government assistance; It is hereby declared that there is a need for a Housing and Redevelopment Authority to function in the City of Medina, Minnesota and said need continues to exist. Donna Roehl, City Clerk EXTRACTS FROM THE MINUTES OF A REGULAR COUNCIL MEETING OF THE CITY OF MEDINA HELD ON THE 1st DAY OF APRIL, 1975. The City Council of the City of Medina, Minnesota, met in regular session at 7:50 P.M. on the 1st day of April, 1975. Those present were Mayor Wayne Neddermeyer and Councilmen Donald Des Lauriers, Robert Franklin, and Arthur Theis. Councilman Thomas Stevens was absent. Mayor Neddermeyer presided. 1. HOUSING REDEVELOPMENT AUTHORITY HEARING 7:30 P.M. Robert Franklin explained that there is a need for housing for people of lower income and older people. Under the program Medina could secure tax forfeit lots, develop them and sell as desirable properties. There are approximately 1, 900 feet of lots that are buildable in the Lake Independence area. Council may act as the governing body of an HRA and Federal funds may be available but conditions are unknown at this time. First item to be considered if an HRA is established is to make application to the State for title to all tax forfeit lots as the State has the power to grant title at no cost. A letter from C. Kent Olson requesting Medina consider• an HRA was made part of the record. Motion by Arthur Theis, seconded by Robert Franklin to close the hearing on HRA. Motion carried unanimously. Motion by Robert Franklin, seconded by Donald Des Lauriers to adopt Resolution 75-15, attached herewith, Declaration of Need for HRA in Medina. Motion carried unanimously.
