The Meeting opened at 8:30 a.m.
ADMINISTRATIVE REVIEW
Alice E. Ronty, 648 S. Orleans Road. This is a request to replace sliding doors
and 7 windows in the same openings with Andersen energy efficient units. The
Applicant also wants to re-shingle all the side walls. Some of the work is within
50' to the top of a coastal bank. This is a repair and the shingles will be
contained so as not to blow around this site. Alice Ronty, the Applicant, was
present.
MOTION: A motion to approve this Administrative Review was made by Bob
Royce and seconded by George Christie.
VOTE: Unanimous.
CONTINUATION
Colonial Gas Co. (dba National Grid), Cedar Land Road by Coastal
Engineering Co., Inc. Proposed gas main extension. Work will occur within 100'
of 2 Bordering Vegetated Wetlands. Brad Maio, from Coastal Engineering, said
he is working on the Certificates of Compliance for the 2, possibly 3, outstanding
Orders for gas lines. He is waiting for more information from National Grid on the
As-Built location for the line at Portanimicut Road. This will take about a week.
Mr. Maio said this job will begin as soon as the Order is issued and the Appeals
period expires. Judith Bruce said there would be more damage to the area with
silt fence. Mr. Maio said the Order could specify a "rolling sedimentation barrier"
that is put in place, the work is done within that area, then the barrier is removed
and placed on the next section. The suggested Conditions on the Order were
discussed: 1. The Certificate of Compliance will be requested within 2 months of
the completion of this work. Failure to comply with this Condition will be
considered a violation of this Order; 2. All acknowledged outstanding Certificates
of Compliance from gas line installations will be requested before work begins on
this Order; 3. Any Notices of Intent or Amendments to this Order filed for work
on properties that include the 2 wetlands shown on this Site Plan will require the
determination of whether these are vernal pools; 4. The "rolling sedimentation
barrier"will be removed within a week after completion of the gas main
installation. Failure to comply with this Condition will be considered a violation of
this Order.
MOTION: A motion to approve this project conditioned as mentioned previously
was made by Bill Parish and seconded by Judith Bruce.

CERTIFICATE OF COMPLIANCE
Mark Kritzman (Palmisano), (1991), 204 Barley Neck Road. The Order
of Conditions is for a proposed deck and outside shower. The deck and
outside shower are built as shown and an As-Built Plan has been submitted
showing a retaining wall, walkways, fences, air-conditioner units, and a
propane tank.
MOTION: A motion to release this Certificate of Compliance was made by
Bill Parish and seconded by Judith Bruce.
VOTE: Unanimous.
ADMINISTRATIVE REVIEWS (CONTINUED)
James Corley/Sally Everett, 152 Namequoit Road. For increased safety, this
is a request for a proposed replacement of an existing set of steps with one that
has a landing outside the door and turns away from the wetland. The work is
within 75'-90' from the flood elevation of the Namequoit Bog. Other work on this
lot will be proposed in July. Arnold Henson said this stairway should be
incorporated into the future Order of Conditions. The Commission agreed.
MOTION: A motion to approve this Administrative Review was made by George
Christie and seconded by Bill Parish.
VOTE: Unanimous.
REQUEST TO USE A CONSERVATION AREA
Windmill Park, Wedding, October 3, 2009, Bonnie Raboin/ Douglas Corniger,
100 people, 2:00 to 4:00 p.m.
MOTION: A motion to approve this activity at the Windmill Park Conservation
Area was made by George Christie and seconded by Adrienne Pfluger.
VOTE: Unanimous.
REQUEST FOR PAYMENT FROM THE CONSERVATION FUND
Request for payment for$170.00 to the Chatham Sign Shop. Signs were made
with the Federal Logo as a requirement to receive the Land and Water
Conservation Fund Reimbursement Grant. This Grant is toward the additional
property next to the Sparrow dwelling and will be part of John Kenrick Woods.
MOTION: A motion to approve the release of funds from the Conservation Fund
was made by Bill Parish and seconded by Judith Bruce.
VOTE: Unanimous.

CHAIRMAN'S BUSINESS
Approval of the Minutes from the Hearing/Work Meeting on June 2, 2009.
MOTION: A motion to approve the Minutes from the Hearing/Work Meeting on
June 2, 2009 was made by Bill Parish and seconded by Bob Royce.
VOTE: Unanimous.
The Site Visits were discussed by the Commissioners.
The Meeting was adjourned at 8:45 a.m.
