PRESENT: Steve Phillips, Adrienne Pfluger, Bob Royce, Arnold He`h's�n,

The Meeting opened at 8:30 a.m.
CONTINUATION
Richard & Elizabeth Cryer, 50 & 52 Willie Atwood Road by Ryder &Wilcox,
Inc. Proposed construction of an addition to an existing garage. Work will occur
within 100' of Vegetated Wetlands &the Top of a Coastal Bank. David Lyttle,
from Ryder &Wilcox, said the Site Plan has been revised to show the 1,800
square feet of English ivy on the southeast corner of the property. The Applicants
will remove the ivy and the ornamental grasses from their garden and replant
with native grasses and groundcovers. Mr. Lyttle said he spoke with the Builder
who said there is no need for a new foundation for the garage addition. Jenny
Wood said to submit a Planting Plan detailing what plants are going in, how
many, what sizes, and to show their locations on a Site Plan. Arnold Henson
said the Order will be conditioned on receipt of a Planting Plan approved by the
Conservation Commission or the Conservation Administrator. Adrienne Pfluger
said the Order should be conditioned on no plumbing in the garage, and no
pruning without prior approval at this location.
MOTION: A motion to approve this project, conditioned as discussed, was made
by Judith Bruce and seconded by Adrienne Pfluger.
VOTE: Unanimous.
CERTIFICATE OF COMPLIANCE
Neal Satran (2007), 60 Pershing Lane. This is a Certificate of Compliance
request for an Order to construct an enclosed porch in place of a deck. This
Order was approved with a Mitigation Planting Plan for the top of the coastal
bank by Wilkinson Ecological Design who did not do the planting. A letter was
sent to Mr. Satran in September 2009 detailing the differences between the
approved Landscaping Plan and the plantings that were installed.
1. The accepted Plan has 7 species of plants from a "Seaside Wildflower Plant
Mix". Only 3 different kinds of plants were put in the planting area and only 1
of these, (Panicum virgatum) is the same as the species in the approved
Planting Plan. A different species of goldenrod and of aster has been planted.
2. The plants are too far apart and more are necessary to fill out the bed.
3. The planting bed does not extend to the previously existing vegetated buffer
as shown on the Site Plan. There is still a mowed area in the 10' buffer.
4. The planting area was to be 10'-wide. It is only 10'-wide at the widest point and
then tapers to only a few feet at-the ends.
David Lyttle, from Ryder &Wilcox, said he has spoken to the Applicant who has

agreed to complete the required planting.
ADMINISTRATIVE REVIEWS
Town of Orleans (Parks Department), Wildflower Lane. This is a request to
brush back the vegetation on one side of Wildflower Lane for 4' off the pavement
from Skaket Beach Road to the Gavigan Cottages. Paul Fulcher, Superintendent
of the Parks and Beaches Department, said the Town has a right-of-way on
Wildflower Lane and they are proposing to cut the vegetation back 4' so that it
won't grow back in the road over the summer.
MOTION: A motion to approve this Administrative Review was made by Judith
Bruce and seconded by Harry Herrick.
VOTE: Unanimous.
Town of Orleans (Parks Department), Wildflower Lane. This is a request to
regrade the dirt road from the Gavigan cottages over the cranberry bogs to the
Town of Orleans Property on Cape Cod Bay. Paul Fulcher, Superintendent of
the Parks and Beaches Department, said they are going to use existing material.
The road is full of puddles, and if they grow, the sides of the road may give way
into the bogs. Carter Buckley, the Owner of the bogs, said he thought there were
less than 8 parking spaces that are not monitored during the busy season.
Safety for pedestrians is another issue. Mr. Buckley said the dike is part of the
Namskaket Sea Path that encourages people to use it as a walkway. Mr.
Buckley asked how best to grade the roadway to prevent silt washing over into
the bogs? Mr. Fulcher said there is less parking than there was before. The
parking on the State property has been eliminated. They limited the parking last
summer to people with an Orleans sticker and patrolled the parking lot. As far as
pedestrians, courtesy on the road should be exercised. Mr. Fulcher said when
grading, they are going to pitch the road from the beach to the Gavigan cottages.
The higher ridges on each side of the road would keep cars from going up onto
the shoulder. Mr. Buckley asked if the road would be narrowed? Mr. Fulcher
said the road wouid.be 9'-wide and he will work with Mr. Buckley. Mr. Fulcher
offered to plant Rosa rugosa along the road edges. Judith Bruce suggested
boulders along the sides instead. Mr. Fulcher said boulders could get pushed
into the bogs. Mr. Buckley asked about accessing this parking area through the
Skaket Beach Parking Lot? Mr. Fulcher said the septic system is sized for 175
cars and he cannot attach any additional parking. They are discouraging the
parking by the Captain Linnell House because it is too.many people for the beach
and septic system.
MOTION: A motion to approve this Administrative Review was made by Steve
Phillips and seconded by Judith Bruce.
VOTE: Unanimous.

Martha Garceau, 17 Blueberry Island Road. This is a request to remove a
20"-wide maple that is leaning toward the dwelling, a 12"-wide cherry tree that
has a rotten base, and a large cherry tree on the street that is up in the power
lines. They would also like to perform the first phase of a crown reduction on an
apple tree. The work will be done by SavATree, Holbrook and Spooner, and will
be within 100' of a freshwater wetland.
MOTION: A motion to approve this Administrative Review was made by Harry
Herrick and seconded by Bob Royce.
VOTE: Unanimous.
Paul Grous, 19 Blueberry Island Road. This is a request to crown-clean and
raise over the drive a little-leaf linden, to remove 1 hanger from a cherry tree, to
cut a vine out of a cedar tree, and to remove a cherry tree. The work will be
done by SavATree, Holbrook and Spooner, and will be within 100' of a
freshwater wetland.
MOTION: A motion to approve this Administrative Review was made by
Adrienne Pfluger and seconded by Bob Royce.
VOTE: Unanimous.
REQUEST TO USE CONSERVATION PROPERTY
Windmill Park, Wedding, September 10, 2010, Katherine Lammerding/Adam
Davis, 100 people, 3:00-4:00 p.m.
MOTION: A motion to approve this activity at the Windmill Park Conservation
Area was made by Judith Bruce and seconded by Harry Herrick.
VOTE: Unanimous.
CHAIRMAN'S BUSINESS
Approval of the Minutes from the Hearing/Work Meeting on December 1, 2009.
MOTION: A motion to approve the Minutes from the Hearing/Work Meeting on
December 1, 2009 was made by Judith Bruce and seconded by Bob Royce.
