Council President Stephen P.Corbett, WHEREAS; Article 5 of the Watertown Horne Rule Charter sets out a process for the Vice President development and adoption of the annual operating budget and capital improvement John A. Donohue, program; and Councilor At Large Susan G.Falkou, WHEREAS: As the Town Council wishes to establish a timeline, consistent with the Councilor At Large Charter, by which it will provide policy guidance to the Town Manager on the Anthony Palomba, development of the budget and capital improvement program; and Councilor At Large Angeline B.Kounelis, WHEREAS: Such a timeline will also give town residents notice of their opportunity to District A Councilor offer input on these important financial matters; Cecilia Lenk, District B Councilor NOW THEREFORE BE IT RESOLVED: That the Town Council of the City known as Vincent J.Piccirilli,Jr., the Town of Watertown establishes the following timeline for the development of the District C Councilor Fiscal Year 2014 operating budget and capital improvement program: Kenneth Woodland, District D Councilor 1. The Fiscal Year 2014 Preliminary Budget Overview will be presented to the Town Council on October 23, 2012. 2. The Town Council will adopt its Fiscal Year 2014 Budget Policy Guidelines by December 11,2012. 3. The proposed Fiscal Year 2014-2018 Capital Improvement Program will be presented to the Town Council by January 8,2013. 4. Chapter 40, Section Cecilia Lenk, 14, Chapter 82, Sections 21-24, Chapter 82, Section 32B and G.L. District B Councilor Chapter 79, and by virtue of the vote under Resolution 2012- at Vincent J.Councili,lor Jr., a meeting of the Town Council held on August 14 2012 a certified District C Councilor g � � Kenneth M.Woodland copy of which is attached hereto as Exhibit A, and by virtue of any District D Councilor and every other power and authority hereunto enabling it in any way, does hereby take on behalf of the Town, non-exclusive temporary construction easements in, over, through, across, upon, and along the parcels shown as X-TE-256, X-TE-259, X-TE-259c and X-TE-339 on the plan entitled "Belmont/Watertown Trapelo Road & Belmont Street in the Towns of Belmont & Watertown, Middlesex County, Final Right of Way Plan," prepared by the BSC Group, Inc., dated March 1, 2012 (the "Plan"), to accomplish work necessary for the improvement of Belmont Street, including for the passage of and storage of vehicles, equipment and supplies associated with such improvements. Said temporary easements taken are bounded and described in accordance with the Plan. Any and all trees and structures located within the boundaries of the above described permanent casement areas are included in this taking; structures and facilities so located that are owned by private - utility companies are not taken. - - - -The above-described temporary construction easements shall . terminate automatically three (3) years from the date of the recording of this instrument, without the necessity of recording any further instrument with said Deeds. The lands determined by the Town Council to be affected by the herein taking are owned or supposedly owned by the owners listed in Schedule A, attached hereto and incorporated within. If in any instance the name of any owner is not correctly stated in Schedule A, it is understood that in such instance the land referred to is owned by an owner or owners unknown to us. Appraisal and damages having been waived by the owners listed in Schedule A; accordingly, the Town awards no damages for these takings. No betterments are to be assessed for the improvements for which the herein easements are taken.
