HomeMy Public PortalAbout1976-007Village of Medina Hamel, Minnesota 55340 RESOLUTION NO. 76-2 , REGARDING THE HENNEPIN COUNTY CRIMINAL JUSTICE COUNCIL WHEREAS the Hennepin County Criminal Justice Council has solicited comments on the draft copy of a joint powers agreement; and WHEREAS the Medina City Council has examined the proposal and has found major problems in it; NOW, THEREFORE, BE IT RESOLVED that the City of Medina submits the following comments to the Council and to the Hennepin County Board: 1. Under Article III, Membership, paragraph 2 calls for members to be nominated by the Association of Metropolitan Municipalities. It should be noted that many Hennepin County municipalities do not belong to that association. For instance, 12 communities in northwestern Hennepin County belong to the Northwest Hennepin League of Municipali- ties, and. very few of those belong; to the Metropolitan association. In addition, the Metropolitan association represents municipalities in other counties, who would help nominate our representatives. 2. The draft coy would insure tla t Minneapolis would totally dominate the council. Section 2 appears to provide for 4 suburban representatives. But there would. be 6 Minneapolis representatives under Section 3; probably several more Minneapolis -oriented persons under Section 4, from the county government; and probably a few more under Sections 5 and 6. 3. If Minneapolie is to have 6 representatives, we strongly believe every other municipality should have at le�.st one each. 4. Article V. Section 2 provides that the officers, two co-chairmen and a vice-chairman, shall incluc?e representatives from the county, Minneapolis, and the suburbs. It should provide that one co-chairman must be a, resident of Minneapolis and one must be a suburban resident. Please note that both co-chairmen now live in Minneapolis. 5. The City of Medina strongly believes that better suburban .repre- sentation must be provided in the joint powers agreement if the Criminal Justice Council is to be a truly cooperative venture.
