HomeMy Public PortalAboutResolution 15-91 Certain water main replacements RESOLUTION NO. /5- 1q/ A RESOLUTION OF THE CITY OF MCCALL, IDAHO RELATING TO WATER SERVICE; FINDING THAT CERTAIN WATER MAIN REPLACEMENTS ARE ORDINARY AND NECESSARY TO PUBLIC HEALTH AND SAFETY; FINDING THAT COMPLETING THE MAIN REPLACEMENTS AS A SINGLE PROJECT IS THE MOST ECONOMICAL AND PRACTICAL; FINDING THAT WATER SERVICE FEES ARE INSUFFICIENT TO PAY THE COSTS OF THE MAIN REPLACEMENTS IN A SINGLE INSTALLMENT; AND APPROVING THE USE OF LEASE-PURCHASING FINANCING WITH WEST ONE BANK, IDAHO, N.A. TO FINANCE THE SAID WATER MAIN REPLACEMENTS. WHEREAS, the City of McCall, Idaho has engaged professional engineers, to wit: J-U-B Engineers, Inc. , to evaluate the City' s water system. The said engineers completed their evaluation and published their findings in the form of a Water Master Plan which was approved and adopted by the City Council, December 1989 and amended August 1990 : The following water main replacements were a part of the recommendations of the engineers in the said Water Master Plan --as. necessary to -provide safe drinking water in --- -- sufficient quantity and at sufficient pressure for public consumption and for fire fighting: 1 : Mission Street - - Replace 1240 feet of 6-inch and 8-inch water mains with 10-inch water main. This main will provide adequate fire flows to the McCall-Donnelly Elementary and High schools . 2 . Deinhard Land and Thula Street - Replace 2450 feet of 4-inch water main with 8-inch water main. 3 . Thula Street and Flovde Street - Replace 700 feet of 4-inch water main with 8-inch water main. 4 . Flovde Street to Sampson Trail - Replace 667 feet of 6-inch water main with 8-inch water main. Items 2, 3 and 4 above will provide adequate water for fire fighters at the McCall Care Center, a nursing home. 5 . Third Street, Timm Street to Colorado Street - Replace 1277 feet of 2-inch water main with 6-inch water main. This replacement will provide fire protection for a number of businesses & offices along Highway 55 . • WHEREAS the lowest and best bid for the above main replacements was submitted by Brown Construction Company of Caldwell, Idaho in the amount of $354,588 and an additional cost of $70,000 is anticipated for engineering services . WHEREAS West One Bank, Idaho, N.A. has tentatively agreed to finance the main replacements and engineering costs herein described at an annual rate of 7 .2% for seven years . NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF MCCALL, IDAHO as follows: Section 1 : That maintenance and operation of a water system is an ordinary service provided by cities . When a city elects to provide that service, it requires maintenance and operation so as to protect the health of the public' s drinking water supply, as mandated by the United States Government in the adoption of the Safe Drinking Water Act of 1974 and, whereas fire flows are evaluated by the Idaho Survey and Rating Bureau for adequate for providing water to a conflagration and these mains have been identified as inadequate to that demand, therefore, these main replacements are deemed ordinary and necessary expenses to protect the public health and safety. Section 2 : That the water main replacements herein described are most economically and practically completed as a single project. Section 3 : That the accumulated service fees from prior fiscal years and anticipated service fees for the current fiscal are not sufficient to finance the water main replacements herein described and that increasing service fees by an amount sufficient to finance these replacements would unduly burden the City' s water customers . Section 4 : That lease-purchase option agreement with West One Bank, Idaho, N.A. at an annual interest rate 7 .2% for seven (7) years be, and it is hereby approved to finance an ordinary and necessary replacement expense of the City' s water system. e PASSED AND APPROVED this l� dray of September 1991 .
