WHEREAS considerable confusion has arisen concerning issues and
procedures before the Medina Planning Commission in connection with
applications by Joint Independent School District #287, the Suburban
Hennepin County Area Vocational -Technical Schools; and
WHEREAS the Medina City Council expects to receive recommendations
from the Planning Commission concerning said applications;
NOW, THEREFORE, BE IT RESOLVED that the Medina City Courr it hereby
requests that the Planning Commission consider the following matters
in connection with said applications:
A. Nature of the Application
1. What is the nature and the scope of the application now
before the Planning Commission?
a. If the present application covers only the specialty crop
production program, do the Planning Commission and the
School District agree that the City of Medina should con-
sider and decide at this time on future uses of the property
that are restricted by the present Zoning Code?
3. If so, the School District should submit an application
which will present specifics of future uses in enough detail
for the Planning Commission and its committees to make
thorough studies and complete recommendations to the City
Council, leading to proper decisions under the Zoning Code.
B. Treatment cinder the Medina Zoning Code
1. Does the specialty crop program and its ancillary building
and parking fall under Section 6 (a) (3) and * (4) of the
Zoning Code, applying to P-O-C (and thus R-A) Districts:
"(3) General farming, including agricultural, gardening,
truck gardening, dairying and horticultural uses, and stock,
animal and poultry raising . . .
"(4) Plant nurseries and greenhouses."
2. Considering the mention of various school buildings else-
where in the Zoning Code, is a vocational -technical school
a "public building" described in Section 7 (a) (4)?
3. Does the Planning Commission recommend rezoning of the
Vocational -Technical School property to C-2, which district
presently permits vocational and trade schools?
4. In the alternative, does the Planning Commission recommend
an amendment to Section 7 (b) of the Zoning Code to add a
section under uses permitted in an R-A District with a
special use permit, such section to read:

or
3) Public Vocational -Technical Schools."
"(3) Public Vocational -Technical Schools in which all commercial
and industrial skills, except those relating directly to
agricultural, conservational and environmental vocations,
are taught exclusively indoors."
5. Are there sufficient reasons to continue distinctions
the vocational and trade school uses permitted under
zoning, the colleges and universities permitted with
use permits under R-A zoning, and the other R-A uses
under Section 7 (d) (4) as elementary and secondary
school athletic fields, parks, playgrounds, libraries
community centers and recreation centers, police and
stations."

C. Conditions of Development
Whether or not the Planning Commission recommends approval of
any of the Vocational -Technical School applications, does the
Planning Commission have recommendations if the City Council
should grant approval for (a) specialty crop uses, d (b)
a full vocational -technical school? Recoimnendationsriight be
directed to the following areas:
1. Setbacks for buildings, parking areas, agricultural plots
2. Size limitations on area, heights or configurations/of buildings
3. Size and configuration of parking areas
4. Screenings and plantings
5. Lighting
6. Drainage
7. Traffic control
8. Open space, wildlife preservation, public use
9. Other limitations on use, operation or maintenance.
D. Effects on Public Welfare and Property in Area
What effects does the Planning Commission believe development of
(a) a specialty crop program, and (b) a full vocational -technical
school would have on each of the following:
1. Danger, detriment or well-being of persons residing or working
in the area.

2. The public welfare.
3. Use) enjo;yament or value of property surrounding the site and
of property in Medina as a whole.
E. Applications as Part of Larger Plans
How do the applications conform or fail to conform to the
following?
1. Medina City Comprehensive Plan
2. Regional systems of the Metropolimn Council and the Metro-
politan Sewer Board
3. Need for and capabilities of the City of Medina to provide
sewer service for the Medina-Morningside area
4. Plans and zoning of the City of Orono
5. Uses of the Hennepin County Park Reserve District
F. Alternatives
While the following questions ordinarily would seem to go beyond
the scope of examination by the Planning Commission and the City
Council, they have been raised in public debate and may be worth-
while considering by the Planning Commission and its committee
1. Was the Vocational -Technical School site selection process
a reasonable one, or are there other sites in the area that?
are both better -suit to the school's purposes and are
available at reason a costs?
2. If the vocational -technical applications are withdrawn and
the School District's board decides to dispose of the land,
what uses for the property might be suggested --both with
sewer service and without sewer service?
BE IT FURTHER RESOLVED that the City Council hereby authorizes the
City Attorney and the City Engineer to consult with the Planning Com-
mission on procedural, legal and engineering matters as their expertise
warrants.
