RESOLUTION NO. 04-4259
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY UPHOLDING THE DECISION OF THE PLANNING COMMISSION
AND APPROVING CONDITIONAL USE PERMIT 04 -1554 TO PERMIT
A THE INSTALLATION OF A WIRELESS TELECOMMUNICATIONS
FACILITY, WHICH INCLUDES A 75 -FOOT HIGH ANTENNA TOWER TO
BE CAMOUFLAGED AS A PINE TREE. APPROVAL WAS GRANTED TO
AN ALTERNATIVE LOCATION AS DESCRIBED IN SECTION 3 BELOW.
THE SUBJECT SITE IS UTILIZED AS A CONVALESCENT HOSPITAL
AND IS DESIGNATED AS INSTITUTIONAL ON THE CITY'S GENERAL
PLAN MAP (SANTA ANITA CONVALESCENT HOSPITAL /CINGULAR
WIRELESS)
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
SECTION 1. Based upon information contained in the Staff Report to the City Council and
information contained in the Planning Commission Staff Report as well as the Planning Commission
minutes; and based upon testimony received at a noticed pubic hearing before the Planning Commission
on March 23, 2004, and testimony received at a noticed public hearing before the City Council on May 4,
2004, the City Council approves the Conditional Use Permit based upon the findings and subject to the
conditions contained in Planning Commission Resolution No. 04- 2082PC, plus an additional stipulation
that the "monopine" be relocated to a landscaped planter area approximately 100 feet west of the
originally approved location.
SECTION 2. This project will not result in significant effects upon the environment and a Negative
Declaration has been prepared in accordance with the State CEQA Guidelines. The initial statement as
prepared indicates there is no potential for adverse impact to the environment generally and specifically as it
relates to all wild animals, birds, plants, fish, amphibians, and related ecological communities, including the
habitat upon which the wildlife depends for its continued viability.
SECTION 3. Accordingly, Conditional Use Permit 04 -1554 is approved, based upon the findings
and subject to the conditions contained in Planning Commission Resolution No. 04- 2082PC. Approval of
the Conditional Use Permit is contingent upon relocating the facility, including the 75 -foot tall "monopine"
to a landscaped planter area, which is located approximately 100 feet west of the originally proposed
location. Aside from the locational change, all of the conditions as contained in Planning Commission
Resolution 04- 2082PC shall apply. Additionally, any trees, which are removed to accommodate the
proposed telecommunications facility, shall be replaced with similar trees, subject to the review and
approval of the City of Temple City.
SECTION 4. The City Clerk shall certify to passage and adoption of this resolution and enter it into
the book of original resolutions.
