RESOLUTION NO. 2003- n97
A RESOLUTION SELLING SURPLUS PROPERTY
TO PUTNAM COUNTY SHERIFF DEPARTMENT
WHEREAS,the City of Greencastle has acquired Self Contained Breathing Apparatus
for the purpose of fire suppression; and
WHEREAS,the City of Greencastle owns older Self Contained Breathing Apparatus
which is no longer needed or used by the Greencastle Fire Department; and
WHEREAS,the City of Greencastle desires to transfer ownership of said Self Contained
Breathing Apparatus to the Putnam County Sheriff Department.
NOW THEREFORE BE IT RESOLVED THAT THE CITY OF GREENCASTLE
hereby transfers ownership of two older Self Contained Breathing Apparatus to the Putnam
County Sheriff Department for the consideration of$ 1.00. Said Transfer shall take place upon
passage of a comparable resolution by the Putnam County Sheriff Department.
Further,the City of Greencastle makes no warranty whatsoever regarding the Self
Contained Breathing Apparatus and the Putnam County Sheriff Department takes ownership to
said SCBA"as is"and shall hold the City harmless for any liability arising from this transfer of
property.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at its
regular meeting this 10th day of June 2003.

RE: SCBA Gear
Chief Newgent:
It has come to my attention that your department is transitioning out of your old SCBA
gear and into newer equipment. I am requesting consideration for the donation of four of your
old SCBA to our department.
At present we have three officers who have received technician level hazardous materials
training and one reserve officer who is a hazardous materials specialist. We envision and are
actively preparing several of our Deputies for defensive level first response to hazardous
materials incidents, and seek increased capabilities for our agency's response, investigation, and
neutralization of methamphetamine laboratories in Putnam County, including the City of
Greencastle.
Other planned uses for the SCBA gear include working in and conducting investigations
in contaminated or toxic environments that on occasion do include death scenes,hazardous
'material crashes(tanker crash at US 36&US 231),or unhealthy environments, (example: Wilma
Shepherd Animal Neglect case in New Maysville).
While we are certainly not envisioning the replacement of professionally trained
firefighters for any incident,we are seeking to increase our capabilities to render mutual aid and
to become more self-sufficient on occasion. Your consideration is greatly appreciated.
