Hello, We represent local businesses located on Park Blvd in Palo Alto, concerned about the RV's parked up and down the street of Park Boulevard and the lack of enforcement by the City ofPalo Alto despite clear time restrictions noted. These vehicles are parked continuously for days and weeks on end, creating an eye sore, and inhibiting the safe exit of our cars from private parking lots - we have no continuousenforcement taking place by the Local Police Department and are asking that the vehicles illegally parked are addressed. Our concern is the vehicles' placement along our commercial street creates a hazard,obstructing drivers from seeing cyclists, pedestrians and oncoming traffic. As this is a business district, this means that many people are also riding bikes and walking as well, which adds tothe unsafe conditions the parked RV's create. We are imploring the City of Palo Alto to use our taxes dollars for effective and continuous enforcement of these RVs rather than waiting for our business to write to you to complainabout the lack thereof. After reading the Ellsworth Place neighbors slide deck for tonight, I request that you pull agenda item #7 from consent and make sure the final approvals are what council moved. The Ordinance needs to match the motion as approved by the City Council. The staff write up was far too liberal in their interpretation and does not match your original decision. Items that were changed from the council motion in the staff report that need to beamended are 1) Delivery trucks: Make sure the wording allows truck delivery on Ellsworth and remove the sign banning trucks over 24 feet. 2) Fencing: I agree with the neighbors that the proposed fencing does not allow"adequate transparency", and the fence placement & height differ from both the motion and "CPA Transportation requirements." 3) Amend the ordinance to state that the 26' road must be "matching, driveable asphalt to the existing road" and may not use any kind of pavers.4) Revise wording to refer to Ellsworth Place as its legal definition of a "private street" and not as a "driveway". Dear City Councilmembers: The ordinances for Ellsworth Place on tomorrow’s consent calendar unfortunately do not match what you approved on December 11, 2023. Here are two significant problems: The 702 Ellsworth Sight Triangle The sight triangles are the area at the corners of Middlefield and Ellsworth in which plants and such must be kept low so that drivers, bicyclists, and pedestrians can see each other. On December 11, 2023, you approved the new PC ordinance for 702 Ellsworth, which specified that the site triangle for 702 Ellsworth shall “extend to the southernmost corner of the property along Middlefield Road.” But the proposed ordinance for February 5, 2024: significantly narrows the sight triangle to just 35 feet across the Middlefield frontage. Nothing in the Council motion of December 11 changed the size of the sight triangle. The staff report for February 5 contains not one word discussing why staff then made this major change. Additional comments subsequently produced by staff attempt to justify the change by noting that a different motion on December 11 seeking to further enlarge the triangle (and make other changes) failed, but that does not mean the Council somehow agreed to instead significantly shrink the sight triangle. If anything, the fact that the Council rejected a motion that would have altered the sight triangle means Council clearly knew it could do so and opted not to. Given that the proposed ordinance does not match the safer sight triangle that was in the ordinance when the Council approved it in December, the item should be pulled from the consent calendar and the sight triangle size restored to how the Council left it. The Wrought Iron Fence Council discussed on December 8, 2023 the proposed wrought iron fence to be installed both on the southern side of Ellsworth and the southern portion on Middlefield. During the hearing, the Council noted that one will have to see through two fence sections simultaneously and the proposed wrought iron fence would not work. The proposed ordinances on the February 5 consent calendar however retain essentially what the Council rejected. The proposed spacing of vertical rails every 4 inches is hardly different from the industry standard for wrought iron fences of 3.875 inches. No drawing or study is presented in either the February 5 staff report nor its subsequent comments to verify how the 4 inch spacing will solve the visibility problem. But having the proposed ordinance now include an exhibit that requires the fence be made of wrought iron removes the possibility of the City mandating better solutions should the 4 inch wrought iron prove no better than what Council already rejected. The exhibit language should be modified to not require a wrought iron fence but instead one of adequate transparency (it currently does not). Over the years, poorly-written PC ordinances have caused the City and its residents considerable grief, so it’s best to fix these problems now when they’re spotted. So again, please pull this item off consent. Ellsworth Place neighbors have repeatedly stated we need to see over to Matadero Creek when exiting Ellsworth Place, and the ordinance language and/or EXHIBIT 1 map as attached to this ordinance, will allow for a 4-foot high fence near the creek, made from wrought iron, which is not transparent when looking through it through two layers of fencing. When rezoning a planned community district I hope that precedent, and benefit for all stakeholders (beyond real estate speculators) are taken into account. I am concerned that rushing into a vote on a proposal that disagrees with the motion of December 11, 2023 on the matter is not in the best interest of the community. Specifically, what would prevent other developers from splitting out parcels of property meant to service their tenants in private transactions to yield more single family homes? I understand that the city is expected to provide on the order of thousands of additional residences in coming decades and do not see how simply bending planned community ordinance to extract the profit of a few more single family homes sets a reasonable precedent. I argue that if the city council is re-evaluating a planned community that is part of a private street, the precedent and all current provisions should be taken into account. This includes unit per acre density and adequate two way vehicle ingress / egress. Thank you for your public service. Now a PHEV can cost $42,000 (?) v. $40,000 for an ICE. Pure EVs canrun $60,000, Here is a report saying that GM is bringing back the PHEVs like the Chevy Volt as they cut production of EVs. It should not cost $58,000 this time. Watch this vid. to the 2:49mark: See "GM bringing back PHEVs", below. KCBS is touting a pure electric Volvo costing ~$35,000. BTW: Hybrid, like the Prius: You put gas in it, but you don't plug it in to charge it. At ared light, the engine shuts off, saving gas. When the light turns green, the batt. gets the car up to ~20 mph, then the ICE comes on. The trick there is that the least efficient range for an ICEis from zero to 20 mph, so the ice never runs in that range. It is either off or it is running at higher RPMs from 20 MPH and on up. The ICE charges the batt as the car runs, you do notdo so by pugging it in. Plug-in EV: E.g. Tesla's: No ICE at all, You plug the car in to charge up the batt. when it is depleted, the car stops. PHEV: Like the Chevy Volt, now gone: Here you both plug the car in to charge the batt,and put gas in the tank to run the ICE if the batt got fully discharged. The Volt could go ~53 miles on the batt alone, and then the ICE came on. If you drove less than 53 miles aroundtown and went home and plugged the car in, the ICE never came on, hence the gas going bad in the tank after months of doing that. I have a suggestion for a change to the Churchill partial underpass design that might help with the new restrictions. I also have been sad to see renderings that show all the trees along Alma on both sides must be removed to make the proposed design "fit." This suggestion might help us retain some of the trees. Instead of keeping northbound Alma 2 lanes through the intersection, merge Alma north into one lane with no stop light at Churchill, for continuous traffic movement. The current necking down of Alma to one lane to cross Embarcadero doesn’t cause a noticeable slowdown. This is because much of northbound Alma is turning left on Churchill. If there is no stop for northbound Alma, I believe traffic studies would show that there would be no or little queue to merge. Bringing down to one lane would calm traffic, give more space for the new construction, and possibly enable the maintenance of the trees along Alma for the natural environment. It would also enable maintenance of the margin between the street and sidewalk for the pedestrians and houses along Alma. I’d encourage keeping the one lane all the way to the other merge / single lane at Embarcadero, or even 4 more blocks north to the Homer bike tunnel. The current bike movement coming out of the tunnel is suboptimal, with a green bike lane that goes straight (wrong way on one-way Homer), with forced right turn at High Street. If Alma were one lane at this point, there could possibly be a bike lane on Alma north to enable bikes to come out of the tunnel, turn left onto Alma, and turn right onto a correct direction street (Forest). Anything we can do to improve bike movement and safety will be appreciated by our community for years to come. I see an additional light at Castilleja. Please do not add a traffic light here. It changes the nature of the neighborhood and actually causes unnecessary waits. I strongly encourage you to put as few traffic lights as possible at all areas of this new interchange to keep the traffic calm. When I was entering, I saw several signs on the plaza and one over the main door to City Hall, expressing a particular stand on an international issue. While I fully support the Constitutionally enshrined presence of demonstrators and those espousing different points of view in the plaza itself, I found that the draping of signs on the plaza and especially, over the entrance of our City Hall was concerning to me. I do not think that banners should be draped over City Hall, unless the sentiment has been voted on and explicitly endorsed by our city government, our Palo Alto City Council itself. It is my hope that our City Hall can be a place which is neutral ofpolitical opinion and one concentrated instead on doing the many tasks of running our city. I suggest that when any demonstrators leave the plaza, their signs should go withthem, or if left behind, should be quickly cleared away. The atmosphere during the Congressional debate yesterday was terrifying for me and an embarrassment for the Palo Alto police and Embarcadero Media. A pro-Palestinian protest was announced and Police were present at Palo Alto City Hall. How was Embarcadero Media so poorly prepared given all that we see in the news ( by the way, their article in the Palo Alto Online does not fully depict the chaos that happened and that we all witnessed)? HOW is it possible to let a mob of pro-palestianian / pro Hamas / Jew-haters behave the way they did? How is it that their freedom of speech or protest is protected and not the freedom of speech of the candidates ? Is this a democratic process ? I cannot believe or accept that there was nothing that the police could have done to protect the rest of us that felt threatened and in fear. I am a Jew who grew up in Tunisia (Africa) - a rather moderate Arab country at the time, but then again we were Jews in a Muslim country where there were serious tensions after the creation of the State of Israel and a hostile climate during each Arab Israeli war. The Jews fled and the Jewish population plummeted from over 100,000 the 1950’s to about 1,000 today. We then moved to France (Europe) - where there is a history of numerous antisemitic incidents (some dramatic where there were terrorist attacks / when people died) and where the jewish community has felt threatened for many years. Today, Palo Alto (North America) is the third country and third continent for me, and this fear once again, tightens my stomach and my throat. I thought I was lucky to live in the United States, a country where Jews lived happily, respected and peacefully… Not anymore… What I witnessed yesterday makes me believe - and fear - that physical violence could be the next step. Now I fear for us and mostly for our children… and yesterday was just a sad day for the Jewish community in Palo Alto - we did not feel protected - and for Democracy. The last ~45 minutes of the event were ruined by constant interruptions, including loud yelling of hateful accusations against Israel, the Bidenadministration, the candidates, as well as members of the audience, like me. All of this happened inside of the Palo Alto City Hall auditorium. I found what happened at the eventto be outrageous – a travesty of what our democratic process is meant to be. At the outset of the meeting, you communicated the rules, including no signs and no interruptions. After the interruptions started, I was shocked to see that there was nomechanism to enforce the rules. Given that the protests had been advertised in advance, you should have foreseen the risk of disruption. Why weren’t the people who disruptedthe meeting escorted out of the room, so that the rest of us could hear what the candidates were saying? Not surprisingly, your attempt to plead with the protesters to stop interrupting proved to befutile, despite countless attempts on your part. When your pleading didn’t work, it appeared that you were negotiating with one of the leaders of the protest, so that shewould influence the group to quiet down. Who was this person that you were negotiating with, and why did she appear to get special deference from you? If she was responsiblefor the people who were interrupting the meeting, she too should have been escorted out of the room. I question whether it was appropriate to continue the event while the protesters continuedtheir heckling. This created a hostile environment for both the speakers and the audience, and it may have influenced the answers that the candidates gave. Why should theseprotesters be allowed to intimidate everyone around them, and have undue influence on the content of this important event? As the organizers of the event, I think you owe an explanation to the community of whathappened, and you and our government leaders need to take measures to prevent something like this from happening ever again. Council Members, Last night I attended the debate of the candidates running for our Congressional seat, which was held in Palo Alto City Hall. When I was entering, I saw several signs on the plaza and one over the main door to City Hall, expressing a particular stand on an international issue. While I fully support the Constitutionally enshrined presence of demonstrators and those espousing different points of view in the plaza itself, I found that the draping of signs on the plaza and especially, over the entrance of our City Hall was concerning to me. I do not think that banners should be draped over City Hall, unless the sentiment has been voted on and explicitly endorsed by our city government, our Palo Alto City Council itself. It is my hope that our City Hall can be a place which is neutral of political opinion and one concentrated instead on doing the many tasks of running ourcity. I suggest that when any demonstrators leave the plaza, their signs should go with them, or if left behind, should be quickly cleared away. For example, the Pope Chaucer bridge challenges, and noise from multiple airports - how will we know what Council can or is willing to do, or not do? One question is how to better address the thousands of jet noise complaints reported by Palo Alto residents on SFO, SJC, and OAK overflights, namely when will a permanent jet noise noise monitor and reporting system deliver information to not overstate or understate the risks to residents and the city. This began last June 22nd when a neighbor reported unpermitted renovations at 1361 Stanford Avenue, which is on the corner of Dartmouth Street. Along with unpermitted renovations, the new owner of the property erected alarge wooden fence which enclosed the backyard of the cottage and most of the neighboring yard. This fence has one large, locked gate facing Dartmouth Street. Subsequently, neighborson Dartmouth Street witnessed a large truck rolling up over the curb and the sidewalk in order to enter the gate and dump rocks to cover the yard. Heavy construction vehicles and materialswere then left in the yard. Another neighbor filed a complaint about this newly created storage yard. After months when there were no responses to the complaints, neighbors began contacting City staff. Aninspection was finally conducted on October 2nd. After more repeated inquiries from neighbors who had heard nothing from the City, Staff sent an email on January 8th,acknowledging several violations were found after an inspection had been done of all the cottages and garages on the Stanford Avenue parcel and that the owner was asked to removethe heavy equipment and pull permits for the unpermitted work. As far as we can tell, no remedial permits have been pulled and all the heavy machinery and other construction materials remain in the unpermitted construction storage yard in this R1neighborhood. Despite our recognition of the many organizational problems and lack of funding the department has, this untenable situation has gone on for over seven months andmust be addressed. We therefore request that the City order the owner to empty the offending storage yard immediately and that it collect the revenues due for these violations. LWVPA January 2024 Board Meeting Highlights The January board meeting included lively discussions of a County Council resource on how judges are elected, League office space, the February 17 Program Planning meeting, and the upcoming virtual Congressional District 16 Candidate Forum scheduled for February 3. Approved Motions: Approved further exploration of a rental share of our current Bayshore Road office. Approved recommendation that we take no further action on changing the League’s 501(c)4 tax status. Approved adding the Palo Alto Chamber Foundation as an allied organization. All members are welcome to join the meeting by emailing contact@lwvpaloalto.org. - Megan Swezey Fogarty, Secretary Advocacy Reports Vote with the League VOTE NO on Prop 1: Mental Health Care and Addiction Treatment Reform & Bonds to Build Places for Treatment and Supportive Housing. Although California has a critical need to resource better mental health and addiction services and to address our crisis of homelessness, the League of Women Voters of California opposes Proposition 1 for a number of important reasons. While the additional housing resources offered through Prop 1 are sorely needed, they do not outweigh its flaws. The bond portion of the measure was rushed through the legislature with last- minute amendments that opened the door to funding involuntary treatment in locked facilities. The rushed nature of these amendments precluded substantive debate and ignored arguments from diverse community-based organizations and health care and civil rights advocates. These groups contend that community-based care is more effective than institutionalization and that incentivizing institutionalization will both lead to worse health outcomes and curtail individual liberties. Furthermore, Prop 1 does not increase the overall funding for mental health services for counties – the bond money is to build treatment units and supportive housing. Under the changes this measure makes to the Mental Health Services Act, more of the money received by counties must be used for housing of a certain group of patients and for intensive, personalized support services like assistance finding employment and accessing educational opportunities. This reallocation reduces the funds available for other mental health services that counties currently offer to patients, like treatment, crisis response, and outreach. It has the overall effect of reducing counties’ ability to set priorities based on local needs for mental health services. Any variances that may allow counties to spend more or less on specific categories would increase their administrative costs and do not erase the lack of flexibility they would have to meet specific needs. Finally, budgetary decisions should be made by the legislature, not by earmarking funds through ballot initiatives. Earmarking restricts the counties and the state from redirecting funds to alternative models of care that may arise in the future, or to other emerging and essential needs. I will not be able to attend the "visioning" meeting on Wednesday. As a 60year resident who has primarily used a bicycle for transportation around Palo Alto since 1967, I have a few opinions about what needs to be done and would like to have a say. 1) Seems to me all that really needs to happen is for the city to follow through on the 2012report. 2) Also, many of the suggestions/problems for cyclists and pedestrians could be solved in astraight forward manner by building a viaduct for CalTrain - with the added bonus of a north/south seperated bike/ped path that could go underneath.3) Why did city council approve funding for another study in 2023? This leaves me with the impression that city council is content to throw money at consultants rather than get anythingdone. 4) Do you remember how maybe ten years ago the council did a retreat to clarify it'spriorities? Their conclusion: Civic Engagement. Not only did the city mostly ignore the first, expensive, consultants report, but that report itself is 200 pages? I was having trouble keepingtrack of all of it reviewing it on line so I printed it out. Printing that report used up the better part of a ream of paper. It's going to take me weeks to get through it and I'm retired! If civicengagement is honestly the top priority, some big time house cleaning needs to take place.
