HomeMy Public PortalAbout1999.104 (07-06-99), RESOLUTION NO. 99.104 A RESOLUTION 01= THE CITY COUNCIL OF THE CITY OF LYNWOOD ' APPROVING THE .REALLOCATION OF THE 1997 LOCAL LAW ENFORCEMENT BLOCK GRANTS FUNDS AND AUTHORIZING THE CITY .MANAGER OR .HIS DESIGNEE. TO SUBMIT THE NEEDED ', ~ DOCUMENTATION TO THE DEPARTMENT OF JUSTICE, BUREAU'OF .JUSTICE ASSISTANCE. WHEREAS, the Omnibus Fiscal Year .1997 Appropriations Act, Public- Law 104=208, provides $523 million for the implementation of the Local Law Enforcement Block Grants (LLEBG) Program; and . WHEREAS, the .purpose of the LLEBG Program is to provide funds to units of local government to . s"" underwrite. projects to reduce crime and improve public safety; and . - ~ WHEREAS, .pursuant to Resolution No. 97-152,. the 'City Council directed the City Manager to draft the proposed allocation of furids under the LLEBG Program, to organize the advisory board, and.to schedule a public hearing on the proposed use of.the grant funds; and , WHEREAS, the advisory board on February 18, 1998 reviewed. the proposed allocation .of the ~ _ LLEBG funds and recommerided the following allocation: continuing to fund the 'additional 20 hours a ' week under the Bike Patrof Program ($241,935); 2) Continue to fund two (2) Community Services Officers ($62,400); 3) purchase video cameras for Sheriff patrol vehicles ($35,965); and 4) Establish a civilian Public Safety Officer (Director) position, to direct crime prevention and public safety programs ($62,893). WHEREAS, the City Council conducted a public hearing on March 17, 1998 to receive comments on the proposed use of LLEBG. funds and approved. the. use of the 1997 Local Law' Enforcement Block Grant fund: - NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF LYNWOOD; , STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE -AND ORDER AS FOLLOWS: SECTION T. That the City Council authorizes the following re-allocations of the 1997 LLEBG funds to the following program: t ~- ' ' ~ ~ 1) Continue the additional 20 hours a week under the Bi ke Patrol Program $276,897 2) Continue to fund two (2) Community Services Officers ~ "~ $ 62,400 3).Purchase of a Radar Laser Gun $ 15,830 4) Purchase one (1) Crime Prevention Van for use by Neighborhood. Services •~ $ 30,000 5) Purchase of one (1) sedan fur use by. Asst. Dir. of Neighborhood Services. $ 17,000 ' 6) Purchase crime prevention material (block watch signs, brochures etc) $ ' ,1.,066 .' SECTION 2. That the City Manager or his designee is authorized to submit all- necessary documentation. to the Department of Justice, Bureau of Justice Assistance. . SI=CTION 3.
