A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF -
' LYNWOOD ALLOCATING'THE SUPPLEMENTAL LAW
ENFORCEMENT SERVICES FUNDS OF FY .1997-98 TO
PROVIDE THE HIRLNG OF LYNWOOb AMBASSADORS
_ - (COMMUNITY TEAM LEADERS) TO PROVIDE THE -
FUNCTION Q1= NEIGHBORHOOD SERVICES OFFICERS
~ PREVfOUSLY FUNDED UNDER THE 19,97 BRULTE FUNDS
WHEREAS, Assembly Bill 3229 directs the California State Controller to allocate
$1 OO million appropriated by the Legislature to counties and cities and 'certain special .
district for the upport of the Citizen's. Option for Public Safety (COPS) Program; grid
WHEREAS, funds allocated to cities must be used for front line municipal police
' services and must supplement and ;not supplant existing funding for front line municipal
police services; and
WHEREAS, front .line law enforcement services include anti-gang and community
crime prevention programs; and
- ~ WHEREAS, the City Council shall appropriate existing and anticipated moneys
:exclusively to fund front line municipal. police services; in accordance with written
requests submitted by the chief of police of that city or the chief administrator of the law
enforcement agency that provides police.aervices for that city; and
WHEREAS, .the City Council must'conduct a public hearing to consider and
. ~ determine each submitted request; and ~ .

_. WHEREAS, the City Councilconducted. anoticed public hearing on July 20; 1999
pursuant to the.AB 3229 requirements; and
WHEREAS; per Resolution 98-100, .the City Council approved to fund three (3)
Neighborhood Services Officers ($102,868) after closing the public hearing; and. .
WHEREAS,,.five (5): Lynwood Ambassadors can be utilized within the same
- budget of three (3) Neighborhood Services Officers to provide the same services; and
WHEREAS, five (5) Lynwood Ambassadors can .provide a better;.more
comprehensive community outreach effort'to efficiently and effectively implement a
crime prevention program with_coordiriation with the Los Angeles County Sheriffs
Department.
NOW TH'EREFO.RE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE,
DECLARE, DETERMINE AND ORDER AS FOLLOW:
= SECTION 1. That the`City Council close the public hearing on appropriation. of
Supplemental Law Enforcement Services funds allocated by AB 3229~(Brulte) for
Lynwood..... J .
SECTION 2; That the City Council approves the appropriation of the
Supplemental Law Enforcement Services funds and directs the.City Manager to utilize
five (5) Lynwood Ambassadors (Community Team Leaders) to serve the function of
three (3) Neighborhood Services Officers.
SECTION 3. That the Finance Director~is directed to appropriate/transfer
$102,868 originally budgeted for the (3}three Neighborhood Services Officers under the
1997 Brulte funds to fund five (5) Lynwood Ambassadors.
SECTION 4. That this resolution shall take effect immediately upon its adoption.
