HomeMy Public PortalAbout1975-08-12 Meeting228 August 12, 1975 The Council of Bal Harbour Village met Tuesday, August 12, 1975 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty, Printup and Taplin Absent: Messrs.. Davis and Logan Also present were Fred W. Maley,. Village Manager; and Mary T. Wetterer, Village Clerk. On motion of Mr. Beatty, seconded by Mr. Taplin and voted the minutes of the previous meeting of July 29, 1975 were approved as submitted. Mr. Maley explained to the Council that he estimated the present Budget for the General Fund would be overspent by about $60,000 due mainly to the increasing costs of the revised pension plan, surveys ordered by the Council and engineering fees for the anticipated improvements in the Residential Dis- trict. After further review of the nine month's operating statements for all departments, on motion of Mr. Beatty, seconded by Mr. Taplin and voted, the statements were filed for audit. Mr. Maley said that Shutts & Bowen had accepted the offer of the Village to pay legal fees for the Giblin case in the amount of $30,000.00,plus expenses. It was moved by Mr. Beatty, seconded by Mr. Taplin and voted, that the Village pay the fee in installments in accordance with the offer of the Village. _..: The Council discussed a letter received from the President of the Bel Harbour Police Benevolent Association asking that police. salaries be in- creased $1,100.00 in the new Budget. After discussion on motion of Mr. Taplin, seconded by Mr. Beatty and voted it was decided that all police salaries would be increased $300.00 per year in addition to the increases shown in the proposed budget, which are between $500 and $600. The Council considere# .the General Fund Budget for 1975 -76 and after analyzing salaries and various expense items,on motion of Mr. Taplin,seconded by Mr. Beatty and voted Ordinance No. 175, read by title, was adopted on first reading. The Council reviewed the Water Department Budget and Ordinance No.176 was read by title. On motion of Mr. Taplin, seconded by Mr. Beatty and voted the ordinance was passed on first reading. The Sewer Department Budget was considered and Ordinance No. 177 was read by title. On motion of Mr. Taplin, seconded by Mr. Beatty and voted, the ordinance was adopted on first reading. The Tourism Department Budget was discussed and Ordinance No. 178 was read by title. On motion of Mr. Taplin, seconded by Mr. Beatty, and voted the ordinance was adopted on first reading. A letter from Standard Dredge and Dock Company requesting that the Village accept their check for the installment payment due June 1st on default of their contract was read by the Village Clerk. It was moved by Mr. Taplin, 229 seconded by Mr. Beatty and voted that the check be turned over to our Village Attorney to be returned and that he call upon the bonding company for full Payment, 9 Mr. Taplin said that he thinks further consideration.should be given to ocean -front zoning restrictions, part:Lculaxly to limiting the size of a building that could be built on a parcel comprising more than one lot. It was the opinion of the Council that Mr. Maley should write.Barton- Aschman and get their further thinking on the matter. It was the Council's decision that Mr. Maley should investigate the parking meter rates in neighboring communities to see if it is possible to gain more revenue from our parking meters. The Council asked that the Village Attorney be contacted to see about the status of the contempt suit by Mr. Sibley on the Giblin matter. Mr. Taplin said that Mr. Anderson had discussed with him, the possibility of resigning around the end of this year. It was.decided that Mr. Maley would contact some attorneys knowledgeable:in municipal law and report back to the Council. a There being no further business on motion of Mr. Beatty, seconded by Mr. Taplin, the meeting was adjourned at 12:05 P.M. On motion of We Beatty, seconded by Mr. Taplin, and voted, the minutes of the previous meeting of August 129 1975 were approved as.submitted. Mr. Neil Orange and John Hall,K engineers for the water station improve - meat project, explained to the Council the necessity of separating the 12" and
