RESOLUTION NO. 04 -4282
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING RESTRICTED PARKING IN
SPECIFIC LOCATIONS REQUIRING "SPECIAL RESIDENT
PARKING" AND "SPECIAL GUEST PARKING" PERMITS
WHEREAS, on October 7, 2003, the City Council adopted Ordinance No. 03 -891
providing the City Council the authority to identify special resident (restricted) parking zones, the
number of permits allowed and the fee per permit; and,
WHEREAS, prior to the implementation of "special resident parking" provisions, residents
in the 9400 -9500 block of Lemon Avenue, the 9500 block of Olema Street, and the 6300 -6400
block of Trelawney Avenue had historically been adversely affected by parked motor vehicles
owned by commuting students whose destination is the adjoining campus of the Temple City
High School; and,
WHEREAS, the 6200 block of Primrose Avenue between Longden Avenue and Wendon
Street is adversely affected by the large amount of motor vehicle traffic associated with student
drop -off and pick -up at the Longden Avenue Elementary School; and,
WHEREAS, the availability of on- street parking within the above school- adjacent
residential neighborhoods has previously been found to be significantly reduced during certain
time periods; and,
WHEREAS, persons residing in the area, and their guests cannot be accommodated by
the available on- street parking spaces due to potential parking congestion in the area.
NOW, THEREFORE, the City Council of the City of Temple City hereby resolves as follows:
SECTION 1. No person shall park or leave standing any vehicle in the 9400 -9500 block
of Lemon Avenue, the 6300 -6400 block of Trelawney Avenue, the 9500 block of Olema Street,
and the 6248 -6290 block of Primrose Avenue, or portions of those streets posted for "No Parking
Between the Hours of 7:00 AM to 5:00 PM on Schooldays" during those hours unless such
vehicles shall have clearly visible through the driver's side window a "Special Resident Permit," or
"Special Guest Permit" issued by the City. Such "Special Resident Permit" or "Special Guest
Permit" shall be valid only during the restricted period and in the above - designated area of
Temple City and at the address indicated on the permit.
SECTION 2. Remove existing signage and install "No Parking 7:00 a.m. - 5:00
p.m. Schooldays, without a permit" on the 9400 -9500 block of Lemon Avenue, the 9500
block of Olema Street, and the 6300 -6400 block of Trelawney Avenue. Install "No
Parking 7:00 a.m. - 5:00 p.m. Schooldays, without a permit" on the 6248 -6290 block of
Primrose Avenue.
SECTION 3. The vehicles listed in this section may park in a restricted parking
area without a Special Resident Parking Permit; vehicles lawfully displaying a special
identification license, plate or placard issued to a disabled person; vehicles of disabled
veterans, emergency vehicles and other vehicles explicitly exempted from observing
parking regulations pursuant to applicable provisions of the California Vehicle Code.
SECTION 4. .The following violation of this section shall be subject to the civil
parking penalties established by the City Council: Parking on a restricted parking street
between the specified,'posted hours without display of a valid Special Resident Parking
Permit, or a Special Guest Parking Permit for that street.

SECTION 5. Violation of the parking restrictions imposed by this Resolution shall
subject violators to the sanctions provided in applicable Federal, State, and Local law and
the City Manager (and his designates), the Los Angeles County Sheriffs Department, or
any other authorized law enforcement personnel, are hereby authorized to issue citations
or take other action to enforce this Resolution.
SECTION 6. Each single - family residence in the area of restricted parking may
apply for and be granted two (2) "Special Resident Parking Permits". The occupant of
each lawfully constructed dwelling unit located on a multiple unit site in the area of
restricted parking may apply for and be granted one (1) "Special Resident Parking
Permit". Applications shall be filed in the Public Services Department of City Hall.
Permits shall be permanent and may be transferred among vehicles of the same
address.
SECTION 7. A twenty- dollar ($20.00) application fee for all new permits or
reissued permits shall be paid to cover the costs of processing the application.
SECTION 8. Any resident residing in a restricted parking zone may apply for a
"Special Guest Permit" from the City Manager. The Special Guest Permit shall be issued
to specific vehicles on a special event or hardship basis. The quantity, conditions of
approval, and terms of issuance for a "Special Guest Permit" shall be at the discretion of
the City Manager.
SECTION 9. The City Clerk shall certify to the passage and adoption of this
resolution.
