ACCEPTING AND ADOPTING THE BOROUGH OF CARTERET
TRANSIT VILLAGE PLAN
WHEREAS, the Borough of Carteret ("Borough" or "Carteret") has previously
commissioned the professional planning team from T&M Associates, Middletown, NJ,
("T &M") to conduct a study and prepare a Transit Village Plan for the Borough; and
WHEREAS, Stan Slachetka, AICP, P.P., of T &M, has completed the above referenced
study and prepared a formal Transit Village Plan for the Borough dated Febmary 2007
(the "Plan"); and
WHEREAS, the Borough conducted a public hearing on the Plan on March 1,2007, at
which public input was solicited with regard to the Plan; and
WHEREAS, the Plan is part of the Borough's comprehensive smart future planning
program, which includes adopted redevelopment plans and other actions designed to
implement the smart future concepts contained in the 2001 New Jersey State
Development and Redev~lopment Plan ("State Plan") adopted by the State Planning
Commission; and
WHEREAS, the Plan has been prepared to meet New Jersey Transit's criteria for a
transit village designation and will form the basis of an application of New Jersey Transit
for a transit village designation for the Borough; and
WHEREAS, the Plan includes an evaluation of opportumtJes for transit-oriented
development and redevelopment in Carteret around a ferry terminal and approaches to
protect and enhance the pedestrian-friendly enviromnent of the Borough; and
WHEREAS, the Plan also contains a preliminary review of the feasibility of creating a
regional light rail system that would link proposed redevelopment projects in Carteret and
surrounding municipalities in the Arthur Kill region.
WHEREAS, these efforts on the part of the Borough have been funded by a Smart
Future Planning Grand administered by the New Jersey Depm1ment of Community
Affairs, Office of Smart Growth.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
ofCarteret, Middlesex County, New Jersey, as follows:
I. That the above described Plan prepared by T &M Associates, dated 2007, a
copy of which is attached hereto by reference, is hereby accepted and
adopted as the approved Transit Village Plan for the Borough of Carteret.

2. That a copy of this Resolution be forwarded to T &M to be included as a
part of the Borough's application to New Jersey Transit for a transit
village designation for the Borough.
3. That the appropriate Borough Officials are hereby authorized and directed
to take any necessary action(s), including the execution of any documents,
to advance the goals and purposes of the Borough's Transit Village Plan
and its transit village designation application.
