During the workshop session, I’d like to hear from the Town Board regarding your hopes and goals for the 2017 Town Board Retreat. In your packet, you will find materials from the Crooked Creek Saloon regarding their request for a business enhancement grant. I’ve included a resolution for your consideration authorizing an expenditure of up to $30,000 for purchase and implement of a Public Works Asset Management Program. I’ve been working with our Public Works staff on improving the efficiency, accountability, and effectiveness of the department via an asset management program. As you may know, it is very important that we identify problems (such as a trail washout) and take appropriate action. However, it is equally important that we document that we’ve identified such problems and how we have mitigated them. We’ve looked at a very wide variety of programs to help us manage all this information (along with other needed management tools), and collectively we are recommending implementation of CityWorks. This platform is used by many other Colorado (and national) municipalities and Counties and integrates very well with our GIS system and other databases. While it comes with a significant price tag, note that much of that is implementation. I’d also note that I believe tha the return on this invest will be short given the opportunities it provides to be more efficient and minimize liabilities. Materials are included for discussion regarding code enforcement matters, in particular property maintenance and animal control. The relevant sections of the current Town Code are included for reference. Also included is a new CML publication regarding these matters and the International Property Maintenance Code. I’d like to discuss process as relates to amending the town’s property maintenance code and it’s that time of year when animal control regulations rise to the surface of community concern.
