Grandson of Louis Byer Finkelstein ( youngest of 19 Ukrainian Jews &remarkably a 1913 graduate of Cornell University). My dad changed his given name from Daniel Ben Ezra Fink to Stephen Daniel James and later formed a mass exchange with thethen-Soviet Union during the Cold War to mitigate the risk of nuclear war. My dad, no doubt, was an idiosyncratic Jew. Dad, with his oppositional sense of humor, claimed to bethe president and founder of Jews for antisemitism. As you might guess, for at least the last thirty-five years, I have been a strong opponent of what I believe to be the terrorist state of Israel. I have opposed aid to Israel for the sametime frame. And I firmly believe that US bombs, in complicity with the Israeli war machine, are engaged in a genocidal holocaust. A holocaust that will increaseantisemitism, and understandably so, for generations to come. It's a sad fact but an indisputable one. As a Jew, I'm asking you to place a resolution on the BOS’s agenda at the earliest time.Then, let the people on both sides of the issue speak. And then let us hear the views of our elected officials on arguably the most controversial issue of our lifetimes. I'm ashamedto say I was born in 1948, the year of the Nakba, when the Zionists stole the land of the Palestinian people and deported 750,000 Palestinians. I have no idea where you come down on the Palestine-Israeli conflict. Still, I believe thecommunity is entitled to know the views of our elected officials on the critical political, social, and legal issues of the day. Our BOS’s chamber is the equivalent of the townsquare where the most controversial issues of the day in a democracy should be debated. When conventional avenues of democracy are shut off to community debate, self-helpmay be the alternative. I implore you to put the cease-fire issue on a BOS’s agenda ASAP. Dear Palo Alto City Council: First, thank you all for your service to our community. I am writing to strongly urge/beg you to do more to help our young people. I am the mother of asophomore at Gunn HS and in the last two weeks two young women have tried to take their life, one wassuccessful and the other was not. I am heartbroken for both of these families and for all of the students atGunn who are mourning loss and worried about their friends. My own cousin's 16 year old daughter diedby suicide about 6 years ago so I have seen first hand the impact that such a loss has on a family and acommunity. What are we doing to make the train tracks less of a risk and allure for them? In the past, we hadhuman watchers at the train tracks. Can we bring them back? Research shows that removing the lethalmeans of suicide can make a big difference: Hope for Suicide Prevention The relevant line for us here in Palo Alto is this: "It turns out that blocking access to a single lethal means — if it is the right one — can make a huge difference." March is also stormy in a political way since it's primary election month in California and our League has been busy helping voters understand some of their choices. Our amazing Candidate Forum team of Kathy Miller, Sigrid Pinsky, Hannah Lu, Rachel Kellerman, Liz Jensen and Louise Valente, conducted a virtual forum for the 16th Congressional District candidates to replace retiring Anna Eshoo. We collaborated with several other Santa Clara and San Mateo County Leagues and had over 300 folks zoom in live. If you missed it, go to our website for the recording. Voting is by mail-in ballot, drop-off, or in-person at a voting center on or before March 5th. This past month we also held our annual Program Planning day which included a detailed overview of our League's policy work. Kudos to the amazing Lisa Ratner and all the committee and task force leaders who gave such informative reports to a standing-room-only group of Palo Alto members. Look for a summary of this meeting later in the newsletter. Members will vote on the local Program priorities and the LWVUS priorities at our Annual Meeting on May 19th. The LWV United States convention registration is now open. It will be held in Washington, DC, June 27-30, 2024. The Board is accepting requests to attend as a delegate, with priority given to 2024-2025 Board members. Please reach out to us. Attendance at the conference is vital to the success of our League. Conventions represent a culmination of all the grassroots efforts our membership organizations bring to provide contemporary policy that promotes programs in unity throughout the Nation. LWVPA February 2024 Board Meeting Highlights The February 27 Board meeting included a review of the 16th Congressional District Candidate Forum, initial planning for the Annual Meeting, and reports from both the Budget Committee and the Nominating Committee. Approved Motions: Accepted the Budget Committee’s proposed budget to bring to the Annual Meeting, with an amendment to budget an additional $2,000 for delegates to attend LWVUS Convention in June. Approved A-B on consent calendar including approval of minutes and approval of Sonya Bradski and Sheryl Klein as new members of the Nominating Committee. Our next Board Meeting is on Tuesday, March 26. Events by Other Leagues and In theCommunity Finding Solutions Connecting the Dots: Regional Health Equity & Inequities LWV Bay Area Saturday, March 9, 2024 10:30 am - 1:00 pm Bay Area League Day 2024 focuses on creating healthy communities and the interconnections of health and policy. Experts will define social, economic, education, and healthy living interrelationships and discuss solutions to Bay Area health equity and inequities. Guest speakers include State Senator Aisha Wahab (District 10), who serves as State Chair of the Public Safety Committee and Member of the Health Committee and is dedicated to advocacy work and legislation addressing housing affordability, civic engagement, education and economic inequality. She is joined by Dr. Mary Ann Dewan, Santa Clara County Superintendent of Schools, as well as health, environment, and housing problem-solvers: Darris Young of Organizing for Black Health, an APEN-Asian Pacific Environmental Network representative and Regina Celestin Williams of SV@Home. Celebrating Women’s History Month Register Now Many believe that agitation for women's rights in the U.S. began with the women's suffrage movement. And, indeed, that was a major factor. But as early as the late 18th century, there was evidence that women were not going to stay quietly in their place. In 1776, Abigail Adams, wife of John Adams, wrote in a letter to her husband: "...I desire you would Remember the Ladies, and be more generous and favourable to them than your ancestors. Do not put such unlimited power into the hands of the Husbands. ...If perticuliar care and attention is not paid to the Laidies we are determined to foment a Rebelion, and will not hold ourselves bound by any Laws in which we have no voice, or Representation." In 1981, Congress passed a resolution that authorized and requested the President to proclaim the week beginning March 7,1982, as “Women’s History Week.” Beginning in 1995, presidents have issued a series of annual proclamations designating the month of March as “Women's History Month.” These proclamations celebrate the contributions of women to the United States and recognize the specific achievements women have made over the course of American history in a variety of fields. International Women's Day (March 8) was initiated in 1911 as a global day “celebrating the social, economic, cultural, and political achievements of women.” This special day calls for collective action toward gender parity. The day belongs to all groups collectively everywhere. IWD is not country, group, or organization specific. Gloria Steinem, celebrated feminist, journalist, and activist once said, "The story of women's struggle for equality belongs to no single feminist nor to any one organization but to the collective efforts of all who care about human rights." Hello Palo Alto City Council, On behalf of the Agramonte Family, a four-generation Palo Alto family and landowners of 2951 El Camino Real (ECR) and 470 Olive Avenue. We are writing regarding Agenda Item 8of the March 4th City Council Meeting. We ask the City Council to extend the Housing Focus Area to the East Side of ECR and to collaboratively work with landowners, developers, theplanning department and the community to find a balance for the City of Palo Alto that respects the desperate need for housing by making guidelines that support economically viablemultifamily residential development. I am 30 years old and grew up in this community playing sports and I do not have a single friend or teammate that still lives here. We need morehousing to allow to the people who work in this community, grow up in this community, provide for this community a place to live in this community. Below are points we would like to convey to the City Council and ask that you make decisionsfor the betterment of our community. 1. We request the City of Palo Alto implement a Housing Focus Area on the East side of El Camino to promote high-density multifamily development, which would include 2905 ElCamino, 2951 El Camino, 2999 El Camio, and 470 Olive (the “Project”). Implementing this Focus Area supports the City of Palo Alto’s Housing Element objectives, including high-density multifamily housing located along transit corridors, within ½ mile of Caltrain, and on underutilized sites. 2. We request the City mirror the East Side Focus Area’s zoning standards, including amaximum height of 85’ and Floor Area Ratio of 4.0. However, a 35’ height transition zone must be no greater than 75’. A transition zone of greater than 75’ would render this and otherprojects unfeasible. Of note, Palo Alto City Planning Staff and expert consultants supported a 75’ transition zone for the Housing Focus Areas, due to similar feasibility concerns. 3. The proposed Project would provide affordable housing units at 50% of AMI, allowinglocal teachers, first responders and city staff who serve in the community, to live in community. 4. We strongly recommend the City of Palo Alto implement a Housing Focus Area for theEast side of El Camino, including this Project, in support of the Housing Element objectives to create over 6000 new housing units by 2031. Honorable City Councilmembers, This correspondence is related to Agenda Item #8 on the 3/4/2024 City Council agenda and isprovided on behalf of the Palo Alto Redwoods Homeowner’s Association. PAR is requesting thatthe City Council direct Staff to consider the zoning amendments suggested by PAR, andsupported by the City Council at the November 13, 2023 meeting, during the upcoming fiscalyear. At the City Council meeting on November 13, 2023, the City Council unanimously supported arequest from PAR to consider specific amendments to the City’s Zoning Ordinance, and directedStaff to review the amendments that PAR proposed. The proposed amendments were written toensure that higher density housing constructed on properties zoned for commercial uses arebuffered from impacts created by commercial neighbors such as noise, reduction in access todaylight, and impacts to privacy. These are the protections that are provided to residentially-zoned properties throughout the City. In a letter to the City Council dated November 7, 2023, Ioutlined PAR’s request and provided the specific text amendments proposed for PAMC Sections18.16.040(b) and 18.16.060 (attached to this email for reference). Earlier this month, we inquired of the Planning Director when PAR’s proposed amendments weregoing to be reviewed by Staff and moved forward for consideration, as supported by the CityCouncil. Mr. Lait responded that “Based on available long range planning staff resources andcompeting Council priorities, I do not anticipate this item being recommended for the upcomingyear.” Mr. Lait suggested that if PAR would like to see the proposed amendments completed inthe next fiscal year, that we should ask the City Council to direct this be included in the FY 24-25Planning and Development Department work plan. PAR’s proposed zoning ordinance amendments are minor in nature, are already drafted, and cansimply be included in one of the Zoning Ordinance amendments already identified as a Councilpriority to be undertaken in the next fiscal year. PAR isn’t asking for a separate, additionalCouncil priority to be identified or a special action to be taken. We hope that this can be simpleand straightforward and folded into another housing-related amendment being processed bythe Planning Department. PAR is asking for the Council’s support to direct that this be done. We are happy to discuss PAR’s request further or provide any additional explanation as to whythis is important. I plan to attend the City Council meeting and make this request during publiccomment on this agenda item. As always, PAR greatly appreciates the Council’s ongoingsupport and consideration. We therefore urge you to strengthen theordinance language, as Ellsworth residents have recommended, to match your originalDecember motion. 2)The February 5 staff report also substituted (without any explanation) asight triangle for 702 Ellsworth smaller than what you approved inDecember 11. Dear City Council Members, I'm writing today with comments regarding the Study Session to Provide Early Feedback About the Proposed Redevelopment of Buena Vista Mobile Home Park at 3980 El Camino Real on March 4, 2024. My primary request would be for the updated design of the mobile home park to remove the entrance that is on Los Robles and only have an entrance on El Camino. The key reason for this request is to reduce the car traffic going in and out of the mobile home park and also on Los Robles as this is a primary bicycle route for Gunn High School students and the reduction of car traffic will help these students have a safer ride. If an entrance to the mobile home park is absolutely required on Los Robles, the second best design would be to move the entrance on Los Robles closer to El Camino, at least east of Villa Vera. This will reduce the car traffic to and from themobile home park through the town home complex - to/from Los Robles through Villa Vera, Villa Real, and Villa Vista to/from Vista Avenue. These cars are going very fast through the town home complex only to pass through and do not visit any residents there. In addition, the cars going to/from the mobile home park to/from Villa Vera arealso passing across the path of students bicycling home from Gunn High School toward El Camino which impacts these students' safety. After the event, I asked the Embarcadero Media Foundation -- the organizer andmoderator of the debate -- why the disruptive protesters were not escorted out of theroom so that the debate could continue. The President of Embarcadero Media, BillJohnson, said they had met with the Palo Alto police beforehand to discuss howdisruptions would be handled. Apparently, the police told Embarcadero Media that theywould intervene only if there was violence or the threat of imminent violence. This explanation does not make sense to me. The police should have enforced Section 403 of the Penal Code, which states: “Every person who, without authority of law,willfully disturbs or breaks up any assembly or meeting that is not unlawful in its character… is guilty of a misdemeanor." I contacted Santa Clara County District Attorney, Jeff Rosen, and he confirmed myunderstanding of Section 403. He explained that "courts have found violations of the [Section 403] when a person’s conduct--not the content of the activity’s expression—substantially impairs the effective conduct of a meeting in violation of implicit customs or usages or of explicit rules for governance of the meeting, of which he knew, or as areasonable person should have known." One of the reasons Section 403 is an important statute is that it protects everyone's free speech rights. Protestors have free speech rights. But so do speakers, and so does theaudience. Free speech includes the right to hear what speakers are saying. If we do not protect everyone's free speech rights, we are giving protestors a "heckler's veto." Can you help me understand why the police told Embarcadero Media that lawenforcement would intervene during the debate only if there was violence or thethreat of violence? Why was there no mention of Section 403, which would have been an appropriatebasis for police intervention if circumstances warranted? By not invoking Section 403, the police abdicated its law enforcement responsibility,and did a disservice to the audience, which had a right to hear the candidates. I thought that thepolice department might be monitoring our area. The police officer had noclue about what’s happening in our neighborhood and told me that even ifhe saw a burglary happening he cannot do anything about it. I wasshocked by his response. So whatever he was doing parked in ourneighborhood it was not to try to reduce crime. So all of this has left me wondering what the police department is doing tokeep our neighborhood safe and what are they spending our taxes dollarson? I would hope that their main job is to keep our neighborhood safe butapparently not. Does the police department have any plans to deal with these crimesbesides issuing reports? Are they doing anything about? Are they educatingthe officers or locals on how to deal with these crimes? Is anyoneoverseeing what the police department is doing or not doing? It seems that residents are left to try to figure out what to do by themselves. As I told the officer that asked $82 for the statistical report: it looks likethe police department could better use the report to educate their officers and maybe they can come up with a plan to better protect ourneighborhoods and pursue these criminals. I have just read in the Post the article concerning the suspension of natural gas bans in your city The following is a copy of a Letter to the Editor of the San Mateo Daily Journal of a few weeks ago, and about the problems involved with eliminating natural usage that you might be interested in. To the Journal: In a previous LTE to the Daily Journal, I stated that I was concerned about Peninsula Clean Energy's efforts to eliminate natural gas in residential and officebuildings. Eliminating non renewals is critical, but there is a huge consequence that is overlooked. If natural gas is eliminated, PG&E must ramp up electrical generation as a replacement, and since current renewables are being used to the fullest, natural gasis their only resource. Therein lies the problem. When natural gas is burned to produce electricity, there is a 40% energy loss in the conversion. In other words, if a gas appliance is replaced with an electric one, more gas will be consumed than if the original gas appliance were not replaced. The consequence is that more pollutantswill be put into the atmosphere, not less. The U. S. Energy Information Administration, (the statistical analyses division of the DOE), Claims that until more renewables are on line, [an important point] using gas is, in their words: ”the ecological friendlier choice.” In my discussions with those involved with Clean Energy, I have gotten only equivocating responses, as they do not seem to want to address the situation straight on. So I looked for more substantiation. Neil DeGrasse Tyson is probably the most respected and influential scientist in thecountry. Recently, he posted a video concerning the wastefulness of using natural gas to produce electricity. I sent him a letter similar to the first one I wrote for the Journal. This is his (abbreviated) response. “Dear Kent, thank you for sharing your sensibly reasoned thoughts. The Lanes influenced the countrywith their publications and this site in Menlo Park is where it all began. The Sunset property borders Palo Alto as you well know. Having the proposed towers built will impact Menlo Park and Palo Alto. This project is not compatible with neighborhoods inMenlo Park and Palo Alto. CEQA will be triggered as both cities border the San Francisquito Creek. A tower higher than the Statue of Liberty on this property is unconscionable. I am writing to urge Menlo Park’s city council require an application be submitted for thisimportant structure to be designated on the historic register. The article below exemplifies how the council’s instruction spearheaded the campaign to get the Lott house on the historic register. I am urging the Menlo Park city council to do the same if this has not already been acted on.There is no time to lose. Having the Sunset property designated will help put the brakes on this unsuitable project that will harm both our communities. (Kyra Gottesman/Mercury-Regiser) OROVILLE – The C.F. Lott Home has been honored with a designation as a hisoric site by the National Society of Colonial Dames XVII. Oroville-resident Vicki Paxton is a member of the Sacramento-based Pricilla Alden Chapter of the society and was responsible for nominating the hisoric home and museum for the designation. “One of the goals of the organization is to identify and mark hisorical sites, especially those from the colonial period,” said Paxton. “In California we don’t have any, except maybe some Spanish sites down south, because the period ended in 1783, but we do mark sites if we can jusify their hisorical signifcance.” The National Society of Colonial Dames XVII Century is a nonproft organization founded in 1915. Its members are women who are lineal descendants of ancesors who lived and served in one of the original Colonies prior to 1701. The society is based in Washington D.C., and is currently comprised of 48 sate societies, which are further divided into chapters. The Victorian revival syle home was built in 1856 by Charles Fayette Lott, a gold-rush pioneer who helped form California’s government and sarted the frs Citrus Exchange in California. The home is one of fve city museums and boass a collection of original furnishings as well as paintings, rugs, textiles, clothes, silver and glassware from the period of 1849 to 1910. Paxton said she believed the “lovely old home and the Lott family” were hisorically consequential to the city so began the designation process in 2022 but really got to work in March 2023 after receiving permission from the Oroville City Council to nominate the site. “The home really epitomizes the life syle of well-to-do settlers of the late 1800s. They had fne furnishings, crysal, China and gave dinner parties,” Paxton said. “Judge Lott had property, cattle, the house, a successful law practice and was involved in ranching and agriculture. His wife Susan and his daughter, Cornelia, were also both active in community and in women’s organizations.” With assisance from Lott Home docents and Heather McCaferty, Oroville cultural facilities curator, Paxton researched and photographed the home for the application packet. She presented the application to the Pricilla Alden Chapter president who approved it and sent it to the sate chapter for review. Once the sate chapter approved it the application was forwarded to the national chapter in Washington D.C. for the fnal seal of approval which was granted in June 2023. “Being recognized by an organization that has a vigorous process of vetting and analyzing the importance of a hisorical building is an honor,” said McCaferty. “It recognizes the Lott home and family as contributing to the wider sory of America. Receiving this marker is signifcant because it reinforces what we already know about Lott home – that it’s important in terms of undersanding our own local hisory.” Suzanne Fichter, national chair of marking and preservation for NSCD XVII, said she processes about 20 hisorical designation applications a year. While the organization does focus on colonial sites, Fichter said that if a site “has signifcance and is important to the people who live in the area” that is taken into consideration. “As of 2019 we had 750 hisorical sites designated throughout the sates. We have well over 850 now,” said Fichter. “And, as of 2019 there were jus 10 sites in California.” With its designation as a hisorical site, the Lott Home joins other notable NSCD XVII California hisorical locations including the Hotel Coronado in San Diego, the Donaldina Cameron House in San Francisco and General George S. Patton’s headquarters in Chiriaco among others. In the recent pas, the Pricilla Alden Chapter has also garnered hisorical designation for a museum in Roseville and a church in Lincoln, said Paxton.
