RESOLUTION NO. 76-- , REGARDING THE PROPOSED UPPER WATERSHED STORAGE
AND RETENTION PROJECT OF THE MINNEHAHA CREEK WATERSHED DISTRICT
WHEREAS the Minnehaha Creek Watershed District held a public hearing
on November 30, 1976, on a proposed upper watershed storage and reten-
tion proposal; and
WHEREAS such a proposal would affect property owned by citizens of
the City of Medina, and the costs of such a proposal would be borne
in part by many Medina property owners; and
WHEREAS the public hearing was not widely publicized and notice of
the hearing was not timely in that the City and many property owners
were not notified until the day of hearing or the day before; and
WHEREAS the City of Medina has had no opportunity to study the
proposal in detail since the City did not even receive a copy of the
project feasibility report until more than one week AFTER the close
of the public hearing; alt7:Dinh th,t document is dated June, i976; and.
WHEREAS property owners are fearful that the proposal may result
in destruction of marsh vegetation, willows, tamaracks and other trees
by prolonged soaking in retained floodwaters; unsightly mud flats and
dead vegetation when water is drained off; loss of farm income; increase
in mosquito -breeding areas; adverse effects on property values; and
WHEREAS fears have been voiced that this project may be rushed
through the watershed district's Board of Managers without adequate
public consideration in order to benefit one segment of property
owners in the Lake Minnetonka area;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Medina hereby requests that the Board of Managers of the Minnehaha
Creek Watershed District reconvene its public hearing on the upper
watershed storage and retention roject sometime after January 15, 1977,
so that all segments of the pub is will have an opportunity to present
informed opinions; and
BE IT FURTHER RESOLVED that the Medina City Council requests that
the Board of Managers take no further action toward approval of the
project pending a reconvened public hearing; and
BE IT FURTHER RESOLVED that the Medina City Council strongly urges
the watershed district Board of Managers to snonsor a series of public
information meetings to present data on the purpose and impact of the
proposal.
