Miller, Parnell Quinn, Cody Clayton Taylor, Katie Soles and Herb Meyring
Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Public
Works Director Allen Nordin; Town Planner, Catherine Trotter; Police
Chief, Glen Trainor, Town Attorney Rod McGowan, Water Attorney Chris

Mayor Vandernail called the meeting to order at 6:00p.m.

2. Executive Session:
For a conference with the Town’s Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e) regarding Water and Sewer Matters to include TA Rod McGowan, WA Chris
Thorne and WE Mark Palumbo PWD Nordin and TM Durbin.
Time in: 6:01pm
Time Out: 7:11pm
Motion to enter: 1st- Trustee Miller 2nd- Trustee Soles, Motion carried 7-0
Motion to exit: 1st- Trustee Soles- 2nd- Trustee Quinn, Motion carried 7-0
Attorney McGowan, Attorney Thorne and Engineer Palumbo were excused after the
Executive Session.
3. Approval of Agenda:
Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
Agenda. Motion carried: 7-0.

b) Resolution 2017-03-06 Authorization for TM to execute Settlement Agreement
c) Ordinance 440 Amending Water and Sewer Rates
d) Resolution 2017-03-04 Authorizing Transit Expenses

Trustee Miller moved, and Trustee Quinn seconded the motion to approve the consent
agenda. Motion carried: 7-0.
5. Discussion and Possible Action Regarding
a) Economic Development Policy Proposal
Trustee Quinn moved to approve the Economic Development Policy Proposal, and
Trustee Soles seconded the motion. Motion carried: 5 -2 Nay Waldow and Meyring.
b) Noxious Weed Discussion
Staff member Cathleen Brown discussed some common noxious weeds in Fraser and
the attempts to eradicate them.
c) Broadband Report
Lori Sherwood of Vantage Point discussed the Broadband Feasibility Report. General
Manager of Mountain Parks Electric (MPE) and Tom Sifers and Board Member of MPE
Richard Zieff also discussed the Broadband feasibility. Pat Jacques of Double Diamond
technologies also spoke about broadband.
d) Resolution 2017-03-03 Paint the Fraser Historic Church
Trustee Miller moved, and Trustee Clayton seconded the motion to approve Resolution
2017-03-03 Paint the Fraser Historic Church. Motion carried: 4-3 Nay Vandernail,
Quinn and Waldow

Jay Clough spoke about the Sulphur Trails Smart Sizing Project

Trustee Taylor moved, and Trustee Miller seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 9:50 p.m.
