' ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
* L.YNWOOD AUTHORIZING STAFF TO NEGOTIATE WITH WEB ..
`~~. _ ~ `ENTERPRISES FOR.THE ACQUISITION OF WEB SITE DESIGN
. ~ - AND HOSTING SERVICES FOR THE CITY OF LYNWOOD AND
. AUTHORIZING THE PREPARATION ~OF~A CONTRACT
AGREEMENT FOR APPROVAL. ~ ~. ~ '
WHEREAS, the City of Lynwood launched-its website on.N,ovember 1995 in
~ order to provide its, residents with:.information on city programs, elected.officials, a
history of Lynwood and provided residents.with acommunity calendar; and
WHEREAS, on June 8, 1.999, the Members of the Lynwood Information Inca
authorized staff to. seek proposals for web site. design and hosting services to update
the-web site fo today's technology; and
WHEREAS; on August 17, 1999, WEB.Enterprises'made apresentation to the .
Lynwood Information Inc. Board; and;
WHEREAS; staff.is~satisfied that WEB Enterprises has he expertise ..needed to
. „ ~ create a bilingual City of Lynwood Web Site; and .
.. ~ ~ WHEREAS, Government Code sections 371.03 and 53060, estate that,fhese type
- ~ ~ of "unusual administrative services" are exempt from the competitive bidding. process;.
- and
WHEREAS, the `City does not fiave any. personnel with the expertise to design
.. ~ and maintain such`the proposed-web site, the. City of Lynwood Eode section 6-3.13.
:.exempts this type of services from the City's ;formal bid .procedure; and
-- ~ WHEREAS, WEB.Enterprises'has submitted a proposal for consideration; and

WHEREAS, a contract agreement That outlines the terms and conditions of the
proposed services needsao be prepared (including cost) for approual.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL:OF THE
CITY OF LYNWOOD, STATE OF CALFFORNIA, DOES HEREBY RESOLVE,
DECLARE, :DETERMINE AND ORDER AS FOLLOWS:.
. ~ SECTION 1. That the City Council authorizes staff to ne_ gotiate with WEB
enterprises for the acquisition of Web Site Design and hosting services for the City. of
,Lynwood..
- SECTION : 2. That the City Council authorizes the preparation of a contract
agreement that includes all terms,: conditions; and-costs of the project for approval _.
SECTION 3.. Than this resolution shall take effect immediately upon 'its adoption.:: ,
