A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF McCALL, IDAHO,
RELATING TO FEES FOR THE DUMPING OF SEPTAGE WASTES.
WHEREAS Title 6 of the McCall City Code provides for the setting of rates by
resolution,
BE IT RESOLVED by the Mayor and Council of the City of McCall that:
Section 1. Rates for the dumping of septage wastes at the Treatment Plant are to be the
following:
Septage Dumping
The fee for dumping shall be at the rate of twenty-five dollars ($25.00)per
one thousand (1,000) gallons based on tank capacity or actual flow
measurement, thus 2.5 cents per gallon. The minimum fee shall be ten
dollars ($10.00).
Fees for dumping shall become past due on the tenth of the month
following the dumping, and nonpayment shall incur penalties, incur
interest, and subject the debtor to termination of services, in like fashion as
sewer service charges.
Section 2. This resolution shall be effective from and after the date of its passage.

RE: Septage dumping fees
This memo is to report on the meeting with Jeff Lappin, John
Lewinski, Jack Lieupo, Bill and John Bayse and Ken Wolfinger
held at 1 p.m. this date.
A. COMPARABLE FEES:
The rates of other communities for this service was noted as
follows :
Boise $21 . 90 per 1,000 gal
Nampa $19 . 10 per 1,000 gal
Caldwell $18 . 00 per 1,000 gal
The proposed $50 fee may have serious environmental
(groundwater pollution) , health, and redevelopment costs as
people who have pumped with regularity, delay pumping.
B. FACILITY MANAGEMENT:
The access is uncontrolled and is accessible 24 hours a day.
The local pumpers are not failing to report their dumping,
however contract pumpers for the Forest Service during fire
season were identified as the culprit of unauthorized and
non-paid dumps . Working with the Forest Service to assign a
person to the plant to log such dumps would resolve most of this
problem. The estimated $35,000 cost to secure and manage this is
not supportable financially or otherwise. (Fencing and control
is for safety reasons, not for other security reasons . . .we have
no theft problem of our product. )
C. BILL PAYMENT:
A monthly bill as is now done, is the preferred bill payment
process . I implored them to pay promptly to avoid threatening
letters and administrative costs .
D. RECOMMENDED ALTERNATE FEE:
Based on the difficulty in measuring the content of the
trucks (dipsticks will require opening the tank which will breach
the vacuum and cause delays and maintenance difficulties) , the
operators recommend the following fee schedule:
$10 . 00 minimum charge for up to 400 gallons
Load over 400 gallons, $2 .50 per 100 gallons (no minimum
charge applied, in this case an average tank would pay $25 . 00 for
1000 gallons) . The group recommends this alternate fee
unanimously.

REPORT ON SEPTIC HAULERS
Present System
The city of McCall presently has a system based upon honor for
septic dumpage. The septic dumpers have all been told that if they are
caught dumping a load without informing us and filling out a dump slip
they will never be allowed to dump at the sewer plant again. I have never caught
an unauthorized septic dumper in 12 years.
Closihz Plant Access
The two openned gates to the compound would have to be locked in non-working
hours to keep illegal dumps from occurring at the plant. This was tried in
1981 but was quickly abandoned because of the many people using the yard daily;
both city and sewer district workers checking lift stations and storage areas.
Both gates were destroyed by snow and snowplow damage during the winter.
Mandatory Tank Check
There is not always a man in the building during working hours. The person
at ;work may be at the other end of the compound, at a water station, down at
the river, or driving a machine. This person would have to be found and work
interrupted to check every septic dump. Regular hours are not kept at the
sewer plant. I rarely, if ever, work five eight hour days in consecutive order.
I may check a line repair and do simple lab tests on a weekend and take time
off in the middle of the week. A heavy lab day coupled with a meeting may
take a 10 hour day balanced by a six hour day later in the week. A problem with
a blower or a pump will be fixed in one day even though it will take over eight
hours. Time worked will be reduced on another day in the week. Lunch will be
anywhere from 11 to 2 depending upon work to be accomplished for the day. This
work system would have to be abandoned to provide consistent hours to check
every septic dump.
Avoiding Charges
A septic dumper could avoid all of these charges and inconveniences
and still dump in the city system by simply lifting a manhole cover and
dumping on a deserted street.
Measuring Tank Volume
The city has no way of measuring the volume of septage dumped. The only
measure is the size of the tank of the truck and the degree to which it is filled.
An average septic load is between 500-1,000 gallons. The charge could be
standard for a septic load or a smaller portable toilet load eliminating the
r need to measure the septage and could readily checked.

Identity of Haulers
The septic dumpers and the frequency of plant use are known. They are
John Bayse, Jack Lieupo, Kenny Wohlfanger, Gary Jones, and Ray Alford. John
Bayse and Jack Liepo carry the vast majority of septage dumped. There are
extra dumpers during Forest Service fire station. The local dumpers would be
foolish to dump without reporting it because they are so few of them that
they would risk detection.
Conclusion
The type of septage could be easily checked but difficult to measure
by random observation. A flat fee for a tank would be easier to check or
charge for. The mandatory check of each load dumped would be a major inconvenience
for both the hauler and the plant operator and there is no need for it based upon
past history.
