Chairperson Wolter called the meeting to order at 7:00 p.m.

Commissioner Vandernail moved, and Commissioner Brewer seconded the motion to
approve the Minutes. Motion carried: 6-0.
3. Open Forum:

4. Public Hearing/Regarding:
a. Amendments to Fraser Zoning Code- PC Resolution 2017-03-01
Commissioner Taylor moved, and Commissioner Brewer seconded the motion to open
the public hearing regarding Resolution No. 2017-03-01 recommending approval of the
adoption of certain amendments to the zoning code. Motion carried: 6 -0.
Proof of publication was entered into the record.
Background: The Town did a Housing Needs and Development Study in May 2016.
In this study, it made suggestions to remove some regulatory barriers to encourage
more affordable housing and infill development by examining our regulations. The
Planning Commission looked at amending the zoning codes to achieve the infill.
These amendments are minimum lot sizes of 2500 square feet, minimum set back
of 20 feet, minimum size yard of 5 feet and minimum area of building on the ground
floor to 200 square feet. These changes would apply to all residential districts, R1,
R2, R3, R4, M1 and M2.

The general consensus of the public comment was that these residents did not want
these changes to the zoning code, with the exception of two people. They like the
low-density neighborhood and many purchased in this district for the low density.
There was concern of the unintended consequences of the smaller lots and homes;
such as snow storage, water sewer use, "stuff' in the yards, noise, traffic, increased
density in population. They feel this may not create more affordable housing
because there is no guarantee of whom would purchase or rent these new homes.
Some residents did commend the town for attempting to address the lack of
affordable housing; however, they would like to continue to have the discussion with
the Planning Commission on what other options are available besides these specific
amendments to the zoning code.
Commissioner Vandernail motioned to continue the public hearing until May 24,
2017 and Commissioner Quinn seconded the motion. Motion carried: 6 -0

adjourn. Motion carried: 6-0. Meeting adjourned at 8:55 p.m.
