Vice Chairperson called the meeting to order at 6:30 p.m.

2. Approval of Minutes: Minutes of November 09, 2016
Commissioner Philip Vandernail moved, and Commissioner Quinn seconded the motion
to approve the Minutes. Motion carried: 5-0.

a. Major Subdivision- Elk Creek at Grand Park (GP)
PC Resolution 2017-01-01
Final Planned Development Plan Amendment 1 – Elk Creek at GP
Final Plat Elk Creek at GP Filing No. 3 & Filing No. 4
Mayor Phillip Vandernail moved, and Commissioner Debbie Young seconded the
motion to open the public hearing. Motion carried: 5-0.
Background:
The Final Plan is being processed in accordance with Section 16-5-410 of the
Fraser Municipal Code. The Grand Park development is also subject to the
requirements contained in the 2003 Rendezvous Annexation Agreement and
Planned Development District Plan (PDD), as amended by the 2005 Grand Park
PDD Plan amendment. This proposal relates to Planning Area (PA) 5W,4W.1,
4W.2 and a portion of 23W as shown on the Grand Park PDD Plan, Reception #
2005-012709.

Staff is Recommending:
Staff recommends approval of approval of the Final Plan Amendment) and the
Final Plats for Filing No. 3 and Filing No.4.
Representative for Grand Park, Clark Lipscomb, commented at the meeting
regarding Resolution 2017-01-01. He clarified that the changes in the Final Planned
Development Plan Amendment 1 was to remove six lots to accommodate a larger
garage space and to have the water sewer lines meet up with the existing lots.
Mayor Philip Vandernail motioned to close the public hearing and Debbie Young
seconded the motion. Motion carried: 5-0
Commissioner Philip Vandernail moved to recommend approval of PC Resolution
2017-01-01_Final Planned Development Plan Amendment 1 — Elk Creek at GP Final
Plat Elk Creek at GP Filing No. 3 & Filing No. 4 and Commissioner Parnell Quinn
seconded the motion. Motion carried: 5-0
b. Appointment of Planning Commission Chair and Vice Chair
Commissioner Philip Vandernail moved to approve Jean Wolter as the Chair and
Steve Sumrall as the Vicechair and Commissioner Young seconded the motion.
Motion carried 5-0.
5. Discuss on possible code changes to foster & incentivize attainable housing.
In October 2016, the TB approved Resolution No. 2016-10-05 establishing an attainable
housing plant investment fee incentive program. Resolution included in packet.
In October 2016, the TB approved Ordinance 436 amending Chapter 13 (Municipal
Utilities) of the Fraser Municipal Code to allow for reductions and deferral of Plant
Investment fees. Ordinance included in packet.
At the November 09, 2016 meeting, the PC discussed overlay zones as a possible
zoning code amendment to allow for smaller lot size and lot width. See information in
packet entitled overlay zones.
