No. #07-55 Date of Adoption February 1, 2007 AWARDING CONTRACT FOR THE CARTERET DPW BUILDING-REMEDIAL ACTION WORK PLAN IMPLEMENTATION WHEREAS, the Borough of Carteret ("Borough") authorized the preparation of bid specifications and contract documents and advertisement for receipt of bids for the Carteret DPW Building-Remedial Action Work Plan Implementation; and WHEREAS, T. Slack Environmental Services, Inc. submitted the lowest bid for said work as evidence by the response on file with the Borough's Purchasing Department; and WHEREAS, the Borough Consulting Engineer has reviewed the above referenced bid proposal , and has recommended an award of a contract for said work to T. Slack Environmental Services, Inc.; and WHEREAS, the Borough's Chief Financial Officer has certified that funds are or will be available for the award of a contract for said work. NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex and State of New Jersey as follows: I. That the Borough hereby awards the bid for the Carteret DPW Building- Remedial Action Work Plan Implementation in the amount not to exceed $118,540.00. 2. That the appropriate Borough Officials are hereby authorized and directed to enter into a contract with T. Slack Environmental Services, Inc. for the Carteret DPW Building-Remedial Action Work Plan Implementation in accordance in all respects with the request for proposals and bid on the same. 3. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department and CME Associates for distribution to T. Slack Environmental Services, Inc. RE: Recommendation of Award Carteret DPW Building- Remedial Action Work Plan Implementation Borough of Carteret, Middlesex County, NJ Dear Ms. Barney: Enclosed herewith please find a summary of bids received on Thursday, January 25,2007, for the above referenced project. A total of six (6) bids were submitted, ranging from a low bid of $118,540.00 by T. Slack Environmental Services, Inc., to a high bid of $219,425.00 by Aurora Environmental, Inc. The average bid of all bidders was $154,961.00, and the Engineer's Estimate was $144,450.00. The six (6) bids were received as follows: r Total Amount Bid -----;. 1) T. Slack Env. Srvcs., Inc. Union Beach, NJ $219,425.00 C\L It should be noted that there were minor errors in some of the bids. These irregularities are shown in the Summary of Bids report. However, the first and second low bidders had no irregularities, and therefore there is no change in the outcome of the bid. We have reviewed the bid submitted by T. Slack Environmental Services, Inc. and find that the bid is in substantial compliance with the terms of the Contract Documents. We have also worked with the contractor in the past and their work has been generally satisfactory. Based on the above, we would recommend the following actions: 1. Award of the contract to the lowest responsible bidder, T. Slack Environmental Services, Inc. of Kenilworth, NJ, in the amount of $118,540.00. The award should be subject to review and approval by the Township Attorney, including the review of the bid bond and surety from the low bidder relative to licensing to do business in the state of New Jersey and appearance on the current list of "Surety Companies Acceptable on Federal Bonds", U.S. Treasury Department, waiving of the minor irregularity, approval of the award by the New Jersey Department of Transportation, and submission of the required bonds and insurance certificates for the project.
