A RESOLUTION: APPROVING A SUPPLEMENTAL APPROPRIATION IN THE
AMOUNT OF $67,000 FROM THE ELECTRONIC SUMMONS
RESERVE TO PURCHASE MOBILE DATA TERMINALS BY
THE LEESBURG POLICE DEPARTMENT
WHEREAS, on August 11, 2015, the Town of Leesburg approved Ordinance No. 2015-
0-014 to establish an E -Summons fee of five dollars ($5.00) to be collected by the clerk of the
court in which the action is filed and remitted to the Director of Finance and Administrative
Services to be held for appropriation by the Town Council in accordance with Virginia Code;
and
WHEREAS, on February 14, 2018, the County of Loudoun approved Ordinance 18-02
for the collection of a five -dollar ($5.00) fee for the electronic summons system; and
WHEREAS, the Clerk of the Court remits the funds to the County Treasurer, in which
law enforcement agencies, through appropriation, use the funding solely for E -Summons
related software, hardware, and equipment necessary for the implementation and maintenance
of the electronic summons system; and
WHEREAS, the Town of Leesburg currently has $333,086 in the Electronic Summons
(E -Summons) reserve generated by E -Summons revenue since Fiscal Year 2018; and
WHEREAS, the Leesburg Police Department is requesting an appropriation of $67,000
to purchase thirty-two (32) Mobile Data Terminals related to the Department's E -Summons
program; and
WHEREAS, the Chief of Police and the Department of Finance and Administrative
Services recommend approval of the supplemental appropriation.

RESERVE TO PURCHASE MOBILE DATA TERMINALS BY THE
LEESBURG POLICE DEPARTMENT
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Council hereby approves a supplemental appropriation in the amount of $67,000
from the Town's E -Summons reserve to the Police Department's operating budget in
the General Fund for fiscal year beginning July 1, 2023 and ending June 30, 2024.
2. If necessary, any unused appropriation may be carried forward to Fiscal Year 2025 to
complete the Mobile Data Terminal purchase.
