HomeMy Public PortalAbout1977-019Member Nancy Laurent introduced the following resolution and moved its adopt ion: CITY OF MEDINA. RESOLUTION NO, 77-19 RESOLUTION ESTABLISHING A DEPARTMENT OF PUBLIC WORKS AND OUTLINING THE FUNCTIONS THEREOF WHEREAS, the upkeep, maintenance and repair of roads, streets, sewers, wells and all other plant, equipment, and facilities of the City of Medina has increased to the extent that six full-time and part-time workers are employed to perform public works functions; and WHEREAS, such public works functions have been divided among the various city employees without a definite plan for coordinating the work of all employees; and WHEREAS, the workers who perform public works functions are required to share plant and equipment in order to perform their duties; and WHEREAS, it is in the public interest to coordinate the public works functions of the City of Medina; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina that there is hereby created a Department of Public Works which will be responsible for the operation, maintenance and control of all equipment, supplies and physical facilities of the City of Medina, including but not limited to sanitary sewers, lift stations, storm sewer facilities, culverts and driveway access, wells, water mains, road and street construction, repair and maintenance, street sweeping, snow and ice removal, traffic sign installation, maintenance and repair, roadside weed control, tree control under the direction of the tree inspector, street lighting, public parks, playgrounds and boat launches, and other public utilities and facilities; BE IT FURTHER RESOLVED that the Public Works Department shall be responsible for the control and operation of the City Maintenance Gar age and the maintenance, control and repair of all city machinery and equipment, including all automotive equipment. BE IT FURTHER RESOLVED that the operation, maintenance and control of the following city departments, together with the equipment and facilities under their immediate control shall be excepted from the care and control of the Department of Public Works: The Office of the City Clerk The Office of the Zoning Administrator The Office of the City Assessor The Police Department The Office of the Building Inspector The City Treasurer. BE IT FURTHER RESOLVED that the Department of Roads and the Department of Sewer and Water are hereby abolished. BE IT FURTHER RESOLVED that the Department of Public Works shall be supervised by the Director of Public Works and that all employees of the City who perform public work functions shall be under the supervision of the Director of Public Works. BE IT FURTHER S0 that the councils responsibility for the Department of Public Works shall be ev e etween and among a commissioner of Roads and a Commisioner of Sewer and Water who shall each be responsible for matters within the Depart- ment of Public Works reasonably related to Roads and Sewer and Water as appropriate.
