HomeMy Public PortalAbout1977-021i Member 0r'h0-5 C,'©Sb Resolution and moved its adoption Amended Draft 5/17/77 introduced the following Amended CITY OF MEDINA RESOLUTION NO. 7 7- a', WHEREAS, the Planning Commission of the City of Medina has recommended to the City Council that it amend Section 7 (b) of the zoning ordinance to permit a vocational technical school in areas zoned residential agricultural (R-A) upon obtaining a special use permit pro- vided that all commercial and industrial skills (except those relating directly to agricultural, conservational and environmental vocations) be taught exclusively indoors; and WHEREAS, the Medina zoning ordinance presently provides that vocational technical schools are a permitted use in commercial areas zoned C-2; and WHEREAS, the Planning Commission has studied a specific request for a vocational technical school for an extended period of time highlighting various beneficial and problematical aspects of vocational technical schools in general; and WHEREAS, the City of Medina has conducted a public hearing on the proposed zoning amendment; and WHEREAS, a substantial portion of the property in the City of Medina is presently zoned R-A; and WHEREAS, a vocational technical school generally requires certain municipal services including public sanitary sewer and water, traffic control and fire and police protection; and WHEREAS, the preliminary Metropolitan Systems Statement promulgated by the Metropolitan Council does not provide for any portion of Medina to be within the urban service area until at least 1990. THEREFORE, BE IT RESOLVED that the members of the City Council of Medina hereby acknowledge their support of vocational training as offered in vocational technical schools and recognize its value to the City as well as the surrounding areas; FURTHER. RESOLVED that the City Council is not opposed to the existence of a vocational technical school within the municipal limits of Medina, assuming appropriate and necessary municipal services can be provided. FURTHER RESOLVED that the proposed amendment to the City zoning ordinance permitting vocational technical schools in areas zoned R-A is not adopted for the following reasons: 1. Although the recommendation of the Planning Commission was to amend the zoning ordinance, the full report of the Planning Commission relating to a specific application raised several questions generally applic- able to vocational technical schools which must be examined carefully prior to granting permission for the construction or operation of a vocational technical school including traffic flow, public safety, municipal services, the effect on the tax base of the City and the effect on adjacent residential areas. 2. The preliminary Metropolitan Systems Statement indicates that few of the municipal services required for a vocational technical school will be available until 1990. 3. The commercial elements of a vocational technical school including traffic control, need for municipal services such as fire and police protection commend its continued placement as a permitted use in areas C-2. 4. Projects the size of vocational technical schools as presently designed and operated in Hennepin County are incompatible with areas zoned R-A in the City of Medina.
