Honorable City Council Members, Re: San Antonio Road -- Managing Existing and Future Traffic Impacts Here is Mountain View’s North Bayshore Precise Plan (P39—Nov. 25, 2014) and its gateway plan (referencing San Antonio Road in Palo Alto as a gateway). This document is worth briefly perusing if you have not already seen it before tonight. https://www.mountainview.gov/home/showpublisheddocument/4406/638214110650830000 Please note the gateway connectivity is mapped on p. 151 and gateway concepts for MV gateways follow that. Portions of this plan are helpful to Palo Altans who are trying to understand what’s happening with regional bike/transit connectivity. Here are all of the materials related to this process for those who are interested. https://www.mountainview.gov/our-city/departments/community- development/planning/regulations/precise-plans/north-bayshore-precise-plan From some reading this weekend, I learned that when City Council approved plans for the 788 San Antonio TOD housing project on November 16, 2020, they also approved a Comp Plan change, and certified a Final EIR that also applies to future TOD housing projects on the block of San Antonio between Charleston and Middlefield which are now moving into and through the planning/approval pipeline. While I support creating new housing at this location, I am very concerned about what appears to be a failure to incorporate requirements for ROW for future San Antonio Road bicycle facilities and bus transit in these TOD projects. The traffic study for 788 San Antonio allowed continued use of sharrows on San Antonio—a contraindicated bicycle facility for a multi-lane road with these auto volumes and speeds. Also, it is important to consider that San Antonio is, and will continue to be, a truck route. Question I have asked staff: Will all of the projects on that corridor also get only sharrows? Did any of this ever come to PABAC for review? When? According to Action Minutes, at the time of the 788 San Antonio Project approval in 2020, Council voted to direct staff to “return with the parameters for a San Antonio Corridor transportation study.” I searched for a transportation study and could not find one. If TOD projects continue to be approved on San Antonio with sharrows and street parking, the city will have to fight future building occupants for street parking removal to get ROW to create room for appropriate bike/ped/transit facilities in a TOD area. (If we have learned nothing else from the recent El Camino Real debacle, I hope we have learned that bike/ped transit facilities need to be built at the SAME time new development and parking decisions are underway.) A very high density San Antonio Area streetscape that preserves no ROW for future bike facilities or bus transit stops along and across San Antonio Road (as well as connectors like Middlefield which also lacks bike lanes on the San Antonio approach) is not sensible planning. It cannot deliver trip reduction that one would expect and the city needs from TOD. When I asked staff why no bike facilities (or ROW for bike facilities and bus transit) were incorporated in these TOD Area projects, I was told that “it was impossible to plan bike facilities piecemeal.” However, it appears, from the 11/16/ 2020 Council Meeting Action Minutes that planning staff was directed not to plan piecemeal for the Charleston to Middlefield portion of San Antonio. They were directed to “return with the parameters for a San Antonio Corridor transportation study.” Did staff follow up on this direction? When? Where can interested citizens find it? Our city should be thinking about this corridor in context of Mountain View’s aforementioned Precise Plans as well. Council also is talking about staff’s Work Plan tonight. If the Transportation Study that Council directed staff to do in 2020 was never done, what action might be taken now to preserve San Antonio Road ROW and plan bike and bus transit facilities before it is too late? It saddens me to see that Mountain View has been much more forward-thinking than my own city on this matter. I realize there may be pieces I am missing here. Please do fill me in if that is so. Dear City Council members, l am deeply disappointed to see current contract terms with Pets In Need. The City has decidedto spend $7 million over a 5-year term with fewer services than originally agreed to, and now at a greater expense. Why? • For example, PIN is currently offering spay/neuter services ONE day a week, and only to PAand LA/LAH residents. • An article in today's Daily Post suggests that wait times for spay/neuter have decreased, which is incorrect. • For people outside of PA or LA/LAHs, the spay/neuter waiting list is 6 months! • The shot clinic, offered weekly, has a caveat. You have to register on their website inadvance. What about people who don't have internet access? Yes, I know most people have phones, but restricting vaccines to only those who register in advance is not efficient. PAASoffered a weekly shot clinic @ specific hours, and it worked beautifully. Pets In Need as an organization does not align with the City’s needs, and never will, nor do they desire to. With the reduction of valuable services, and increased expenses, what is theirincentive to serve the community? The original contract stated that they would keep services as they were with PAAS, and it's been nothing but paring down since 2019. I am nervous and saddened about further loss of service and an added financial burden for thecity over the next 5 years. I share a back fence with this property, and I oppose this plan. The owner has not lived at this location forthree years and so does not fulfill the occupancy requirement for SB 9 Urban Split. The homeowner must also sign an affidavit stating they intend to occupy one of their units as theirprimary residence for at least three years following completion of their construction. SB 9 (Chapter 112, Statutes of 2021) requires ministerial approval of a housing developmentwith no more than two primary units in a single-family zone, the subdivision of a parcel in asingle-family zone into two parcels, or both. In other words, the maximum number of units allowed for an Urban Lot Split is two. Also, no resulting parcels may be smaller than 40% ofthe lot area. I share a fence with the property and am deeply opposed to this plan. There have beenongoing issues regarding the fence, which has been in place for 72 years. Despite the housechanging hands 12 times, the fence has remained due to its placement for pole easement. Ihave previously lodged complaints with code enforcement, and all relevant documentation hasbeen submitted to the city planning department via email. Unfortunately, I have not seen anysignificant action taken, except for utility personnel suggesting that if the fence obstructs theirwork, they will break it and expect me to repair it. It is essential to note that the utility easement for 727 Moreno was recorded in 1950, whereasthe deed for 722 Marion does not include a utility easement. This discrepancy renders the deeddefective and necessitates correction by the Title Company. I have expended considerableresources, approximately $50,000, to demonstrate the necessity of the fence's currentplacement, particularly due to its proximity to the electric pole carrying the transformer.Moreover, local regulations dictate that construction cannot occur within 5 feet of the fence,further complicating matters. Also, my neighbor at 719 Moreno that made ADU, it is allbuilding there is no land left for green plants and animal that live underground like gophersand since then there is all kind of tunneling activities around my building and garden. Dear Palo Alto City Council, I support Caltrans' El Camino Real (ECR) bikeway project. I am a scientist at Stanford, aswell as a resident of Palo Alto’s Downtown South neighbourhood. I cross El Camino Real on my bike most days to get from Palo Alto to Stanford, and regularly encounter dangeroussituations with cars due to the lack of protected infrastructure for bikes - despite the number of cyclists who use this route daily. I also frequently cross or walk/ride along El Camino Real toaccess stores and businesses in Palo Alto. Right now, crossing or riding along ECR is dangerous and unsafe, particularly with trying to cover the last mile to reach restaurants,grocery stores, and other services. The bikeway project has potential to help me and others make safe car-free choices when getting around our neighbourhood. As part of this plan, I request that Caltrans and Palo Alto improve intersections like Churchill,Charleston / Arastradero, California Ave, and El Camino Way. Even when crossing signs and cross walks exist, cars regularly overtake or cut off pedestrians and cyclists to turn right whenfacing a red light. More protection at those intersections, such as dedicated green lights for bicycles and prohibiting cars from taking right turns at red lights would go a long way tomaking it safe for everyone on foot and bike and delivering a truly transformative project for Palo Alto. You are in the air for 16 hours. When they are in the Cape Verdes, both thenorth bound and south bound planes are on the ground at the same time. The crews from the south bound plane walk over and take over the north bound plane and fly it back on up toJFK. The crew from the north bound plane walk over and take over the south bound plane and fly it on back to Joberg. That used to be done at mid-Pacific with planes flying between theUS and Australia, landing in Hawaii. We noticed that we had a new crew as we departed the Cape Verdes. We walked along a long runway at night to get to the little airport terminal during that stop. Parked along there was a big Russian jet transport, with a big hammer and sickle up near thepilots windshield. Inside the little terminal in the Cape Verdes, there were ~25 Cuban troops sitting at tables, on their way to the war in Angola. Castro had contributed them. Overhead fans were turning.Sitting around the perimeter were blue-eyed Russian handlers. We were all abuzz about seeing them when we got back in our plane. It was like a scene from "Casablanca". It was~September 15, 1981. BTW, because of the war in Angola, our plane could have flown in over it to get to South Africa, but did not. It continued on down the west coast of Africa and turned east to fly in overNamibia. I remember standing in the back of the plane chatting with a chap and looking down at the Namib Desert, passing below. Mile after mile of sand and dirt with scrub brush in it.The occasional road. These flights leave JFK in the evening, around 7 PM and you land in Joberg in the late afternoon, maybe 6 or 7 PM. The return flight leaves Joberg in the late afternoon, maybe 5PM, and lands at JFK around 7 AM. That return flight will be the longest night most people ever have. About 16 hours in the dark. The car makers have a conviction that the A pillars should be serverely sloping, the roofs should be uncomfortably low, and nobody over5'5" should be a potential customer? It is more than a conviction- it's a fetish!! Look at a Mercedes sedan or a Chevy Caprice Classic from 1978. They were built right for people ofnormal height: A tall, vertical A pillar and a tall enough roof. Jeep is about the only maker at this point that gets it right. That big $300,000 Mercedes electric "Jeep" does too. The boxyrobotaxi they show in these vids would work. See it at 0.06 and at 0.11 in this vid, i.e.,right at the start of the vid. The promise that added units will alleviate affordable housing shortages is a bold lie. Neither the City nor the State require that owners rent the ADU, or that it even be occupied as living space for an additional household. There has been no follow up onhow added units are priced, much less that they be “affordable”. The approval of units is mostly benefiting the developers, greedy owners, and investors who want to divide lots for their own financial gain. Note, this property was only purchased in 2022, with the intent to develop it to the maximum and resell. 722 Marion Ave. will negatively impact the adjacent properties with rooflines, noise, and lost greenery. The property owner (who is in construction) says he intends to sellafter subdividing the property. This ADU is not an innocent effort to house an aging mother or a young couple. We need lot coverage rules, such as those we met when building our home 10 years ago! This ADU subdivision rule is a means to ugly, claustrophobic, neighborhoods, with parked cars lining narrow streets. ADU’s shouldonly be built on larger properties that would comply with daylight plane rules, 20 ft rear setbacks, and 6 ft side setbacks to protect a neighbor’s privacy. I have no problem with the addition of a unit in a garage, or in the rear yard (set back 20' from the rear fence) as long as there is off-street parking provided. That allows for infill without negative impact on the entire neighborhood. The lot subdivision allowance is a giveaway to developers, plain and simple. It is wrong and itwill diminish the appeal of life in Palo Alto. Please sue the State to protect our property rights and quality of life and block thisdevelopment. Caregiver Return to Work Program In March 2022, the Board of Supervisors unanimously approved my referral to create a caregiver returnship program to increase employment opportunities for professionals returning to work following time away to care for a loved one. At the Feb. 27 meeting, we received a report from administration outlining some of the program details and the approximately 200 positions which will be included in the program. This provides a breadth of opportunities for participants with the program including personalized support through the hiring and onboarding process and additional opportunities for mentorship, networking, and career advancement. I was grateful to hear the excitement from department leaders who are eager to participate and gain increased access to what has been a traditionally underutilized talent pool. Mental Health and Substance Abuse Treatment Progress On February 13, the new 28-bed Adult Residential Treatment facility for adults and older adults with behavioral health needs at 650 S. Bascom accepted its first clients! The County has continued expanding access to youth residential substance use treatment by contracting with the Camp Recovery Center for 3 additional beds and has also increased rates for subacute beds with several County Contracted Providers expanding access by approximately 29 beds. There is also a new contract with Heaven’s Gate Supported Shelter for an additional 4 beds for justice-involved adults enrolled in Forensic, Diversion and Reintegration (FDR) outpatient programs. On January 24, I participated in an Opioid and Fentanyl Response Roundtable with Opioid and Fentanyl Response Roundtable Congressman Jimmy Panetta, SJ Mayor Matt Mahan, Undersheriff Ken Binder, BHSD’s new Medical Director for Substance Use Dr. Cheryl Ho, Public Health Officer Dr. Sarah Cody, and Addiction Medicine Specialist Dr. David Granovetter. I used the opportunity to advocate for increased collaboration by partners across all levels of government to address this growing crisis. I argued for changes in prohibitive federal policies that limit funding for mental health and substance abuse treatment services like the IMD exclusion and Medicaid termination for people in custody. Guaranteed Income Santa Clara County is a statewide leader in piloting guaranteed income programs. As a founding member of Counties for Guaranteed Income, I welcomed two opportunities to advocate and spotlight the programs we are implementing in our county. First, at the state level, I participated in a “fireside chat” with Program Manager Melanie Jimenez-Perez at the state's first CA Guaranteed Income Now conference. We discussed our local pilots that target, respectively, Former Foster Youth, Unhoused High School Seniors, Justice- Involved Clients, and Young Mothers. By providing each of these groups a guaranteed basic income (GBI) for a limited amount of time, we provide a ‘hand up’ so they can more easily access childcare, stable housing opportunities, enhanced career opportunities, education, or whatever they deem they need to move closer to self-sufficiency. The second opportunity took place at Howard University in Washington, DC where I was able to showcase our County's work and collaborate on ways to expand and better programs across the country. Investigative Reporter Hannah- Nicole Jones offered the keynote speech to inspire our work and Howard University President Ben Vinson III, welcomed us all to this historic institution. National Association of Counties Legislative Conference County elected leaders from across the nations 3,143 counties gathered in Washington D.C. In February to tackle essential issues that impact all our counties; rural, urban and suburban. Discussion topics included disaster and crisis responses, mental health services, homelessness, the importance of digital connectivity, childcare, and many more pressing challenges that benefit from national collaboration. Race and Health Disparities Community Board Following a referral from myself and Supervisor Simitian, the Board of Supervisors unanimously approved reestablishing the Race and Health Disparities Community Board (RHDCB). Like its first iteration, RHDCB is an advisory body to the Board of Supervisors, for the purpose of developing recommendations, in partnership with Administration, to address issues of race and race-based health disparities in health care delivery within the County. Applications for the RHDCB are now open and are actively seeking constituents who are current or former patients of the County’s health and hospital system. RHDCB is also seeking members of organizations dedicated to racial justice, providing mental health services, community clinics or Federally Qualified Health Centers and that serve currently or formerly incarcerated individuals, unhoused individuals, individuals with disabilities, immigrants, or LBTQIA+ individuals. Florida has been a beacon of growth, boasting a remarkable 1.9% annual population increase in just one year. In the midst of rising interest rates, homeowners are opting to stay put, which has paved the way for a surge in new home sales especially in master-planned communities. Newly constructed homes during the first half of 2023 outpacing the figures from the same period last year, with estimates for June showing a 5.5% seasonally adjusted y-o-y increase.
