CITY COUNCIL
MINUTES
JULY 20, 1976
INITIATION:
1. Mayor Greenberg called the regular meeting of the City Council to
order at 7:31 p.m.':on-Tuesday, July 20, 1976, in the Council Chamber
of the City Hall.
2. The invocation was given by Reverend Mortimer Dean, First United
Methodist Church, 5957 Golden West Avenue.
3. The Pledge of Allegiance to-the Flag was led by Mayor Greenberg.
4. ROLL CALL:
Present: Councilmen- Dennis, Gilbertson, Merritt, Greenberg
Absent: Councilmen- Tyrell.
Also Present: City Manager :Koski, City Attorney Martin, Assistant
City Manager Biel, Director of Parks and Recreation
Kobett, Planning Director Dragicevich, Traffic

Councilman Gilbertson :'moved. to- excuse Councilman Tyrell for cause,
seconded by-Counciiman- Dennis and carried.
APPROVAL OF MINUTES:
Councilman Merritt moved to approve the minutes of the regular meeting
of the City Council held-July 6, 1976, as written, seconded by Council-
man Gilbertson- and carried, Councilman Dennis abstaining.
UNFINISHED BUSINESS:
6. PUBLIC HEARING: ASSESSMENT FOR STREET IMPROVEMENTS: INSTALLATION OF
SIX 7,000 LUMEN LIGHTS, NADINE STREET, 9800 -9900 BLOCK
City Manager Koski provided background information stating City
Council, at their regular. meeting held July. 6, 1976, set public hearing
for assessments for street improvements for installation of six 7,000
lumen lights on steel electroliers in the 9800 -9900 block of Nadine
Street. The total cost for the installation of the electroliers was
$1 ;952.26 with the cost of energy for a one -year period of $455.76.
The cost for energy and maintenance is spread among 33 property owners
as one - property - owner -is presently paying aZone A rate.
There are two proposed methods of assessment. In the past, the spread
for lighting installation has been on a. front foot basis, the same as
curb and gutter assessments (Option A). An optional assessment could
be made by equalizing the assessment of each property for the installation
based upon equal benefit to each property owner (Option B).
Councilman Tyrell arrived at 7:35 p.m.
Mayor Greenberg declared the public hearing open.
Tom Atkins, 5434 Cambury, feels the lights are a great improvement
to the neighborhood, especially for the older ladies. In his opinion,
however, 5000 lumens would have been sufficient. He favors Option B
as the method of assessment as he feels the benefit of the lights is
shared by all, regardless of the lot size.
Larry Reed, 9922 Nadine, agreed with Mr. Atkins and felt the street
lights were equally beneficial to all property owners.
There being no one else come forward to speak, Councilman Gilbertson
moved to close the public hearing, seconded by Councilman Merritt and
carried.

Councilman Merritt-moved to approve Option B.as.the assessment
method and to adopt a policy whereby all future street lighting
projects will be determined•in' this manner; and directed the pro-
perties on Nadine be so assessed, seconded by Councilman Gilbertson
and carried.
7 PUBLIC HEARING: AMENDMENT TO ZONING CODE RE: RETIREMENT HOMES IN
RESIDENTIAL AREAS
City Manager Koski provided-background information stating the
Planning "Commission, at their regular ;meeting held June 22, 1976,
held public hearing :and ::adopted Resolution .:No. .76 -697PC recommending
amendment to the Temple City. Zoning Code relating to placing the
subject use in the conditional use permit category. The subject of a
possible amendment was brought, to the attention of the Planning Com-
mission from `.the .Church :of the Nazarene, which, at the present time,
has a missionary home center on Oak Avenue, north of Longden.
Planning Director: Dragicevich gave staff report stating it was the
opinion of the Planning: Commission ..that .:•no special conditional use
permit category should be established to accommodate this particular
use, i.e. missionary homes, but.. felt .a . broader classification should
be explored which would.: include. this "use. He indicated that the most
related' use of- retirement homes = °is. currently indicated in homes for
the aged. That category is. :'a.permitted use in the CUP category, but
only in R- 3` and `R -4 'zones; - The Planning Commission has recommended
that non = institutional retirement residences be allowed in any
residential zone; including R -1 and R -2. Each case would be reviewed
individually.
response to Mayor Greenberg's question concerning whether this use
would still be subject to all provisions of the Zoning Code, Mr.
Dragicevich replied that it would not, unless the amendment to the
ordinance specifies that the CUP is subject to the zoning standards
and general plan density.
Councilman Gilbertson moved to- include the minutes of the Planning
Commission as part of the record, seconded by Councilman Dennis and
carried.
Mayor Greenberg: declared the public hearing open and invited anyone
wishing to- speak to-the ' subject to come. forward.
Carl Gaede, 230 E. Union `Street, ..Pasadena, architect representing
Church of the Nazarene, said the church has been purchasing and
developing property with plans. to .expand; however, have been unable
to proceed due to limitations of R -1 zoning. He hoped Council would
vote in favor of the amendment.
There being no one else come forward,. Councilman Merritt moved to
close the public hearing, seconded by Councilman Gilbertson and carried,
Councilman Merritt:moved:to certify -the negative declaration of
Environmental Impact Report,-seconded by Councilman Gilbertson,
and carried, Councilman Tyrell noting his objection.
Councilman Tyrell stated that to allow this type of use in R -1 zone
would be no different than creating a series of apartments and Council
would not be considering an amendment if there had been an application
for construction of apartment units. He expressed his concern that
the integrity of the R -1 zone be maintained, stating that the provision
of a conditional use permit category for such use is contrary to City
policy to maintain the single family residential character of the
community. ..
Councilman Gilbertson stated.he :would be opposed to R -1 and R -2 zones
being invaded for this type of development.
Following considerable discussion with regard to maintaining the single
family residential character of the community, density requirements

under the. general plan, ' and RPD development, Councilman Gilbertson
moved to deny the recommendation of. the Planning Commission to
amend the Zoning Code to allow retirement homes in residential areas,
seconded by Councilman Dennis and carried.
8. PUBLIC HEARING: CHANGE OF ZONE FROM R -2 to R-3: 5127 -29 SULTANA
AVENUE AND 5122- 24•ROSEMEAD BOULEVARD
City Manager Koski provided. background .information : stating the
Planning: Conuaission, at their :r.egular meeting held May 25, 1976,
approved Tentative Parcel .Map. No,. 6804 dividing subject property
into three parcels. This-division "'resulted in two zones existing
on one property, a. strip. of...: land ...5 :' . x.r100 ' located 250 ft. easterly
of Rosemead Boulevard. Planning Commission, at their regular meeting
held June 22,-1976, held: public hearing sand recommended a change of
zone for .this. strip of land ~.for.. ::the :. reasons that the proposed site
has adequate access and is otherwise suitable for R -3 development;
that the proposed zone change would eliminate two zoning classifications
on the same parcel;-and that-the proposed zone is compatible with the
General Plan.,
Mayor Greenberg declared the public hearing open and invited anyone
wishing to speak to the subject to come forward.
Orvel Petersen, 4021 Peck Road, El Monte, applicant, stated he favors
the zone change so the zoning would be uniform for subject property.
There being no one else come forward to speak, Councilman Gilbertson
moved to close the public hearing, seconded by Councilman Merritt and
carried.

City Attorney :Martin introduced Ordinance No. 76 -436 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY. ESTABLISHING A CHANGE OF
ZONE IN. ZONE CHANGE CASE NO. 76 -471 for first reading by title only.
Councilman Gilbertson moved to waive further reading, seconded by
Councilman- Merritt and carried,
'9: STREET IMPROVEMENTS:..GARIBALDI AVENUE.:- APPROVE PLANS AND
SPECIFICATIONS AND'AUTHORTZE'SUBMISSION TO STATE
City Manager Koski presented, background information, stating the City
Council, at their regular meeting of December 21, 1975, authorized
staff to submit a.letter'of :commitment to CALTRANS for 10% match funding
under Section 230. of the Highway Safety Act of 1973, and subsequently
approved Local Agency- State Agreement for Federal -aid Improvements
Project No. 5 for improving Garibaldi Avenue from Oak Avenue to Golden
West. The plans and specifications for subject improvement are before
the City Council at this time;-Traffic Engineer, has prepared a report
and property - owners were advised the matter would be considered by City
Council at this meeting,
Assistant City Manager Biel presented staff report, advising staff
submitted a proposal for funding under Section 230 of the Highway Safety
Act of 1973, which was approved by the State as a high accident location,
meeting the State's criteria in this category on local streets. An
Environmental-Impact Report was prepared in April and submitted to
the State Resources Agency identifying ten trees to be removed; however
upon completion of the design and survey, a reconuuendation was made to
remove seven additional trees, some of which could be saved depending
upon whether sidewalks are placed on both sides of the street. Con-
struction .costs-are .estimated to be $145,000 for both Garibaldi and Oak
Avenues, including design, survey, tree removal, modification of the
lighting system on Oak Avenue, curb, gutters and sidewalks, and inspection.
City's share would be $14,500.
In discussion, Council established that if it were not for the federal
funding available, Garibaldi would be low on the priority list of projects;

explored whether .another ..method of :. redirecting - traffic from one street
to another could be affected to maker the street - safer; explored the
possibility of red curb markings on one side of the street to create
wider lanes without widening the street; and expressed concern with
the loss of driveway storage.
Mayor Greenberg invited anyone wishing to speak to the subject to
come forward.
Mr. Saul Johnson, .6056.Oak Avenue,.. stated he is in favor of the project;
that being on .the :.corner of Oak. and .Garibaldi he feels he is most
affected by the proposed project; and1:s.tated the accident history re-
ported by the .Traffic `Engineer does not take into account the unreported
accidents that often occur.
Mr. William Hagggerman.;-6057 Clover.ly, stated the cost for the project
and the loss of aesthetic value is too great; the shortening of the
driveways would be a problem; .that :,widening the streets would be of no
benefit to reducing accidents at the intersection, and he felt stop
signs at Garibaldi and Primrose on Oak Avenue would help to reduce
accidents; and that the residents would consider parking restrictions
on one side of Garibaldi.
Mrs.1Valko, 6057 Temple City-Boulevard, stated that in her area on
Temple City Boulevard the curb has been redlined and it is very in-
convenient and that.losing two feet of property and widening the
street would be better- than parking restrictions on one side of the
street.
Mr. John_ Anderson, 9.549: Garibaldi, stated in his opinion the cost for
the proposed improvement is excessive; that he installed curb and gutter
at his own expense and now it is proposed to rebuild that section; and
that the accidents which occur are due to excessive speed.
Virginia Rodi, 9616 Garibaldi, inquired if it were not possible to have
traffic- signals installed on Garibaldi Avenue. Traffic Engineer Envall
advised the Traffic 'Commission "has , studied a number of streets and is
always open to consider traffic signals as a possibility to improving
the safety factor on residential streets.
Philip Ar.dler :, 9441 Garibaldi, :.s ta:ted:.he ..felt ::.every street should have
sidewalks = on both: sides-of the. street, however, widening Garibaldi to
do: so -would bri ig.'traff c 'too 'close-to his living quarters and he feels
that would depreciate the value of his home.
Mr. Johns, 9433 Garibaldi., stated widening, in his opinion, would not
solve the problem and that ...taking two feet of the property for sidewalks
would depreciate: the value of his home; further that widening will create
more traffic between Golden West and Rosemead Boulevard.
Veronica Nanko, 6106 St, James, stated her driveway is off of Garibaldi,
they have five licensed drivers in the family with two cars in the
garage, two in the driveway, and one overnight parking_ permit, and she
doesn't think they could park their vehicles in the driveway if it is
shortened.
Karen Ryden, 6105: St. James, inquired whether there is time in which
to check alternatives to widening Garibaldi; and expressed concern that
the shortening of driveways would necessitate more overnight parking
permits.
Mrs. Patricia Haggerman, 6057 Cloverly, inquired whether the City had
any plans to widen the. remainder of. the street between Baldwin Avenue
and Rosemead Boulevard. Mrs. Haggerman was informed that no such plans
were being contemplated at this time.
Miss Diane Senne, 6146 Muscatel, inquired whether any stop signs were
being considered, stating that -she did not understand how widening
Garibaldi will improve safety unless stop signs are installed. Miss
Senne was advised that greater visability resulting from widening of

the street makes for safer driving.
Grace Shirley,, 9615 Garibaldi.,' felt the main_ concern would be not to
shorten driveways and. put. more. cars_ into the street, and stated she
is against redcurbing either side of Garibaldi.
Mrs. Joseph Stevens:, Garibaldi property owner..; stated if redcurbing
is a. serious consideraton,:i.t ;could result in problems keeping tenants;
that she is opposed. to.widening the street which would bring traffic
closer to the bedrooms of her building,
Blanche - Johns ;:9433•Garibaldi.,:objected to the fact that she put side -
walks in three..years. ago and now-the City is proposing to widen the
street and replace sidewalk.
A letter from'.Joseph Candiotta, 9647 Garibaldi, opposing the project
was placed into'the record.
In answer to Councilman Dennis. ques_tio.n.whether the shortened length
of the driveways'would leave any portion of the living area of a house
closer to the street than the distance to the garage door, Assistant
City Manager Biel replied in the negative.
Councilman Dennis moved that the draft Environmental Impact Report be
amended to include_ the: of those testifying by incorporating
a copy of the.minutes in.the:repor.t, and..to certify that the Environ-
mental Impact Report..has been completed,.in conformance with the
California:.Environmen.tal Quality Act and the state guidelines, and
that the City Council has reviewed. and considered the information con-
tained in the report., and that. any adverse environmental impact contained
in the report is overruled and counterbalanced by economic and social
needs, objectives and concerns in providing this community with public
improvements of municipal..import..as set forth in the findings indicated
in the minutes, seconded:by Councilman Merritt and carried, Councilman
Gilbertson and Tyrell noting their objections.
Councilman Tyrell..moved.to terminate street improvement program on
Garibaldi:-Avenue, Oak.Avenue to Golden West, based on the fact it would
have no significant effect :on the.safety factor., seconded by Councilman
Gilbertson and carried., it being the consensus of the Council that the
negative aspects outweigh the positive aspects.
10. STREET•IMPROVEMENTS :•OAK AVENUE - APPROVE PLANS AND SPECIFICATIONS
AND AUTHORIZE SUBMISSION TO STATE
Assistant City Manager Biel gave staff .. report, .. stating there are no
setback problems - involved:wi.th the proposed. widening of Oak Avenue;
no trees: are proposed to be removed for the project; that Oak Avenue
north: of. Garibaldi:: 'to the City�s .. northerly limits is 40 feet wide and
would be a benefit to extend the street .. uniformly, as well as improve
traffic congestion: at the.-post office and the commercial businesses
south of Woodruff, The proposed improvement on Oak Avenue would also
be aesthetically beneficial to the properties south of Woodruff Avenue
The project, including lighting improvements, would cost approximately
$48,000.
Mr Saul Johnson,:.6056 :0ak Avenue, stated he is in favor of the project,
citing the traff ic.pattern in front of the post office as being
hazardous.
Bingham Liu, 6013 Oak. Avenue, stated the cost is excessive and he does
not feel it would improve the safety factor.

Councilman Merritt moved that .. the draft. Environmental Impact Report

mental Impact. Report has, been_ completed. in conformance with the Calif-
ornia Environmental Quality Act and the state guidelines, and that the
City Council _has :reviewed_ and ..considered :.the :.information contained in
the report, and that any adverse environmental impact contained in the
report is overruled and counterbalanced by economic and social needs,
objectives and concerns in providing this community with public improve-
ments of municipal import-as set, forth in the findings indicated in the
minutes, seconded by Councilman Dennis and carried.
Councilman Tyrell" stated he felt.: this was an opportunity to make Oak
Avenue uniform in width - which will provide a safer traffic pattern
around the post office and other commercial businesses, and that it
was of sufficient priority to be considered even without federal funding.
Mayor Greenberg expressed concern with cars parked on both sides of
Oak Avenue from Las Tunas to Woodruff and felt that widening the street
would provide safer travelling for bicyclists.
Councilman Merritt moved to approve the plans and specifications for
Oak Avenue, Las Tunas Drive to Garibaldi. Avenue, and authorize their
submission to.CALTRANS,. seconded - by Councilman Tyrell and carried.
11. ACQUISITION OF RIGHT "OF WAY: KAUFFMAN AVENUE, SOUTH OF SPARKLETT
City Manager Koski presented-background information, stating the City
Council, at their.: regular._ meeting held June 15, 1976, held public
hearing relating to the acquisition of properties for right of way for
the extension of"Kauffman:Avenue.south of Sparklett, at which time
several property owners involved made a.verbal counter offer. City
Council directed .the ,City :Attorney to negotiate a fair and equitable
settlement on the .purchase of the necessary right of way. All eight
property owners have signed the counter offer agreeing to sign the
necessary Grant Deed.
Councilman Tyrell.moved to accept the counter offers of the eight
property owners as set for.ti-Lin ._memo dated July 14, 1976 and on file
in the City Clerk's office, seconded-by Councilman Gilbertson and
carried.
12. REQUEST FOR EXTENSION OF WORKING DAYS: CONTRACT #4, LIVE OAK PARK
City Manager Koski :advised : that Edison Company is still unable to
provide the required .transformers -.for ..the electrical reconnect at
Live Oak Park .and °contractor has asked for a.second extension of time
under Contract; #4. : It is estimated the installation of the transformers
will be completed in -July and authorization of an additional fifteen
working days will revise the completion date to August 13, 1976.
Councilman Tyrell moved to authorize the extension of Contract #4 for
fifteen" working days, with the revised completion date being August 13,
seconded by Councilman Gilbertson and carried.
13. FIREWORKS STANDS 1976 - REFUND OF DEPOSITS
City Manager Koski advised that the Building Department and the Fire
Department have reported that all fireworks stands have been removed
and sites cleared of debris, and that the organizations involved were
now eligible for refund of deposits.
Council expressed concern regarding rumors that some of the organizations
had sold some illegal fireworks. Councilman Gilbertson moved to establish
a policy that illegal sale of fireworks by an organization would result
in immediate closure of stand, forfeiture of their deposit and denial
of fireworks stand in the future, and to approve the refund of deposits
as set forth in memo dated July 13, 1976, and on file in the City Clerk's
office, seconded by Councilman Dennis and carried.

NEW BUSINESS:
14. RECOMMENDATION. FROM. PARKS:- AND RECREATION COMMISSION - OFFER OF
ASSISTANCE FOR THE REDEVELOPMENT OF LIVE OAK PARK
City Manager Koski advised .: the Parks..; and._ Recreation Commission, at
their special meeting_ held. July._ 7., 1976, : recouuuended to the City
Council ' that the offer _. received from Temple City Youth Football, Inc.
to donate $500 towards the construction of a new concession stand at
Live Oak Park be accepted,
Councilman_ Tyrell:moved to accept the. offer_of $500 from Temple City
Youth Football, Inc._ for construction:: of new concession stand at Live
Oak Park with Council's appreciation, seconded by Councilman Gilbertson
and carried.
15. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of July 7
A. TRAFFIC SIGNALS UNIFORM HOURS OF OPERATION
City Manager Koski presented :background information stating that it
was recently learned that: a•dis.cr.epancy existed between the approved
schedule of operation.. of. the: signals on Temple City Boulevard and
the actual hours. the_ signals are in full operation. The Traffic
Engineer; in reviewing the :City's schedule of operating hours of the
s.ignals.;.recommended to_Traffic Commission._that all signals, with the
exception of those. :on_24 :hour:operation., be set.for full operation
from 6:00 a.m,.to 10:00 p.m. and on flashing from 10:00 p.m. to
6 00 a.m. Uniform hours of operation would provide a more effective
means for Sher.iff''s..Department to identify signals which may not be
in full operation during.these hours. The Traffic Commission, long
in favor.of uniformity :of hours_of full and.f lashing operations,
recommended that all signals,.with the exception of those on 24 hour
operation; be set-for full operation from 6:00 a.m. to 10:00 p.m. and
on flashing from 10:00 p.m. to 6:00 a.m.
Councilman Dennis moved to approve the recommendation of the Traffic
Commission as set forth :in -memo dated July 13, 1976 and on file in
the City Clerk's office, seconded by Councilman Gilbertson and carried.
B. LAS 'TUNAS DRIVE, WEST OF ROSEMEAD BOULEVARD -- MODIFICATION OF
STRIPING .
City Manager Kos.ki'pr.esented_background information stating that as
part: of the. Community :•Redevelopmen.t'.Prof e.ct, the Traffic Engineer
reviewed existing' traffic =reghlations_and.channelization on Las Tunas
Drive between the:'Eaton:.Wash_and Rosemead Boulevard for safety of
ingress and egress: to the shopping center and adjacent properties.
The Traffic 'Engineer r :recommended that_Las Tunas Drive be restriped
to accommodate better: traffic-flow within the CRA :area, providing
for a left turn pocket- for_ access:: to the customer driveway into the
shopping complex.. opposite::Reno_.Str_eet The stress pole island on
Las.. Tunas.. Drive would : remain :`with_.placemen_t..of. a continuous left turn
pocket for _access 'to_the :truck :service driveway into the shopping
complex and the Sheriff's driveway westerly...
The left turn configuration for eastbound traffic on Las Tunas Drive
would remain unchanged. These modifications would necessitate the
placement of several island tip reflectors and directional signs.
The Traffic Engineer also recommended that red curb markings be placed
on the south side of Las Tunas Drive extending from Rosemead Boulevard
westerly to the first driveway west of Rosemead Boulevard for the
customer driveway. The red curb markings will provide a transition
lane for right turning vehicles onto Rosemead Boulevard from the
shopping complex driveway.
Councilman Merritt moved to approve the recommendation of the Traffic
Commission as set forth in memo dated July 14, 1976 and on file in
the City Clerk's office, seconded by Councilman Gilbertson and carried.

C. LOWER AZUSA ROAD - CAMELLIA AVENUE TO ARDEN WAY (PHASE II) -
STRIPING PLAN
City Manager Koski provided_background_information stating that
Lower Azusa. Road. from Camellia.-Avenue_to.Arden -Way is to be re-
constructed upon_ completion of - right- of- way-_activity by the City of
El Monte within their jurisdiction. The project includes a striping
plan which provides.for.-a four- lane.highway, which includes parking
and travel lanes and.left_turn_pockets_at Ellis Lane - Kauffman Avenue,
westbound; Baldwin Avenue, east and west approaches; and Arden Drive,
east and west approaches; Arden Way, westbound.
Councilman Tyrell moved to approve the recommendation of the Traffic
Commission re: the striping plan for. Lower Azusa Road from Camellia
Avenue to Arden Way (Phase II), seconded by Councilman Dennis and
carried,
16. RENEWAL OF AGREEMENT: TEMPLE CITY CHAMBER OF COMMERCE
City Manager presented extension agreement with the Temple City Chamber
of Commerce for the fiscal year 1976 -77, Council having provided funding
in the amount of $18,000 in the 1976 -77 budget.

RESOLUTION NO. 76 -1565: WARRANTS & DEMANDS
Councilman Tyrell moved to. adopt Resolution No. 76 -1565 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND

A. Registrar - Recorder.- Request to use City Hall as Check -in
Center, General Election, November 2, 1976
City Manager Koski presented communication from the Registrar -
Recorder's office requesting use of City Hall as a Check -in Center
for the General Election to be held November 2, 1976.
Councilman Gilbertson moved to approve the request as a public service,
seconded by Councilman Dennis and carried.
B. Petition re:. Street Tree Planting and Maintenance Program -
Broadway, Baldwin Avenue to Golden West
City Manager Koski presented petition received from property owners
on Broadway, Baldwin Avenue to Golden West, requesting a modification
of, tree species to be placed within subject limits and that a tree
planting program be initiated in the near future to allow sufficient
time to have attained some growth prior to a time when the existing
trees must be removed due to their deteriorating condition.
Councilman Dennis moved to accept the petition and refer the matter
to staff to prepare report concerning impact upon the surrounding
neighborhood to include costs, seconded by Councilman Merritt and
carried,
C. Claim for Damages - Lester Gonzalez and Leslie Hernandez
City Manager Koski presented claims received on behalf of Lester
Gonzalez and Leslie Hernandez claiming damages as a result of Sheriff's
Council Minutes, July 20, 1976 - Page
Department action which occurred at 2452 N. New Avenue, City of
Rosemead on July 1, 1976.
Councilman Merritt moved-to deny claim and refer to the City's insurance
carrier, seconded by Councilman Tyrell and carried.
20. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:

Mr, Tom Atkins, 5343 Cambury,.questioned the concept of the uniform
hours of operation of traffic signals, citing some problems which exist
at Baldwin Avenue and Olive Street.
Mr. Robert Owens, President; Temple.City.Chamber of Commerce, presented
a copy or £ he .newly.published:Buyer's_Guide to each of the Councilman,
stating they wouldfbe distributed'to all residents in Temple City by
the end of July.
RECESS TO CRA:
The City Council recessed _ at.10 :05 -pem, to.meet_as the - Community Redevelop-
ment Agency, all:members being present; -approved the minutes of the regular
meeting held July 6, 1976;.approved'Agreement to Negotiate Exclusively with
Miller Properties and Vornado, Inc..; . approved free- standing sign for the car
wash under construction at Broadway and Rosemead Boulevard; approved the pro-
posed addition to the Bank.of.America, Parcel "A "; adopted resolution approving
warrants and demands; approved.letter agreement relatiz?.g to deferment of pay-
ment under Commission Agreement with Coldwell Banker; and approved proposed
wall signs at 5526 Rosemead Boulevard. The minutes are set forth in full in
the records of the Agency.

22. MATTERS FROM CITY OFFICIALS:
A. Councilman Gilbertson moved to approve the purchase of the Decatur
Model radar unit in the amount-of $2,350, less trade -in, and to appro-
priate. the. additional..funds_and.amend the adopted budget accordingly,
seconded by Councilman Tyrell and carried,
B. Councilman:Tyrell directed staffrs attention..to_a run -off problem
'which-leaves:waterstanding on'the tennis courts Which will result in
damage-to-the surfaces.
Councilman - Tyrell also :directed- staff's.attention to .a hazardous condition
involving a tree at the northeast corner of Alessandro and Live Oak Avenues
C. Council.received.report::.of the joint meeting between the Temple City
Board of Education and Parks.and:Re.creation Commission, noting that the
report and comments made by.members of the School Board indicated a very
successful meeting which was very.beneficial and informative, which was
contrary to what had been reported in the Temple City Times.
