HomeMy Public PortalAboutConservation Minutes 2007-03-13 Orleans Conservation Commission Skaket Room, Town Hall Work Meeting, Tuesday, March 13, 2007 PRESENT: Bob Royce, Bill Parish, George Christie, Acting Chairman; (Members); Adrienne Pfluger, and John Sargent, (Associate Members). ABSENT: Arnold Henson, Chairman; Judith Bruce, Vice-Chairman; Harry Herrick, Jim Snedecor, (Members); and Jennifer Wood, Conservation Administrator. The Meeting opened at 8:30 a.m. CONTINUATION Miller Brothers, LLC (Jim $, AH1, John SU 31 Ruggles Road by Michael Talbot &Associates, Inc. The proposed flush-cutting to the ground of a 12"-diameter oak tree approximately 58' from the Top of the Coastal Bank, removal of invasive species within 50' to the Coastal Bank; & planting of native species for replacement & screening. A letter from Attorney Sarah Turano Flores requesting a Continuance was read to the Commissioners. MOTION: A motion to continue this Hearing to the Meeting on March 27, 2007 was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. CERTIFICATES OF COMPLIANCE Alan Cahill (Geo ery Shepard) 1995, 14 Kescayoganseft Road. Order of Conditions to construct a single-family home is built similar to the Site Plan. The screen porch and the garage extend further to the east. An As-Built has been submitted. Landscaping features such as walkways and steps were not included with this old Order. A Condition on the Order asks for a 25-buffer to the top of the coastal bank. There is a buffer planting there. MOTION: A motion to grant this Certificate of Compliance with a Continuing Condition for the 25' permanent buffer to the top of the coastal bank was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. Roger and Stephen Baldwin (2004), 116 Pochet Road. Order of Conditions to construct a single-family home is built similar to the Site Plan. The house is 2' further from the wetland. There are steps off the deck, an outside shower without an enclosure is built nearer the garage than shown on the Site Plan, and there is an air conditioner next to the garage. The buffer area offered with the Order has been planted but has not filled in yet. A 50' permanent buffer will remain as a Continuing Condition. PAGE 2-MINUTES-WORK MEETING-TUESDAY, MARCH 13, 2007 MOTION: A motion to grant this Certificate of Compliance with a Continuing Condition for the 50' permanent buffer to the wetland was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. REQUEST FOR RE-SIGNING OF A CERTIFICATE OF COMPLIANCE Dennis Bradley (1986), 32 Hayward Lane. For an Order of Conditions to construct additions and upgrade the septic system, and the Amendment to the Order for relocation of the proposed carriage house and a french drain. MOTION: A motion to re-sign this previously issued Certificate of Compliance was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. ADMINISTRATIVE REVIEWS Melinda Oleksiak, 212 Brick Hill Road. This is a request to have 4 trees professionally pruned to balance the trees and remove deadwood--2 black walnuts, one ash and one birch. This is not a view pruning. MOTION: A motion to approve this Administrative Review was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. Brian Kavanaugh, 100 Freeman Lane. Representative, Bruce Bronson, with a request to replace an existing sunroom with conventional wood framing, doors, windows and roof. The sunroom is built on a deck. The new roof will not be higher than the existing roof. George Christie said he was concerned about the construction access for this project as it will occur within 50'. A variance is needed and the project will need to be conditioned. MOTION: A motion to approve this Administrative Review was made by Bill Parish and seconded by Adrienne Pfluger. VOTE: 0-5-0 Denied. The Applicant must file a Notice of Intent. Jeff McMorrow, 8 Preservation Path. This is a request to build a 12' x 14' woodshed at the end of the driveway turnaround. The dwelling is partially within the 50' buffer, and the only place out of the 50' buffer to place the shed is in front of the house. MOTIOW A motion to approve this Administrative Review was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. PAGE 3-MINUTES-WORK MEETING-TUESDAY, MARCH 13, 2007 CHAIRMAN'S BUSINESS Approval of the Minutes from the Hearing/Work Meeting on March 6, 2007. MOTION: A motion to approve the Minutes from the Hearing/Work Meeting on March 6, 2007 was made by Bill Parish and seconded by Bob Royce. VOTE: Unanimous. The Commissioners discussed the reappointments for the next Fiscal Year. George Christie, Bob Royce, and Harry Herrick all wish to be reappointed and John Sargent said he would like to be appointed as a full Member, from an Associate.
