RESOLUTION NO. 77`--, CONCERNING TRAYr'IC SAFETY ON HENNEPIN
COUNTY ROADS 19 AND 29
WHEREAS an eight -year -old child was fatally injured on June 17, 1977,
while crossing Hennepin County Road 19 opposite Coleman's Dockside
Inn in the City of Medina; and
WHEREAS the speed limit on County Roads 19 and 29 is 45 miles per
hour from U.S. Highway 12 at the Maple Plain liquor store to Dockside
Inn; and
WHEREAS these county roads are experiencing increasing motor vehicle
traffic and congestion, at least in part because of the following
factors:
- Approximately 200,000 visitors annually to the Morris T.
Baker Park Reserve swimming and beach area;
-Use of the Dockside Inn property as the only viable boat -
launching area to Lake Independence during these times of
low water level;
-Expansion of the Dockside property to a full-fledged supper
club;
- Increased development of homes in the Independence Beach and
Independence heights subdivisions, accompanying installation
of public sanitary sewers;
- Opening of a high -volume traffic business in the Dairy Queen
across the road from the naple Plain liquor store at Hwy. 12;
and
WHEREAS there are dangers to pedestrians, bicyclers, children at
play, and motorists along County Roads 19 and 29, at least in part
because:
- The County Park Reserve is a natural attraction for many
pedestrians and bicyclers from Medina, Maple Plain, and
independence, and many of these are children;
- Some homes are built close to the road on small lots with
limited play areas;
- The roads are 2-lane, with two right-angle turns, and with
limited shoulders in some areas;
-Many persons fish in the creek emptying into Lake Independence
at Dockside Inn, and frequently cross the highway there;

NOW, THEREFORE, BE 1T RESOLVED that the Medina City Council hereby
requests the Hennepin County Highway Department and the Minnesota
Department of Transportation to take whatever actions are necessary
to upgrade traffic safety on Hennepin County roads 19 and 29 in
the City of Medina by
-Lowering the present 45 mile per hour speed limit to 35 miles
per hour;
- Extending the reduced speed limit from Dockside Inn to 600
feet north of Ardmore Avenue;
-Erecting appropriate signs to warn motorists of congested areas,
including those around the Park Reserve and Dockside Inn, and to
warn of bicyclers and pedestrians;
- Studying the feasibility of additional safety devices, which
might include rumble strips and crosswalks at appropriate
places.
