HomeMy Public PortalAbout04 30 2020 PC MinutesTe Town of Leesburg in Virginia Leesburg Planning Commission Special Meeting Minutes April 30, 2020 The Leesburg Planning Commission met on Thursday, April 30, 2020 in Town Hall Council Chambers, 25 West Market Street, Leesburg, Virginia 20176. The meeting was held without a quorum physically present, with staff coordinating electronic participation via WebEx. Staff members physically present in Chambers included Susan Berry Hill and Karen Cicalese. The meeting was open to the public for in -person attendance in Chambers, or by advertised WebEx login or dial -in access. CALL TO ORDER Chairman Nacy called the meeting to order at 7:31 PM and read the following Statement of Authorization for Meeting Without Quorum Physically Present: "This meeting is being held without a quorum of the Planning Commission physically present as authorized by, and in accordance with, State Code § 2.2-3708.2(A)(3), for the purpose of addressing the Coronavirus emergency as declared by the Governor of Virginia." Chair Nacy called for Roll Call and method of attendance. Chari Nacy — Present, attending remotely Vice Chair Faliskie — Present, attending remotely Commissioner Clemente — Present, attending remotely Commissioner Barnes — Present, attending in -person. Commissioner Harper — Present, attending remotely Commissioner Robinson — Present, attending remotely Commissioner Barney - Absent ADOPTION OF AGENDA Commissioner Barnes moved to adopt the agenda. Commissioner Faliskie seconded the motion and the motion carried by a vote of 6-0-1 (Barney absent) BUSINESS a. Discussion of Potential Revisions to the Adopted 2020 Planning Commissioner Calendar Chairman Nacy explained that the Continuity of Government Ordinance adopted by Town Council required meeting cancellations, decided by the Boards or Commissions Chairs, to occur no less than seven days in advance of the meeting. This special meeting was being held for the Commission to discuss the May schedule and determine as a body whether or not to hold the meetings in May. 1 Leesburg Planning Commission Minutes April 30, 2020 Concerns regarding current case load and due dates were discussed. Susan Berry Hill, Director, Planning and Zoning, advised that there were not any pending cases. There will be three public hearings before the Planning Commission on June 18th and included two Zoning Ordinance Text Amendments. One was initiated by two local businesses to address doggie day care and catteries. Both business owners did not have a problem with this being deferred to June. The second Zoning Ordinance amendment deals with the Gateway Districts. The third public hearing will be for the Loudoun County Public Schools Catoctin Elementary School Addition. Vice Chair Faliskie moved that the Planning Commission adopt the potential revisions to the calendar canceling the May meetings due to the COVID-19 virus. Commissioner Barnes seconded the motion and the motion carried by a vote of 6-0-1 (Barney absent). ADJOURNMENT: The meeting was adjourned at 7:45 PM.
