HomeMy Public PortalAboutResolution 20-95 Appointing Environmental Review Officer for Potable WaterRESOLUTION NO.20-95 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF MCCALL, IDAHO APPOINTING AN ENVIRONMENTAL REVIEW OFFICER FOR THE POTABLE WATER DISTRIBUTION PROJECT KNOW AS THE "SOUTH LOOP" AND THE ASSOCIATED IDAHO COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION. WHEREAS: The mayor and council of the City of McCall, Idaho find that the construction of the project known as the "South Loop" is essential to provide sufficient fireflows and potable water for the McCall - Donnelly Middle School and the Valley County Facility as well as several commercial developments planned for the area. The mayor and council of the City of McCall, Idaho find that there are not sufficient funds available to pay for such a project entirely for city sources. The mayor and council of McCall, Idaho find that the planned development will provide additional job opportunities for the citizens of McCall, including low to moderate income jobs. The mayor and council of McCall, Idaho declare their intention to apply for an Idaho Community Development Block Grant a necessary part of which is the appointment of an Environment Review Officer for the project. NOW, THEREFORE, BE IT RESOLVED BY. the mayor and city council of the City of McCall, Idaho that Jerome Mapp of IDA-ORE, Inc. be and the same is hereby appointed as Environmental Review Officer for the South Loop Project and the associated Idaho Community Development Block Grant application. This resolution shall be effective upon its passage and approval. Passed and approved this loth day of August 1995. The City of McCall will replace all occu- pied and vacant occupiable low/moderate income dwelling units demolished or converted -to a use other than as low/moderate income housing as a direct result of activities assisted with funds provided under the Housing and Community Development Act of 1974, as amended, as described in 24 CFR570.606(b)(1). All replacement housing will be provided . within three years of the commencement of the• ; demolition or rehabilitation relating to conver- sion. Before obligating or expending funds that will directly result in such demolition or con- version, the City of McCall will make public : and submit to the Idaho Department of Com- ' merce the following information in writing: • l.. A description of• the proposed assisted • activity; 2. The general location on a map and ap- proximate number of dwelling units by size (number of bedrooms) that will be demolished or converted.to a use other than as low/moder- ate income dwelling units as a direct result of the. assisted activity; 3. A time schedule for the commencement and completion of the demolition or conver- sion; ' • 4. The general location on a map and ap- . proximate number of dwelling units by size (number of bedrooms) that will be provided as replacement dwelling units; 5. The source of funding and a time sched- ule for the provision of replacement dwelling units; and 6. The basis for concluding •that each re- placement dwelling unit will remain a low/• moderate income dwelling unit for at least 10 years from the date of initial occupancy. The City of McCall will provide relocation assistance, as•described in 570.606(6)(2), to each low/moderate income householddisplaced by the demolition of housing or by the conver- sion of a low/moderate income dwelling to another use as a direct result of assisted activi- ties. Consistent with the goals and objectives of activities assisted under the Act; the. City of McCall will. take the following steps to:'mini- mize the displacement of persons • from their homes: 1. Provide the maximum notice possible to. persons being displaced. 2. Provide such persons with assistance in locating replacement housing. 3. Provide relocation payments to displaced persons. The City of McCall hereby certifies it has officially adopted and published in a news- paper of general circulation said Residential Anti -Displacement and Relocation Assistance Plan.
