APPROVING A PROFESSIONAL SERVICES CONTRACT-
T & M ASSOCIATES-RE: PHASE I, PRELIMINARY ASSESSMENT,
BLOCK 192, LOTS 1,2 AND 3
WHEREAS, the Borough of Carteret (the "Borough") is in need of specialized
engineering services with regard to the preparation of a Phase I-Preliminary Assessment,
Block 192, Lots 1,2 and 3; and
WHEREAS, the engineering firm of T &M Associates, possess the requisite know ledge
and expertise to provide such services; and
WHEREAS, T &M Associates has submitted a proposal to provide said services at a
maximum cost not to exceed $5,500.00; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for the same.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough
ofCarteret as follows:
I. The proposal by T &M Associates to provide engineering services for
the preparation of a Phase I-Preliminary Assessment, Block 192, Lots
1, 2 and 3 in the amount not to exceed $5,500.00 billable, is hereby
approved.
2. This award is made as a professional services contract pursuant to
N.J.S.A. 40A:II-5(1) (a) awarded pursuant to the Borough's Fair and
Open process as authorized by law.

and certified as a true copy of the

Dear Mayor and Borough Council:
T & M Associates appreciates this opportunity to present this scope of services to perform a Phase I -
Preliminary Assessment (P A) for the above referenced Parcels within Carteret Borough.
SCOPE OF SERVICES
TASK 1:
Phase 1 - Preliminary Assessment
Professional Services
T&M Associates will prepare a Phase I - Preliminary Assessment pursuant to the American Society for
Testing and Materials (ASTM) Standard Practice E-1527-00 and the New Jersey Technical Requirements
for Site Remediation (NJ.A.C. 7:26E-3.1) on the subject property. This practice is intended to identify
"Recognized Environmental Conditions." Compl iance with this regulation is intended to serve as evidence
that the owner or purchaser at this point in time has completed the process intended to qualify for the
"innocent landowner defense" under the Comprehensive Environmental Response Compensation and
Liability Act of 1980 known as CERCLA (42 U.S.C. 9601 et seq.) only. We will issue Phase I
Environmental Site Assessment Report upon completion ofthe tasks outlined in the ASTM Standards.
As a portion of our scope of services, we will obtain historical mapping and an updated detailed record
search from Environmental Data Resources (EDR) as well as request all available information pertaining to
the site from local and County Government Agencies.

The professional service outlined above does not include any subsequent investigations or environmental
sampling of the soils, groundwater, paint or asbestos associated with the residential structure, if any
Recognized Environmental Conditions are identified.
Schedule
The professional services outlined above will be completed within thirty (30) days of your acceptance of
this proposal, unless events beyond our control create delay.
SCHEDULE OF FEES
All professional services described in Scope of Services items shown below will be compensated by a
not-to-exceed fee inclusive of direct expenses as follows:
