HomeMy Public PortalAboutResolution 35-94 Supporting General Revenue SharingRESOLUTION NO. 35-94 A RESOLUTION OF THE CITY OF MCCALL, VALLEY COUNTY, IDAHO SUPPORTING GENERAL REVENUE SHARING TO CITIES, COUNTIES AND SCHOOL DISTRICTS. Whereas The Association of Idaho Cities supports the allocation of 8% of state general revenue from income tax to cities, counties and school districts. Idaho cities have only the "most hated" tax, the local property tax, to rely on to meet growing budget demands, and Governor Phil Batt has declared property tax relief to be a high priority of his administration; Now, therefore, be it 'resolved by the Mayor and City Council of McCall, Idaho to request the Idaho Legislsature provide property tax relief by supporting AIC's proposal to proved $45 million, 8% of state income tax revenues, shared equally by cities, counties and school districts, such that cities and counties will be required to deposit 50% of all moneys in a "property tax relief fund" and schools will be allowed to use the funds only as match for their capital improvement bonds. Al !EST: CITY OF MCCALL Mayor NO. UNITED STATES STATE OF COUNTY OF OF AMERICA IDAHO VALLEY CITY OF McCALL LOCAL IMPROVEMENT DISTRICT NO. 2 INTERIM WARRANT FOR VALUE RECEIVED, the City of McCall, Valley County, Idaho (the "City"), acknowledges itself to owe, and promises to pay to WEST ONE BANK, IDAHO the original Registered Owner hereof or its assignee, at the office of the City Treasurer, on or before the first day of June, 1995, the sum of DOLLARS ($ ) in lawful money of the United States of America, together with interest thereon in like money at the rate of six percent (6.0010 per annum from the date hereof, interest payable on redemption. This Warrant is registered, both .as to principal and interest, with the City Treasurer, and any transfer hereof must likewise be registered. This Warrant is a negotiable instrument, payable solely from the prepayment of assessments or the issuance of local improvement district bonds for Local Improvement District No. 2 of the City, all as authorized by Ordinance No. 651, adopted on February 10, 1994, and Resolution No. 34-94, adopted on December 8, 1994. The owner of this Warrant shall have no claim against the City, its funds or property, except as set forth above. This Warrant is issued for the purpose of providing part of the interim funds necessary to construct the improvements authorized for Local Improvement District No. 2, under and by PAGE 1 virtue of and in full conformity with the Constitution and laws of the State of Idaho and Ordinance No. 651 of the City. IT IS HEREBY CERTIFIED, RECITED, AND DECLARED that all matters, acts, conditions and things required by law to make this Interim Warrant a valid and enforceable limited obligation of Local Improvement District No. 2 of the City, have happened, have been done, and have been performed, and the first proceeds of the prepayment of local improvement district assessments and of the issuance and sale of local improvement district bonds for Local Improvement District No. 2 of the City, are pledged for the payment of the same.
