AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH CME ASSOCIATES, FOR PREPARATION OF
MAINTENANCE SPECIFICATIONS AND BID DOCUMENTS FOR
A WATERFRONT PARK MAINTENANCE CONTRACT
WHEREAS, the Borough of Carteret is in need of specialized engineering
services in connection with the maintenance specifications and preparation of bid
documents for a Waterfront Park maintenance contract; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $5,300.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
I. The proposal from CME Associates for engineering services related to the
preparation of maintenance specifications and bid documents for a maintenance
contract at Waterfront Park, at a total cost not to exceed $5,300.00 is hereby
approved.
2. This action is approved as an award of a professional services contract pursuant
to N.J.S.A 40A:II-5(1)(a) in accordance with the Borough's Fair and Open
Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing Department
and CME Associates.
Adopted this 13th day of March, 2007

Re: Proposal for Maintenance Specifications
and Preparation of Bid Documents
for Annual RFP at Waterfront Park
Proposal No. 2007-027
Dear Mayor Reiman:
We are pleased to present our estimate of fees for the preparation of maintenance
specifications and the initial annual RFP bid document for Waterfront Park. The
maintenance specifications will include, but not be limited to, turf maintenance, tree and
shrub care, bed re-mulching, leaf removal, weed spraying, and other general park
maintenance requirements.
As you may recall, our office prepared the specification for maintenance for 2006.
However, the desire of the Borough to provide a diverse schedule for maintenance
activities resulted in significantly higher bid prices than anticipated. We anticipate
meeting with the Borough officials early in the process in order to establish the contract
scope.
It is the intent of our proposal to include all of the items needed to provide thorough
maintenance of the park, but limit same to landscape related items. Based upon same,
our anticipated scope of work is as follows:
Preparation of Park Maintenance Bid Documents and Bid Phase Services
Services for this phase will involve the preparation of project specifications and
preparation of the related bid document. Our office will also advertise the bid, review of
submitted bids and prepare a recommendation of award.
As we anticipate the project cost may be greater than the bid threshold, we anticipate a

Our office recommends utilizing CME Associates for monitoring ongoing maintenance
work for the park. However, our proposal does not include site maintenance inspection
services for such monitoring. At your request, a separate proposal will be prepared by
our office for site maintenance inspection services.
