RESOLUTION NO. 05 -4331
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ESTABLISHING A SCHEDULE OF FINES AND LATE FEES FOR
THE ADMINISTRATIVE CITATION PROGRAM
WHEREAS, the City Council is committed to protecting the health, safety, welfare and
quality of life of Temple City residents; and
WHEREAS, California Government Code Section 53069.4 authorizes local agencies to
implement administrative procedures by ordinance that shall govern the imposition, enforcement,
collection of fines and administrative review process; and
WHEREAS, the City Council adopted Ordinance No. 05 -895 on February 15, 2005,
amending Article 1 of the Temple City Municipal Code to establish a civil administration citation
program; and
WHEREAS, a comprehensive code enforcement and animal control program that uses a
combination of judicial and administrative remedies is critical to ensure Code Compliance.

NOW THEREFORE, the City Council of the City of Temple City hereby resolves as
SECTION 1. SCHEDULE OF CIVIL FINES.
(A) The fine established pursuant to Section 1405 (A) of Ordinance No. 05 -895 is
$50.00 for a first violation of the following sections:
1. Sections 3400 - 3415 (Street Obstructions)
2. Sections 3500 — 3591 (Park Regulations)
3. Section 4230 (Property Maintenance)
• (H)(1 -2) Overgrown Vegetation
• (I)(1 -3) Dead Trees, weeds, and debris
• (J) Storage of motorhomes, boats and trailers in public view
• (K) Inoperable Vehicles
• (M) Broken /discarded furniture in public view
• (N) Clothes line in front yard areas
• (0) Trashcans stored in public view
• (P) Packing boxes and debris in public view
• (W)(1 -3) Maintenance of commercial signs and structures
• (X)(1 -3) Inadequate landscaping
4. Section 4250 (Yard Sales / Garage Sales)
5. Sections 4502 — 4503 (Advertising Regulations)
6. Section 9117(H) (Home Occupation)
7. Section 9280 -9284 (Noise Regulations)
8. Section 9316 -9319, 9363 (FenceNegetation Height)
9. Section 9320 - 9329 (Sign Regulations)
(B) The fine established pursuant to Section 1405 (B) of Ordinance No. 05 -895 is
$100.00 for a second violation of the following code sections subject to the imposition of an
administrative citation, within a twelve -month period of the commission of a first violation:
1. Sections 3400 - 3415 (Street Obstructions).

$25.00 for a first violation of the following sections:
1. Section 3569(D) (Park Regulations /Animals in the Park)
2. Section 3631 (Dog Licenses)
3. Section 3650 (Vaccination — Time Periods)
4. Section 3660 (Leash Law)
(D) The fine established pursuant to Section 1405 (B) of Ordinance No. 05 -895 is
$50.00 for a second violation of the following code sections subject to the imposition of an
administrative citation, within a twelve -month period of the commission of a first violation.
1. Section 3569(D)(Park Regulations /Animals in the Park)
2. Section 3631 (Dog Licenses)
3. Section 3650 (Vaccination — Time Periods)
4. Section 3660 (Leash Law)
SECTION 2. LATE CHARGE.
(A) A late charge, pursuant to Section 1410 of Ordinance No. 05 -895 for the untimely
payment of a civil fine, is established as 50% of the fine amount, whether for a first or second
violation.

I, City Clerk of the City of Temple City, do hereby certify that the foregoing resolution,
Resolution No. 05 -4331, was duly passed, approved and adopted by the City Council of the City
of Temple City at their regular meeting held on the 3rd day of May, 2005 by the following vote:
