RESOLUTION 18-21
A RESOLUTION OF THE CITY OF MCCALL, IDAHO, SETTING THE RECREATION
CONVENIENCE FEE FOR DEBIT AND CREDIT CARD TRANSACTIONS NOT TO
EXCEED 4.00%; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on May 24, 2012 City Council approved Resolution 12-09 adopting a recreation
payment convenience fee; and
WHEREAS, staff has determined that giving the community the option of registering for
recreation activities online provides a needed service; and
WHEREAS, there are other ways for customers to pay for recreation activities without the use of
a credit or debit card and therefore without a convenience fee; and
WHEREAS, the City Council is of the opinion that it is in the best interest of the recreation
customers to have the opportunity to use a debit or credit card when registering for recreation
activities; and
WHEREAS, when a customer uses a credit or debit card the card processing vendor charges a fee
to the City which fee the City does not incur for customers paying by check or cash; and
WHEREAS, THE City Council is of the opinion that those individuals choosing to use a debit card
or credit card should pay the fee and the fee paid should cover the cost processing credit card
payments; and
WHEREAS, according to Idaho Code 63-1311A a public hearing is necessary when a fee increase
is in excess of five percent (5%) or a new fee is established; and
WHEREAS, the City has obtained a decrease in the card processing fee from 4.00% to 2.69% of
the amount charged; and
WHEREAS, a public hearing is not necessary for a decrease in fees.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and City Council of the City of McCall,
Valley County, Idaho:
Section 1: The following fee is hereby adopted as the fee for Recreation Payment Convenience
when choosing to use a debit card or credit card:

4.00% of the transaction amount, or the percentage of the transaction amount charged by
the City's debit/credit card processing vendor, whichever is less.
Section 2: Effective Date: The above fee is effective immediately upon adoption and shall remain
in effect until further action by the Council.
