ADJOURNED MEETING
AUGUST 31, 1976
JOINT MEETING - PARKS AND RECREATION COMMISSION:
I 1. Mayor Greenberg called the adjourned meeting of the City Council to
order at 7:3O p.m. on Tuesday, August 31, 1976, in the North
Meeting Room of the City Hall.

3. LIVE OAK PARK DEVELOPMENT: CONCESSION STAND
City Council and "Parks and Recreation Commissioners reviewed Live Oak
Park Development in regard to the construction of a new concession
stand on the easterly portion of the park as a replacement for the
existing concession stand operated by the American Little League.
Following discussion of the size and location, and amount of financial
assistance to be provided by the City, Council agreed on the proposed
location-as shown on the Master Plan of Development for Live Oak Park.
They also approved the size of the structure as represented on plans
prepared by Harry Shoemaker, Architect, dated June 22, 1976. The
structure, to be designed and constructed in a manner to accommodate
a second floor addition in the future, and that the larger of the
storage rooms is to be modified with sufficient window openings to
meet the building code to qualify as a meeting room.
Council authorized staff to finalize the plans and specifications and
solicit bids" for the. construction of the foundation and flooring, and
exterior block walls at an estimated construction cost of $8,000.
4. REVIEW OF PHASES II, III AND IV - LIVE OAK PARK DEVELOPMENT
There was general discussion of Phases II, III and IV. of the Live Oak
Park Development Plan and a brief overview of various sources of funding,
including SB 174, the California Urban Open Space and Recreation Program
and SB 1321, State Urban and Coastal Bond Act of 1976 which will appear
as Proposition 2 on the November ballot, and the recently enacted federal
legislation known as the Public Works Act. Staff will pursue all of the
foregoing as possible means for financing the various phases of park
development.
5. PROPOSED LIGHTING OF TENNIS COURTS - TEMPLE CITY HIGH SCHOOL
There was general discussion of lighting of tennis" courts located at
Temple City High School, with an estimated cost for lighting the four
courts between $16,000 and $20,000. City Council requested Parks and
Recreation Commission submit a recommendation to Council as to the
advisability of proceeding with the lighting of the four courts as part
of the overall community recreation program.
JOINT MEETING - PLANNING COMMISSION:
Council met with the Planning Commission at 8:30 p.m., all members
being present.

6. AMENDMENT TO ZONING CODE RE: NOISE STANDARDS AND REGULATIONS
City Council and Planning Commission discussed proposed noise control
regulations, including the model ordinance prepared by the Office of
Noise Control, State Department of Health. It was the consensus of
the Council and Commission that the model noise ordinance as proposed
by the Office of Noise Control contained considerable material which
would require extensive redrafting to be applicable to the problems
in Temple City, and that the second redraft of the proposed City
ordinance reviewed by the Planning Commission on June 22, 1976 and
presented to the City Council at their regular meeting held
August 3, 1976 would best meet the needs of the community.
7 1976 -77 LAW ENFORCEMENT CONTRACT SERVICES
There was a general discussion'of the current law enforcement program
provided by the County Sheriff's Department and the continuing increase
in costs without benefit of additional services. Staff was requested
to investigate and prepare a report outlining various alternatives
for providing municipal law enforcement services.
8. ADJOURNMENT:
Meeting adjourned at 9 :00 p.m. to tour the County Library to provide
an opportunity for members of the City Council to inspect the basement
area for use as the City's emergency operating center as a part of the
City's disaster planning program.
Next regular meeting of the City Council will be held Tuesday,
September 7, 1976, 7:30 p.m. in the Council Chamber of the City Hall.
