NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services in regard to Comprehensive Drainage Evaluation and Improvements to Louis Street at a total cost not to exceed $12,500.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to NJ.S.A 40A:11-5(1)(a) awarded pursuant to the Borough's Fair and Open process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. Adopted this 13th day of March, 2007 and certified as a true copy of the original on March 14, 2006. TeRRis Cl>fJrt:s illJu' Ct..lcJ at Park CME File: H-CA-00202-01/Proposal No.: 2007-001A Dear Mayor Reiman: In response to our letter of January 30, 2007 (attached for your reference) several factors were identified that appeared to contribute to the resulting drainage problems on both the fields and courts on Carteret Avenue and Louis Street. Based on our many site inspections and discussions with the Borough, we believe that the Borough would be best served by providing a Comprehensive Drainage Evaluation of the area due to the extent of the drainage concerns both present and future, and the influence of the possible solutions on several Borough projects. As such, we are pleased to present the following scope of services: Comprehensive DrainaCle Evaluation for Carteret Avenue and Louis Street In this phase, we plan to provide surveying services for the area between Louis StreeUCarteret Avenue as-built the existing ball fields, basketball and tennis courts, additional open areas around the courts and fields, and the downstream drainage features along the rear of properties fronting on Louis Street. The topography and locations will be used to model the existing runoff characteristics of the site and identify specific areas of concern, including low lying and ponding areas. From the survey phase services and review of the existing runoff characteristics, we shall prepare a Comprehensive Drainage Evaluation, which will include specific recommendations for the Borough to address these areas of concern. We believe this evaluation is beneficial to the Borough as it will address the immediate areas of concern, as well as providing the Borough a master plan to develop an overall drainage scheme for the area and to address future drainage improvements in the area.
