HomeMy Public PortalAbout2018.09.28 Special MeetingMINUTES McCall City Council Special Joint Meeting with the Airport Advisory Committee McCall City Hall -- Legion Hall September 28, 2018 Call to Order and Roll Call Work Session Adj ournment CALL TO ORDER AND ROLL CALL 1 Mayor Aymon called the regular meeting of the McCall City Council to order at 9:09 a.m. Mayor Aymon, Council Member Giles, Council Member Holmes, and Council Member Sowers all answered roll call. Council Member Nielsen arrived at 9:25 a.m. City staff members present were Anette Spickard, City Manager; Shay Tyler, Deputy Clerk; Linda Stokes, City Treasurer; Jay Scherer, Airport Manager; Also, in attendance: Airport Advisory Commission members Shawn Walters; Rick Fereday; Charles Jones; Mike Weiss, Chair Airport Master Plan Joint Work Session with the Airport Advisory Committee Airport Manager Jay Scherer presented the Airport Master Plan joint work session. He gave a brief overview and explained criteria to be eligible for future AIP funding. He went over the airport layout plan of the parallel taxiway, reported on land acquisitions, and land use challenges. He talked about proposed near term construction projects and future development needs and strategies. He pointed out the Master Plan is scheduled for update in FY20 and the need to start forming the scope of the new Plan. Airport Manager Scherer discussed the different Through the Fence (TTF) issues in other cities using Afton, Wyoming and Sandpoint, Idaho as examples of good and bad situations caused by giving TTF to private entities. Charles Jones, Airport Advisory Committee (AAC) member, shared his experience with TTF in Driggs, Idaho. There was a brief discussion about TTF options. Airport Manager Scherer talked about the runway extension and paving needs. The Federal Aviation Administration (FAA) will not give any more funding until parallel taxiway is taken care of. He covered the impacts of the parallel taxiway which includes the need for a new fence (preferably a wildlife fence for the entire south end of the runway), replacement of the electrical at the south end, a lease amendment for Hangar 605, relocation of the windsock and jet row parking (repaving parking area), and shared the rehabilitation opportunities of the north apron, main apron, and B 1 rehab, relocation of the helipad, and seal/paint of the runway. Currently, $15OK is received from private/commercial leaseholds and $150k from the Forest Service — Smoke Jumper Base. The waiting list for hangars has 32 people so the Triangle expansions and possible hangar expansion on Heimich Street on the west side is needed. Development of Heimich Street creates funding opportunities with the FAA for fixing a very bad patch of pavement but it causes issues with the access for the Forest Service. There will need to be a future discussion on this subject. There was a brief discussion of developing commercial services. A paving report on the airport was completed the by State of Idaho in 2017 where they identified areas in poor shape. He believes in fixing and maintaining what is already in place before expanding the airport. The airport receives nonprimary entitlement funds which he would like to see earmarked for paving maintenance in the Capital Improvement Plan. Members of the Airport Advisory Committee (AAC) shared thoughts and concerns for the future of the McCall Municipal Airport and answered questions. Mike Weiss shared his thoughts about the airport's history, congestion, education programs, and job creation. Charles Jones spoke about the Triangle and TTF. He feels development is a huge priority. Rick Fereday agreed with Mr. Jones but cautioned in what kind of lease is made, spoke about a past situation where the hangar owner ended up with a fantastic deal whereas the airport did not, and shared his concern for snow storage and taxiway management. Shawn Walters shared the Forest Service air fleet is growing more into the use of large air tankers and spoke to the limitation this airport gives them in fighting fires. He is interested in the new Forest Service agreements and how to grow as a base. Council Member Giles asked Mr. Fereday for three points of what not to do. Mr. Fereday stated he is concerned about how to pay for the utilities, how to develop the hangar space sizes, and advised the City to use caution in large hangar owners/commercial negotiations. There was a brief sharing of some ideas of how to cover the utility costs with new hangars. Council Member Nielsen asked what the general thoughts of the AAC was on the TTF and runway extension. Mr. Weiss responded he felt a (cautious) forward movement with the Triangle development was a priority and working with larger tankers such as the Forest Service needs to be a part of the long-range plan. Mr. Fereday pointed out the TTF past issues has been expensive for the City and cautions against using them. For a better visual for future discussions, the Council requested a tour of the airport, preferably soon. Staff will send out confirmation of the date and time.
