HomeMy Public PortalAbout2018.06.25 Special MeetingMINUTES McCall City Council Special Meeting — Budget Work Session McCall City Hall -- Legion Hall June 25, 2018 Call to Order and Roll Call Approve the Agenda Proclamations Public Comment Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Aymon called the special meeting of the McCall City Council to order at 9:05 a.m. Mayor Aymon, Council Member Giles, Council Member Holmes, Council Member Nielsen, and Council Member Sowers all answered roll call. City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; Erin Greaves, Communications Manager; Linda Stokes, City Treasurer; Delta James, Economic Development Planner; Traci Malvich, Human Resources Manager; Nathan Stewart, Public Works Director; David Simmonds, Information Systems Manager; Eric McCormick, Golf Course Superintendent; Kurt Wolf, Parks and Recreation Director; Also, in attendance: Sherry Maupin, McCall Area Chamber of Commerce; Terri Lindenberg, Treasure Valley Transit; Steven Hackler, Mountain Community Transit; Keith Larson and Greg Loscher of Bowen Collins; Eric Landsberg, SPF Water Engineering; Amber Kostoff, McPAWS Regional Animal Shelter PROCLAMATION Rotary Club of McCall -Payette Lakes Proclamation The Rotary Club of McCall -Payette Lakes was organized and chartered in 1949 and is the largest and most active club in Valley County. There are 71 active members who meet Wednesday's at noon each week. They pride themselves on carrying out the Rotary theme of Service Above Self. Some of the annual fundraising activities and local projects supported include: • Woodstock - A community program to cut and transport firewood for those in need for the winter • Literacy Projects: Provide dictionaries and library books to local elementary students • Youth Services - to include Youth Study Exchanges, RYLA, and academic and vocational scholarships • McCall/Donnelly High School Booster Club and Choir MCCALL CITY COUNCIL June 25, 2018 Special Meeting Page I of 4 " Little Ski Hill after school program for kids " PLCA After School Kids Program " Warren Wagon Road Cleanup Project " AWeSOME- A program to assist the disabled ski and kayak on local slopes and rivers. " Winter Carnival Bead and Chorizo sales " McCall Ball - a family friendly, fun -filled 'softball' game " and many more projects through our McCall Rotary Foundation Grant Program Council Member Holmes moved to approve the proclamation of the Rotary Club of McCall - Payette Lakes Day. Council Member Giles seconded the motion. In a voice vote all members voted aye and the motion carried. Mayor Aymon read the proclamation. BUDGET WORK SESSION McCall Transit Presentation for FY19 Budget Request Terri Lindenberg of Treasure Valley Transit presented. She gave a brief history of the company. The request this year is $75,000, an increase from last year. Offering competitive wages is the largest reason for the increase. She explained the grant match requirements, Local Option Tax funding, and Medicaid funding. She shared the challenges with procuring the new buses and their efforts at lobbying the legislators and mayors. Steven Hackler of Mountain Community Transit explained the drop -in ridership, special shuttle services during events, group shuttles for businesses, and shared the issues they worked through with creating a shuttle to Brundage Ski Resort and are considering dropping the service due to lack of riders. Ms. Lindenberg and Mr. Hackler answered the Council's questions about the Federal grant, State funding, the Brundage Resort shuttle service, the status of their new facility, and student ridership from Cascade. West Central Mountains Economic Development Council FY19 Budget Request Sherry Maupin, West Central Mountains Economic Development Council (WCMEDC) presented. WCMEDC is looking for an $18,000 grant match this coming year and is asking the City for $10,000. She covered the accomplishments of the past year and the projects and focus for the coming year which includes an apprenticeship program, finalizing the GAP analysis report, a marketing campaign to entice skilled employees and new businesses to the area, and workforce housing solutions. The WCMEDC has received funding commitments in the amounts of $20,000 from Valley County, $1000 from Cascade, $500 from New Meadows, and have requested $3500 from Donnelly and $6000 from Adams County. In addition, a $5000 business grant has been awarded for partnering with the business community. Ms. Maupin answered questions about a housing, student programs, and ideas about a college. Water Rate Study Keith Larson of Bowen Collins & Associates presented the Water Rate study. He briefly summarized of the previous work session with the Council, gave an update of the revenue needs analysis, MCCALL CITY COUNCIL Page 2 of 4 June 25, 2018 Special Meeting capitalization charges, explained how the rates are determined, and shared the draft water rate option structures. After asking staff many questions and an extensive discussion about the different rate options and either a seasonal or block rate structure, the Council came to the consensus to direct staff to go forward with Option 3 with a block rate structure and to spread the rate increases over a 5-year period. They were also amenable to the capitalization charge increases. Council Member Giles moved to direct staff to educate the public on Option 3 — Block Structure and the capitalization charges for the water rates on a 5-year plan. Council Member Holmes seconded the motion. In a roll call vote Council Member Giles, Council Member Holmes, Mayor Aymon, Council Member Nielsen, and Council Member Sowers all voted aye, and the motion carried. MCPAWS FY19 Budget Request Amber Kostoff, Executive Director of McPAWS Regional Animal Shelter presented. She expressed her appreciation for the positive support from the City and the community. One focus of the shelter is to share information on pet ownership and responsibility. She shared 2017 was a strong year for the shelter and explained they had received a $200,000 donation from an individual's estate has been given specifically for the expressed purpose to ensure future viability and is not accessible for operating expenses. In 2018, the City of McCall contributed $40,000 and the Valley County $15,000. The City has a contract with McPAWS to take care of animals the police department picks up. Grant money has been received to cover the spay and vaccination program for feral cats. The Council convened for a short break at 12:20 p.m. and reconvened at 12:30 p.m. for a working lunch. Personnel costs, including benefit cost increases Human Resource Manager Traci Malvich presented the personnel costs with benefit cost increases for FY19. Letters have been sent out to health insurance carriers and she does not anticipate to hear back from them until mid -July. She based the budget numbers on last year's increases and is proposing 2% Market / 3% Merit increases. She gave a history of how the current wage matrix came into place and where the City falls in comparison to other resort cities, and answered questions about budget numbers. Library Funding City Treasurer Linda Stokes presented the Library funding. She gave an overview of the Financing Tools provided by C. Anderson of Zion's Bank, and explained the bonds, tax levy, and lease purchase agreements. She gave the cost impacts of a 20-year term and a 30-year term bond. Members from the Library Board and Expansion Committees shared comments and answered the Council's questions. There was a discussion about the different funding options and ballot procedures. The general consensus of the Council was to go out to bond in 2020 and they asked the Library Board to begin the engineering process. Council Member Sowers asked to see a more detailed vision for the new library. MCCALL CITY COUNCIL Page 3 of 4 June 25, 2018 Special Meeting Property Taxes City Treasurer Stokes discussed starting a Capital Improvements funds so those dollars could be removed from the General fund account. She shared the current 3% Increase is $166,464, new construction growth tax increase in 2018 up to date is $184,666, and the Foregone Amount (not included in 1 St budget request) is $400,772. She went over the homeowner's exemptions and estimated levy rate calculations, and what the impact would be to property taxes. There was a discussion on the foregone. Review of Draft CIP City Treasurer Stokes went through a few of the Capital Improvement Projects (CIP) including the Downtown Core (water/sewer, underground utilities), the Library expansion, the City campus, and the Senior Center. Next, she explained the funding for the CIP projects with the fund balance, LOT, and grants. Staff answered questions about various projects. Review of City LOT Applications City Clerk BessieJo Wagner presented the applications that have been received for LOT funds requests and answered questions of the Council. The LOT Commission is reviewing the applications and will present their recommendations at a future Council meeting. Overview of the Draft Budget Staff answered questions and received feedback. Firewise Discussion Mayor Aymon presented the request to fund Firewise woody debris program. The program helps reduce fires and has been well received by the community. The City funded $7000 to the program last year and her hope is the City will give funding again this year. The costs for 2018 was $9765. The future goal is to have people take their stuff to the Transfer Station where they take woody debris for free.
