AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITH T&M ASSOCIATES-
HAYWARD AVENUE PUMP STATION COLLECTION
SYSTEM PERFORMANCE REPORT! NJDEP AACO
WHEREAS, the Borough of Carteret is in need of specialized engineering
services in connection with the Hayward Avenue Pump Station Collection System
Perfonnance Report INJDEP AACO; and
WHEREAS, T&M Associates, 11 Tindall Road, Middletown, New Jersey, 07748,
possesses the requisite experience and expeliise to provide said services; and
WHEREAS, T&M Associates has submitted a proposal to provide said services at a total
cost not to exceed $7,600.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED bytlwMayor ;md th~ Council of the
Borough ofCarteret, County of Middlesex, State of New JerSey, as folloS-vs:
1. The proposal from T &M Associates for engineering services related to the
Hayward Avenue Pump Station Collection System Perfonnance Report! NJDEP
AACO, at a total cost not to exceed $7,600.QOjs hereby approved.
2. This action is approved as an award of a pnofessional services contract pursuant
to NJ.S.A 40A: II-S(l)(a)in accordance with the Borough's Fair and Open
Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing Depaliment
and T &M Associates.

Dear Mayor Reiman:
Weare pleased to provide this scope of work for engineering services to review and monitor the
operation of the Hayward A venue Pump Station Collection System over a 6 month period. We
will also prepare a Performance Report based on the findings during the 6 months of monitoring
and will provide a draft to the Borough for review and subsequently forward Performance Report
to the DEP. This monitoring and performance report is a requirement of the Borough's
Amended Administrative Consent Order (AACO) with the NJDEP. The engineering services we
propose to provide are as follows:
1. Review and evaluate the Hayward Avenue Pump Station How meter data for the period
commencing September 21, 2006 through March 21, 2007. It is understood this task will
be performed by the pump station designer, Hatch Mott MacDonald and they will provide
summary of data and comment for inclusion in report to DEP.
2. Meet with and discuss collection system performance with the Borough Sewer
Department.

3. Field investigate the pump station and collection system during a significant rainfall
event (greater than Yz"). Observations of flow conditions and any surcharging will be
made at the following manhole locations (John Street and Beverly Street, S1. Anne Street
and Christopher Street, Hayward A venue Sewer entering pump station, Hayward A venue
and Grant Avenue, Grant A venue and Herbert A venue, flow exiting the Gateway Pump
Station force main (MH 01 on Beverly Street). If excessive surcharging is observed,
measurements will be taken and investigations will continue upstream to isolate as much
as possible where the excessive flow is coming from.

draft form for comment and upon receipt of comments, will be finalized and forwarded to
the NJDEP. Submittal of the final Performance Report, assuming performance of the
system is adequate, should allow for termination of the Administrative Consent Order
requirements related to the Hayward Avenue Pump Station Collection System.
Our engineering fee for the above engineering services is estimated to be approximately $7,600
and will be billed in accordance with our standard municipal billing rates in effect during the
period of the work.
